How to Get a Maryland Driver’s License: Stages, Tests & Fees

To get a Maryland driver’s license, you apply at the Motor Vehicle Administration with proof of your identity, Social Security number, and Maryland address, get a learner’s permit, complete a state-approved driver education course and a set number of supervised practice hours, then pass a knowledge test and an on-road skills test. Every new driver goes through the same three stages — learner’s permit, provisional license, full license — but how long you spend in each stage depends on your age. A teenager can expect the full process to take more than two years. An adult with a clean record can finish in a few months.

Documents You Need to Bring

Maryland issues REAL ID-compliant licenses, and since May 2025 a REAL ID or another acceptable federal ID has been required to board domestic flights and enter certain federal buildings.1Transportation Security Administration. REAL ID The MVA calls the required paperwork the “REAL ID Core Four.”

  • Proof of age and identity: one document such as a U.S. passport, an original or certified birth certificate, or a permanent resident card.
  • Proof of Social Security number: an original Social Security card, a W-2 showing your full SSN, an SSA-1099, or a pay stub no more than three months old showing your full SSN.2The Maryland People’s Law Library. REAL ID
  • Two proofs of Maryland residency: documents showing your name and current physical address, such as a utility bill, bank statement, lease agreement, or vehicle registration card.2The Maryland People’s Law Library. REAL ID
  • Legal name change documentation, if your current name differs from the name on your identity document (marriage certificate, court order, or similar).

Non-U.S. citizens must also show proof of lawful status. The MVA verifies immigration status through the Department of Homeland Security’s SAVE system, and you can submit a SAVE request online before your appointment to avoid extra trips.4MDOT Motor Vehicle Administration. Eligibility and Vision

You must be at least 15 years and 9 months old to apply for a learner’s permit.6Maryland General Assembly. Maryland Code Transportation 16-103 – Persons Not Eligible for Licenses At the MVA you’ll take a vision screening. An unrestricted license requires 20/40 or better in each eye and a continuous field of vision of at least 140 degrees.7MDOT Motor Vehicle Administration. Vision Tests and Requirements If you wear corrective lenses, the MVA can issue a license with that noted as a restriction. Some medical conditions may require a physician’s certification that you can drive safely.

The Rookie Driver Stages

Maryland uses a graduated system called the Rookie Driver program. It runs learner’s permit, then provisional license, then full license. Every new driver, regardless of age, must complete an MVA-approved driver education course made up of 30 hours of classroom instruction and 6 hours of behind-the-wheel training.8MDOT Motor Vehicle Administration. Driver’s Education What changes by age is how long you must hold the permit and how many supervised hours you must log.

Ages 15 Years 9 Months to 18

Hold the learner’s permit for at least 9 months. Log at least 60 hours of supervised practice driving, with 10 of those hours at night.9MDOT Motor Vehicle Administration. Provisional Driver’s License Your supervising driver must be at least 21 and have held a license for at least three years.

Ages 19 to 24

The permit holding period drops to 3 months if your record is clean. A moving violation or probation before judgment pushes that back to 9 months. Practice hours stay the same: 60 total, with 10 at night.

Age 25 and Older

The permit holding period is 45 days with a clean record, or 9 months if you have a moving violation. Practice hours drop to 14 total, with 3 at night. The driver education course is still 30 classroom hours and 6 behind-the-wheel.

The Knowledge Test

The computerized knowledge test has 25 questions covering Maryland traffic laws, road signs, and safe driving.10MDOT Motor Vehicle Administration. Maryland Online Driver Test Tutorial The noncommercial Class C version is offered in 17 languages, including English, Spanish, American Sign Language, Amharic, Arabic, Chinese (Traditional), Farsi, French, Hindi, Korean, Nepali, Portuguese, Russian, Tagalog, Urdu, Vietnamese, and Yoruba.11MDOT Motor Vehicle Administration. Knowledge Tests Spoken-language interpreters are permitted for noncommercial tests, but you pay the interpreter’s fee.

If a disability affects how you take either test, contact the MVA in advance. Accommodations are available for hearing or vision impairments and for reading or comprehension difficulties, and the MVA covers the interpreter fee for hearing-impaired applicants.11MDOT Motor Vehicle Administration. The Skills Test

The on-road test evaluates how you actually drive. You bring a properly registered, insured, and inspected vehicle to use. The examiner scores maneuvers including backing, turning, and other low-speed control exercises. One required exercise is the reverse two-point turnabout, where you back into a designated area and then exit to the right.12MDOT Motor Vehicle Administration. Fees

Cost depends on what you’re applying for and your age.13MDOT Motor Vehicle Administration. License and ID Fees

  • Learner’s permit, first-time (no prior license): $65. This Type I permit fee covers the eventual conversion to a full license.
  • Learner’s permit, previously licensed drivers: $45.
  • New license, under 21: $11 per year.
  • New license, 21 and older: $88 for an 8-year license.
  • License renewal: $64 for an 8-year license.
  • Duplicate or corrected license: $30.

Driver education is a separate cost paid to the school, and typically runs several hundred dollars. Appointments are recommended for MVA branch visits, and booking online before you go is the practical move — you’ll skip the wait and be more likely to get a testing slot the same day.14MDOT Motor Vehicle Administration. What Happens After You Pass

Pass all evaluations and the MVA issues a temporary paper license on the spot. The permanent card is produced centrally and mailed to you, usually within a couple of weeks. Carry the paper document whenever you drive until the card arrives.

What you receive at this point is a provisional license, not a full license. It carries two significant restrictions. For the first 151 days you cannot carry passengers under 18 unless they’re immediate family or a qualified supervising driver is in the car. You also cannot drive between midnight and 5:00 a.m. unless you’re with a licensed driver at least 21 with three years of experience, or you’re going to or from work, a school activity, a volunteer program, or an athletic event.9MDOT Motor Vehicle Administration. To convert the provisional to a full license, you must keep a clean driving record for 18 consecutive months. A traffic conviction or probation before judgment during that window restarts the 18-month clock from the date of conviction or the date your license is restored after a suspension.9MDOT Motor Vehicle Administration. Insurance You Also Need

A license alone doesn’t make you legal to drive. Maryland requires auto insurance with minimum liability of $30,000 per person and $60,000 per accident for bodily injury, plus $15,000 per accident for property damage.15Maryland General Assembly. Maryland Code Transportation 17-103 – Form and Amounts of Security Required Many drivers carry more. If your policy lapses, the MVA can suspend both your license and your vehicle registration.

If You Already Have a License from Somewhere Else

If you’re moving to Maryland from another U.S. state, you must transfer your license within 60 days of becoming a resident. Bring the same identity, Social Security, and residency documents, and be prepared to surrender the out-of-state license.16MDOT Motor Vehicle Administration. Get a Maryland Driver’s License or ID Card The MVA generally waives the knowledge and skills tests if your license is still valid or has not been expired more than a year. Longer than that, and you’ll take the full tests.

If you’re coming from another country, Maryland generally requires both tests. Exceptions exist for licenses from Canada, U.S. territories, and countries with reciprocity agreements including South Korea, Germany, Taiwan, Japan, and France, among others.4MDOT Motor Vehicle Administration.
