To get a Kentucky commercial driver’s license, you choose the class that fits the vehicle you plan to drive, gather your identity and medical paperwork, complete federally required entry-level driver training, pass the written knowledge exams to receive a Commercial Learner’s Permit, hold that permit for at least 14 days while practicing with a licensed CDL holder, and then pass a three-part skills test given by the Kentucky State Police. From first paperwork to the permanent card in the mail, plan on several weeks at minimum.
Pick the Right Class
Kentucky issues CDLs in three classes, and the class decides what you can legally drive. Choosing wrong either locks you out of the job you want or has you preparing for a harder test than you need.
- Class A covers any combination of vehicles with a gross combination weight rating of 26,001 pounds or more where what you’re towing weighs more than 10,000 pounds. Tractor-trailers sit here.
- Class B covers a single vehicle rated at 26,001 pounds or more, or that vehicle towing something 10,000 pounds or less. Dump trucks, large buses, and concrete mixers.
- Class C is anything smaller that still either carries 16 or more passengers (driver included) or hauls placarded hazardous materials.
A Class A license also lets you drive Class B and C vehicles. A Class B covers B and C. A Class C only covers C.1Kentucky Transportation Cabinet. Commercial Drivers License
Age and the Under-21 Restriction
You have to be at least 18 to hold a Kentucky CDL. If you’re between 18 and 20, your license will carry a restriction limiting you to intrastate commerce. You cannot cross state lines in a commercial vehicle until you turn 21, because federal law sets 21 as the minimum age for interstate operations.2eCFR. 49 CFR 391.11 – General Qualifications of Drivers That narrows your job options considerably, since most long-haul carriers only hire drivers who can run loads across state lines.
Documents to Bring
Kentucky Revised Statute 186.412 sets the documentation standards for every driver license application, commercial included. Before you walk into a regional office, pull together:
- Proof of identity and legal presence. A Social Security card (or an SSA letter if you don’t have the card) plus a document showing U.S. citizenship or lawful status, such as a birth certificate, passport, or applicable immigration document.
- Proof of Kentucky residency. At least one document showing your current Kentucky address: a property tax bill, utility bill, utility agreement, rental agreement, or deed. A P.O. box alone will not do.
Everything must be original or certified. Photocopies get turned away at the counter.3Kentucky Legislative Research Commission. Kentucky Revised Statute 186.412 – Application for Instruction Permit or Operators License
Medical Examiner’s Certificate
Every CDL applicant has to pass a Department of Transportation physical and get a Medical Examiner’s Certificate from a provider on the National Registry of Certified Medical Examiners. The certificate is valid for up to 24 months, and keeping it current is an ongoing requirement for as long as you hold a CDL.4eCFR. 49 CFR 383.71 – Driver Application and Certification Procedures
Self-Certification
You also fill out Self-Certification form TC 94-169, which tells the state what kind of commercial driving you expect to do. There are four categories, but most drivers fall into Category 1 (non-excepted interstate) or Category 3 (non-excepted intrastate), and both require you to keep a medical card on file. The form has to be forwarded to the Division of Driver Licensing and posted to your CDLIS record before a regional office can issue your CLP or CDL.1Kentucky Transportation Cabinet. Complete Entry-Level Driver Training
Since February 2022, federal law has required Entry-Level Driver Training before you can test for a first-time Class A or Class B CDL, before upgrading from B to A, or before adding a passenger, school bus, or hazardous materials endorsement for the first time.5Federal Motor Carrier Safety Administration. Training Provider Registry – Applicability ELDT is not optional, and the state will not let you take the skills test without it.
Your training has to come from a provider registered with the FMCSA’s Training Provider Registry. ELDT combines classroom theory with behind-the-wheel instruction; federal rules set curriculum standards rather than a fixed hour count. Your provider submits your completion record to the Registry by midnight of the second business day after you finish. You can’t upload it yourself. Kentucky then verifies your status in the federal database before clearing you to test.6Federal Motor Carrier Safety Administration. Training Provider Registry – Verifying Driver Certification
Exemptions exist for qualifying military personnel under 49 CFR 383.77 and for drivers who already held the relevant class or endorsement before February 7, 2022. Everyone else needs to finish ELDT before scheduling the skills exam.
Pass the Knowledge Tests and Get Your Learner’s Permit
The written exams come before any road test. The Kentucky State Police administer them at driver testing facilities across the Commonwealth.
