How to Get a Maryland Vehicle Lien Release and Clear Your Title

After you pay off a car loan in Maryland, getting a Maryland vehicle lien release is usually automatic: banks, credit unions, and finance companies are required to transmit the release electronically to the Motor Vehicle Administration, and the state’s title record updates without any action on your part. What you still have to do is request the paper title, because Maryland does not issue one while a lien is active.

What Your Lender Does Automatically

Maryland law requires lienholders who are regularly engaged in vehicle financing to file both their liens and their lien releases electronically with the MVA.1Maryland General Assembly. Maryland Code Transportation 13-108.1 – Electronic Issuance of Certificate of Title For a normal auto loan through a bank, credit union, or finance company, the lender sends the release straight into the state system once the balance hits zero. Nothing to mail, nothing to bring in.

That is almost always faster than involving the state.

Getting the Paper Title After the Lien Is Released

While a lien is on the record, the MVA issues a Security Interest Filing (SIF) rather than a paper title, so once the release posts you will typically need to request a duplicate title to receive the physical document.3Maryland Department of Transportation Motor Vehicle Administration. You can submit the duplicate title application (Form VR-018) online through the MVA’s website, at a full-service MVA branch, or by mail.4Maryland Department of Transportation Motor Vehicle Administration. The MVA prints titles centrally. Even if a branch takes your paperwork at the counter, the title itself is mailed to the address on file, so plan for a waiting period rather than expecting to walk out with it.

When You Have to Submit the Release Yourself

Two situations put the release in your hands instead of the lender’s: the lienholder was a private individual who financed a sale (those lienholders are exempt from the electronic filing mandate), or a commercial lender’s electronic submission returned an error.1Maryland General Assembly. Maryland Code Transportation 13-108.1 – Electronic Issuance of Certificate of Title In either case the MVA will accept a notarized lien release letter.6Maryland Motor Vehicle Administration. Discontinuance of the Duplicate Title After Lien Release

A release letter from a financial institution should be printed on the lender’s business letterhead and include a statement that the debt is satisfied, an authorized signature from a representative of the institution, and the date the lien was paid off. It should reference the vehicle’s VIN and the owner’s name exactly as they appear in the MVA’s records.

Match the VIN and Name Exactly

Before you submit anything, confirm that the VIN and Maryland title number on the release paperwork match the state’s records. The VIN is a 17-character alphanumeric string, and the Maryland title number is eight digits, or a letter followed by seven digits.7Motor Vehicle Administration. Owner names have to match precisely too. A misspelling or a small name mismatch between the release letter and the state record is one of the most common reasons the MVA rejects a submission. If you spot a discrepancy, get a corrected letter from the lender before you make the trip.

How to Turn It In

You can bring the notarized release to any full-service MVA branch office. For mail-in submissions, use the current mailing address from the MVA’s website and a trackable shipping method, because the release is an original document that is not easy to replace.

When the Lender No Longer Exists

The lien stays on your MVA record regardless of what happened to the bank, and clearing it still requires a valid release from whoever now holds the authority to issue one.

Failed Banks

If your lender was a bank that failed with government assistance, start with the FDIC’s BankFind tool to see whether another bank acquired it. If the acquisition happened within the last two years, contact the acquiring bank for the release. The FDIC cannot process lien releases for banks that merged or were acquired without government assistance, or for banks that closed voluntarily and liquidated their own assets; in those cases BankFind can still point you to the successor.8FDIC.gov. Failed Credit Unions

For a credit union placed into liquidation, the National Credit Union Administration’s Asset Management and Assistance Center oversees the remaining assets and has authority over dispositions, including lien releases.9National Credit Union Administration. Federal Tax Liens Are Separate

Paying off your auto loan does not clear a federal tax lien. If the IRS has filed a Notice of Federal Tax Lien that encumbers your vehicle, you would need to resolve the underlying tax debt or apply for a Certificate of Discharge using IRS Form 14135, submitted at least 45 days before any planned transaction date.10Internal Revenue Service.
