Who Needs One
If you plan to launch an unpowered boat at a PFBC lake, a PFBC access area, or a Pennsylvania State Park or State Forest access, your boat needs one of three things displayed: a PFBC boat registration, a PFBC launch permit, or a DCNR State Parks launch permit.2Pennsylvania Fish and Boat Commission. Paddling a river or creek without using a PFBC or DCNR launch site? No permit or registration required. The rule attaches to those managed access points, which is why the launch permit exists in the first place — a low-cost option for people who use their kayak a handful of times a year and don’t want to bother with full registration.
How to Buy a Launch Permit

Online
Go to HuntFish.PA.gov and sign in, or create an account if you don’t already have one from buying a fishing license. Select the launch permit option and enter your name, address, and phone number, plus the boat’s make, model, and year. The Hull Identification Number is encouraged but not required.1Legal Information Institute. In Person
Authorized issuing agents are located in every county: county treasurers, sporting goods stores, bait and tackle shops, and some notary offices. Find your nearest agent through the PFBC website. Agents may charge up to $1 extra per transaction as an issuing fee when you buy through them rather than directly from PFBC or DCNR.1Legal Information Institute. What It Costs

Displaying the Decals
Your permit arrives as a pair of stickers showing the expiration date. Place one on each side of the boat, centered and high enough to be visible on the water. On standard canoes or rowboats, that’s the outside of the hull at the midpoint, just below the top edge. A launch permit is tied to one specific boat. Peeling decals off one kayak and moving them to another is illegal. The permit stays with the boat it was issued for, even if you sell it mid-term. When It Expires
A one-year permit expires on December 31 of the year it was issued. A two-year permit expires on December 31 of the following year.1Legal Information Institute. Pennsylvania Code 58 53.27 – Use Permits for Unpowered Boats There is no formal renewal process. When your permit expires, you buy a new one and apply fresh decals.
PFBC does not send renewal reminders for launch permits.4Pennsylvania Fish and Boat Commission. Launch Permit vs. Unpowered Boat Registration Set a calendar reminder for early January, or consider a two-year registration, which does come with reminders. Launching with an expired permit is treated the same as launching without one, and you’re subject to enforcement at any PFBC or state park access point.
Launch Permit or Boat Registration?
Pennsylvania gives you a choice. A two-year unpowered boat registration costs $22, is recognized by other states, comes with renewal reminders, and gets your boat into PFBC’s database, which helps the state secure federal boating funds. A launch permit costs less upfront and requires less paperwork, but other states don’t recognize it and PFBC won’t remind you to renew.4Pennsylvania Fish and Boat Commission. If you only paddle in Pennsylvania and want the cheapest option, the $10 one-year launch permit is hard to beat. If you trailer to lakes in neighboring states or want the reminders, registration is worth the extra $4 over two years.
Don’t Forget the Safety Gear
A launch permit gets you legal access to the water. It does not exempt you from Pennsylvania’s boating safety requirements. Even for a short paddle, your unpowered boat needs a U.S. Coast Guard-approved wearable life jacket for every person aboard, a sound-producing device capable of a prolonged four-to-six-second blast (a coach’s whistle works), and a light such as a flashlight if you’re out between sunset and sunrise or in low visibility.5Pennsylvania Fish and Boat Commission.