A Class A applicant takes General Knowledge, Combination Vehicles, and Air Brakes. A Class B or C applicant takes General Knowledge plus any endorsement-specific tests. General Knowledge is 50 questions covering cargo securement, vehicle systems, and safe driving. You need 80 percent on each test to pass, and if you fail one, you have to wait 24 hours before retaking it. The Kentucky Commercial Driver License Manual, posted on the Transportation Cabinet’s site, is the study resource and covers everything on the exams.7Kentucky Transportation Cabinet. Kentucky Commercial Drivers License Manual
Pass the knowledge exams and you receive a Commercial Learner’s Permit. Federal law caps the CLP at one year from initial issuance; a shorter permit can be renewed, but you can’t push past that one-year window without retaking the knowledge tests. While you hold the CLP, a licensed CDL holder with the proper class and endorsements for your vehicle has to be with you at all times, seated in the front passenger seat (or, in a passenger vehicle, directly behind you in the first row). You also cannot take the skills test during the first 14 days after your CLP is issued. That waiting period is there to make sure you actually practice before you test.8eCFR. 49 CFR 383.25 – Commercial Learners Permit
Pass the Skills Test
The practical exam has three segments and you have to pass each before moving to the next. Appointments go through the Kentucky State Police at 800-542-5990, and your ELDT completion has to be verified in the Training Provider Registry before the state will schedule you.9Kentucky State Police. Driver Testing
The vehicle inspection comes first. You walk around the truck, point to or touch each critical component, name it, and explain what you are checking and why. Examiners want to see that you understand purpose, not that you memorized a checklist.
Basic control skills come next: low-speed maneuvering exercises including forward stop, straight-line backing, forward offset tracking, and reverse offset backing. These can be run off-road or built into the road portion.7Kentucky Transportation Cabinet. Kentucky Commercial Drivers License Manual
On-road driving follows a set route with intersections, turns, lane changes, and highway-speed driving. The examiner scores your shifting, lane position, mirror use, and overall awareness. Too many minor errors ends the test, and a few mistakes cause an automatic failure, including losing control, causing or failing to avoid an accident, running a red light, or driving onto a curb.
The vehicle you bring to the test matters as much as how you drive it. Testing in an automatic gets you an “E” restriction limiting you to non-manual commercial vehicles. Testing without a full air brake system adds an air brake restriction. Both narrow the jobs you can take, because plenty of commercial vehicles use manual transmissions and air brakes. After four failed attempts at the skills test, you wait seven days before your fifth try.7Kentucky Transportation Cabinet. Kentucky Commercial Drivers License Manual
Add Endorsements if You Need Them
Endorsements expand what you can haul or who you can carry. Kentucky offers six, each requiring at least a knowledge test: H (hazardous materials), N (tank vehicle), X (tank and hazmat combined), P (passenger), S (school bus), and T (double/triple trailer). P and S also require a skills test. H and X require a TSA security threat assessment. First-time applicants for H, P, or S endorsements also need ELDT from a registered provider.1Kentucky Transportation Cabinet. Commercial Drivers License
Hazmat is the slow one. Kentucky residents don’t use the standard TSA online pre-enrollment; you visit your local licensing office for application and fingerprinting information, or call 800-542-5990 and press 2. As of January 2025, the TSA fee is $85.25, dropping to $41.00 if you already hold a valid TWIC that Kentucky accepts. TSA aims to process applications within 60 days, and the endorsement renews every five years with fresh fingerprints.10Transportation Security Administration. HAZMAT Endorsement For status, Kentucky residents call (833) 848-4759 or check with the state, since the online status tool doesn’t cover Kentucky.
Pay the Fee and Receive the License
Once you’ve passed everything, finish the process at a Kentucky Transportation Cabinet Driver Licensing Regional Office. Bring your passing test results, your learner’s permit, and your current medical certificate.
The CDL application fee is $40, or $9 if you’re applying for a Class B or C solely to drive a school bus, church bus, mass transit bus, or nonprofit bus.11Legal Information Institute. Kentucky Administrative Regulations 601 KAR 11:010 – Commercial Driver License Application Fee Expect additional charges for endorsement knowledge tests (hazmat runs $5.00). Regional offices typically take credit card, check, or money order.
You leave with a temporary paper license that’s valid while the hard card is produced centrally and mailed to the address on your application. The permanent card usually arrives within 10 to 15 business days. If 30 days pass without it, call the Transportation Cabinet.12Kentucky Transportation Cabinet. Renew, Replace, Update a Credential
Keep It Valid
A CDL is not a set-it-and-forget-it license. Two things trip people up most often.
Medical recertification is the first. If you’re Category 1 or Category 3, you have to give Kentucky a copy of each new medical examiner’s certificate before the current one expires. Kentucky holders can upload the updated certificate through the MyCDL portal. Miss the deadline and the state downgrades your commercial driving privileges automatically. There is no grace period and no reminder call.13Federal Motor Carrier Safety Administration. Medical This catches drivers between jobs who weren’t actively driving when the card lapsed.
The second is the stricter rulebook for commercial drivers. The legal blood alcohol limit in a commercial motor vehicle is 0.04 percent, half the 0.08 that applies to regular drivers, and a conviction at or above that level triggers a major-offense disqualification.14Federal Motor Carrier Safety Administration. Driver Disqualified for Driving a CMV While Off-Duty With a Blood Alcohol Concentration Over 0.04 Percent Federal law also lists a range of major and serious violations that disqualify a CDL holder for periods running from 60 days to life, with the harshest penalties for using a CMV to commit a felony involving controlled substances or human trafficking.15eCFR. 49 CFR 383.51 – Disqualification of Drivers Violations in your personal vehicle can still cost you your CDL.
