To get a learner’s permit in Texas as an adult over 18, you complete an adult driver education course (only if you’re under 25), gather documents proving your identity, lawful presence, Social Security number, and Texas residency, then book a DPS appointment where you pass a vision exam, a written knowledge test, and pay the $33 fee. What Texas issues you is a Class C driver license with a “B” restriction, meaning you can drive on public roads only with a licensed adult in the front passenger seat until you pass the road test.
Who Has to Do What
The requirements split by age, and the split matters because it decides whether you owe a driver education course before DPS will license you.
- If you’re 18 through 24, Texas Transportation Code Section 521.1601 bars DPS from issuing a license without a certificate from an approved six-hour adult driver education course.1State of Texas. Texas Transportation Code 521.1601 – Driver Education Required; Exception
- If you’re 25 or older, you can skip the course entirely. You still take the written knowledge test and the driving skills test.2Department of Public Safety. Apply for a Texas Driver License
- If you already hold a valid, unexpired license from another state and are surrendering it, the driver education requirement is waived at any age.2Department of Public Safety. Apply for a Texas Driver License
The Six-Hour Adult Driver Education Course
If you’re 18 to 24, this is step one. The course runs six hours, covers traffic laws, signs, and safe-driving basics, and you can take it online or in a classroom through any provider approved by the Texas Department of Licensing and Regulation.3Department of Public Safety. Choosing a Driver Education Course Prices range from around $20 for a basic online option to several hundred dollars for a more involved program.
When you finish, you receive an ADE-1317 certificate. Bring it to your DPS appointment. The certificate itself doesn’t expire, but if you took the written knowledge test as part of the course, that passing score is only valid for two years.4IMPACT Texas Adult Drivers. FAQs
Documents You Need to Bring
DPS wants proof in five categories, and missing any one of them means rescheduling. Form DL-15 lists every acceptable document.5Texas.gov. DL-15 – What to Bring When Applying for a Texas DL or ID
Identity
The cleanest option is one primary ID: an unexpired U.S. passport or an unexpired Texas ID card with your photo. Without either, you combine two documents from a secondary list (expired Texas ID, military ID, school records). One secondary document has to be paired with two supporting documents from a third list.5Texas.gov. DL-15 – What to Bring When Applying for a Texas DL or ID
U.S. Citizenship or Lawful Presence
An original or certified birth certificate, a U.S. passport, or a Permanent Resident Card each satisfies this. It’s a separate check from identity, though one document can sometimes cover both.5Texas.gov. DL-15 – What to Bring When Applying for a Texas DL or ID
Social Security Number
DPS verifies your number electronically with the Social Security Administration, so the card itself isn’t required, but you need to provide the number. A W-2 or 1099 showing your full SSN also works. If you aren’t eligible for one, you’ll sign a sworn affidavit at the office.6Texas Department of Public Safety. Guide for First Time DL/ID Applicants
Texas Residency
Bring two documents showing your name and a Texas address. At least one has to show you’ve lived in the state for 30 days or more. A current lease, mortgage statement, or utility bill dated within the last 180 days (electric, water, gas, internet, or cell phone) will do.5Texas.gov. DL-15 – What to Bring When Applying for a Texas DL or ID
Vehicle Insurance
If you own a car, bring proof of insurance for every vehicle registered to you. Most first-time applicants don’t own a car, and if that’s you, you’ll sign a statement at the office confirming it.5Texas.gov. DL-15 – What to Bring When Applying for a Texas DL or ID
Booking and Attending the DPS Appointment
All driver license services at DPS are by appointment. Book through the DPS Driver License Services page as early as you can; popular offices run several weeks out. Walking in without an appointment leaves you dependent on a lobby self-service kiosk and whatever same-day slot might open.7Department of Public Safety. Driver License Services – Appointments
At the appointment, a license specialist reviews your documents (including the ADE-1317 if you’re 18–24), then you’ll:
- Take a vision exam. Texas requires at least 20/40 acuity in one or both eyes. If you need glasses or contacts to hit that, a corrective-lens restriction goes on the license.8Legal Information Institute. 37 Texas Admin Code 15.51 – Vision Tests
- Pass the written knowledge test on Texas traffic laws, signs, and right-of-way rules. If you already passed this test inside your adult driver education course, DPS may waive it.2Department of Public Safety. Apply for a Texas Driver License
- Give a signature, thumbprints, and photo.
- Pay the $33 Class C application fee. DPS accepts credit cards, money orders, and personal checks.9Department of Public Safety. Driver License Fees
Clear all of that and DPS hands you a temporary paper permit before you leave. The permanent card arrives by mail.
Rules You Have to Follow While Driving on the Permit
A Class C license with a B restriction is not a full license, and the restrictions carry real weight. Any time you drive, a licensed driver who is at least 21 must sit in the front passenger seat. That person needs a valid driver license, not just an ID.10Department of Public Safety. Texas Learners License as a Teen
Cell phone use is also restricted for permit holders. During your first six months driving, you cannot use a cell phone, including hands-free devices, unless it’s an emergency. This sits on top of the state’s general ban on texting while driving.11TxDOT. Texting and Cellphone Laws – Distracted Driving
The car you practice in has to be insured. If it belongs to a family member, their policy usually covers you as a permitted driver, but call the insurer to confirm. Some carriers require you to be formally added, especially in the same household.
Moving From the Permit to a Full License
The permit is a practice stage. Before DPS will give you the road test that removes the B restriction, you must complete the Impact Texas Adult Drivers (ITAD) program, a free one-hour online video course on distracted driving and road safety. Everyone taking the driving skills test does this, not only the 18–24 group.12Department of Public Safety. Impact Texas Drivers (ITD) Program
Timing is tight: take ITAD after your driver education course (or after getting the permit, if you’re 25 or older) but before your road test. The certificate is valid for only 90 days, so don’t take it until you’re genuinely ready to test. Miss the window or fail the test, and you retake ITAD for a fresh certificate.4IMPACT Texas Adult Drivers. FAQs
You bring your own vehicle to the road test, and DPS inspects it beforehand: current registration, a passing inspection sticker, valid insurance on which you are not listed as an excluded driver, and working brake lights, turn signals, horn, seatbelts, mirrors, and doors. A failure on any of those reschedules the test.13Texas Department of Public Safety.
