A Massachusetts temporary license is the paper document the Registry of Motor Vehicles hands you at the end of a license transaction. It lets you drive legally while your permanent card is printed and mailed, which typically takes 10 to 14 business days.
How You Get One
You don’t apply for the paper license on its own. It’s issued automatically whenever you complete a qualifying RMV transaction at a service center: a first-time Class D or Class M license, a renewal done in person, or a replacement for a lost or damaged card. When the clerk finishes processing your paperwork, you walk out with the paper document in hand.
Online renewals work differently. There’s no paper handout because there’s no in-person visit. The RMV simply mails the new license to the address on file within 10 to 14 business days.1Mass.gov. Renew Your REAL or Standard Passenger (Class D) or Motorcycle (Class M) Drivers License If your current license expires before the new one arrives, hold onto your renewal confirmation as proof the transaction is in the system.
There’s no separate fee for the paper license. You’re paying for the underlying transaction: $50 for a five-year Class D or Class M license, or $25 to replace a lost or damaged card.2Mass.gov. How Long It Lasts
The paper license is meant to cover the gap until your permanent card shows up in the mail. Plan on roughly two weeks of use.1Mass.gov. Renew Your REAL or Standard Passenger (Class D) or Motorcycle (Class M) Drivers License
If 30 days go by and nothing has arrived, contact the RMV. You may need to request a duplicate, which costs $25. Don’t just keep driving on the paper indefinitely, and don’t assume the card is still on its way. The most common reason for a card that never shows is a mailing address the RMV doesn’t have on file correctly, so check that first.
What You Can Do With It
The paper license is legally valid for driving in Massachusetts. Law enforcement will accept it as proof you hold a valid license. Auto insurers generally recognize it as well, though it’s worth letting your insurance company know when you renew or replace a license so your policy records match what you’re carrying.
Employment Verification
The paper license works as a List B identity document for Form I-9 if you’re starting a new job. Federal rules treat it as a receipt for a replacement document, valid for 90 days. Before that window closes, you have to show your employer the actual permanent card.4USCIS. Acceptable Receipts Because most permanent cards arrive in under three weeks, this rarely becomes a problem unless the RMV is running behind.
What It Can’t Do: Airport Security
This trips people up. The temporary paper license is not accepted at TSA airport checkpoints, even if the underlying license you applied for is a REAL ID.5Mass.gov. REAL ID in Massachusetts Since May 7, 2025, TSA has required a REAL ID-compliant license or another federally accepted form of identification for domestic flights.6Transportation Security Administration. TSA Publishes Final Rule on REAL ID Enforcement Beginning May 7, 2025 A paper document from the RMV isn’t on that list.
If you’re flying while waiting for your permanent card, bring a passport, military ID, or another TSA-accepted document. Starting February 1, 2026, travelers who arrive at a checkpoint without acceptable ID can pay a $45 fee to use TSA’s ConfirmID service, but it’s an expensive substitute for planning ahead.7Transportation Security Administration. Learner’s Permits Are a Different Thing
People sometimes lump the two together, but a Massachusetts learner’s permit isn’t a temporary version of a driver’s license. It’s a separate, restricted credential for people who haven’t yet passed the road test. A permit is valid for two years, requires a licensed driver age 21 or older with at least one year of experience seated beside you at all times, and comes with tighter rules for motorcycles.8General Court of Massachusetts. Massachusetts General Laws Chapter 90, Section 8B If your question is really about a permit rather than the paper license that comes with a full license transaction, the rules and process are different.
Practical Tips
- Track your renewal date. Massachusetts licenses expire on your birthday every five years. A reminder a few months out gives you time to renew online or book an RMV appointment before the current card lapses.
- Don’t fly on the paper. Either renew far enough ahead to have the permanent card in hand, or bring a passport.
- Keep your mailing address current with the RMV. Your permanent card goes to whatever address is on file, and mail that goes to an old address means a longer stretch on the paper than you should have to deal with.
- If the card is more than 30 days late, call the RMV or visit a service center. A duplicate request may be the fix.
- Tell your insurer when you renew or replace your license so the policy records line up with your current credential.
