To get a motorcycle license in Oklahoma, you need to be at least 16 for a full “M” endorsement on a Class D license (or 14 for a restricted motorcycle-only permit), pass a written knowledge test and a road skills test at Service Oklahoma, and pay a $4.00 endorsement fee. If you complete a Motorcycle Safety Foundation (MSF) Basic RiderCourse, both tests are waived. Anyone under 18 must take that course; it isn’t optional.1Service Oklahoma. Apply for Motorcycle License
How Old You Have to Be
Oklahoma issues motorcycle credentials at two age levels. At 14 or 15, you can apply only for a restricted motorcycle-only permit, which comes with real limits on when and what you can ride. At 16, with an unrestricted Class D driver license already in hand, you can add the full motorcycle endorsement.1Service Oklahoma. Apply for Motorcycle License
If you’re under 18, two extra requirements apply. A parent or legal guardian has to sign an authorization affidavit accepting financial responsibility for your riding.2Service Oklahoma. Parent Authorization to Obtain Driver License You also have to show proof of school enrollment (or a diploma or GED) and eighth-grade reading proficiency before any license or permit is issued.3Justia Law. The MSF Course Shortcut
The Motorcycle Safety Foundation Basic RiderCourse is the fastest path to the endorsement for most people, and the only path for anyone under 18. Completing it waives both the written knowledge test and the road skills test. You bring your MSF completion card to Service Oklahoma, and the endorsement is added without further testing.1Service Oklahoma. Apply for Motorcycle License
The course mixes classroom instruction with hands-on riding and usually runs two to three days. Oklahoma’s DPS SafeRiders program coordinates courses statewide.4Oklahoma Department of Public Safety. Safe Riders Tuition at private providers runs around $290, and the course supplies a motorcycle for the riding portion, so you don’t need to own one yet.
If You Test Instead
Riders 18 and older can skip the MSF course and test directly at a Service Oklahoma location.1Service Oklahoma. Apply for Motorcycle License There are two parts.
Written Knowledge Test
The written exam draws from the Oklahoma Motorcycle Operator Manual and covers motorcycle operation, road signs, traffic laws, lane positioning, and defensive riding. If you already hold a valid Oklahoma driver license, you only take the motorcycle-specific portion. First-time license applicants also take the general driver knowledge test.1Service Oklahoma. Apply for Motorcycle License A failed attempt means waiting one business day before retaking it, with no cap on attempts.
Road Skills Test
The road test checks whether you can actually handle a motorcycle: smooth starts and stops, controlled turns, low-speed balance, emergency braking, intersections, lane changes, and hazard avoidance. You have to bring your own motorcycle, and it must be currently registered and insured. Helmets are required for anyone 17 or younger during the test and on the road.5Insurance Institute for Highway Safety. Motorcycle Helmet Use Laws If you fail, you can retake it after at least one day.
What to Bring to Service Oklahoma
Walk in with everything the first time and the appointment is short. Walk in missing a document and you’re coming back.
- Proof of identity: a birth certificate, valid U.S. passport, or permanent resident card. If the name on your ID doesn’t match the name you want on the license, bring a certified name-change document such as a marriage certificate or court order.
- Proof of lawful presence: non-U.S. citizens need valid immigration documents.
- Proof of Oklahoma residency: utility bills, bank statements, or credit card statements dated within the last 60 days; a current residential lease, Oklahoma vehicle registration, or voter registration card also work. For a REAL ID-compliant license, bring two residency documents instead of one.6Service Oklahoma. Required Documents7Service Oklahoma. New Driver License
- Social Security number: Service Oklahoma verifies the number electronically, so the physical card isn’t required.
Applicants under 18 also bring the signed parent authorization affidavit and the school enrollment or completion documents described above.3Justia Law. Oklahoma Statutes Title 47 6-107.3 – Licenses or Instruction Permits
Insurance
Oklahoma requires every motorcycle operator to carry liability coverage of at least $25,000 per person for bodily injury, $50,000 per accident, and $25,000 for property damage. Service Oklahoma verifies coverage electronically before issuing the endorsement. If the system can’t confirm it, bring a declaration page or insurance card from your carrier.
What It Costs
The motorcycle endorsement itself is $4.00, added to whatever license transaction triggers it. If you’re renewing your license and adding the endorsement at the same time, you’ll pay $4.00 plus the renewal fee: $38.50 for a four-year license or $77.00 for an eight-year license.8Service Oklahoma. Renew and Replace Driver License Replacing a lost or damaged license and adding the endorsement runs $25.00 plus $4.00.1Service Oklahoma. Apply for Motorcycle License Budget separately for the MSF course (roughly $290) and for registering, titling, and insuring the motorcycle itself.
Restrictions on the Under-16 Permit
If you’re 14 or 15, the motorcycle-only permit lets you ride, but under strict conditions printed on the permit and enforced as license terms:
- Engine displacement cannot exceed 300 cubic centimeters.
- Riding is allowed only between 4:30 a.m. and 9:00 p.m.
- A licensed rider at least 21 years old must accompany you and keep you in visual contact at all times.
- An approved helmet is required.
After holding the restricted permit for at least 30 days, you can take the driving portion of the exam to drop the supervision requirement.9Justia Law. Oklahoma Statutes Title 47 6-105v3 – Graduated Class D Licenses The engine size cap and the time-of-day limits stay until you turn 16.
Moving to Oklahoma With an Out-of-State Endorsement
If you already hold a valid motorcycle endorsement from another state, you can transfer it to an Oklahoma license without retaking the written or skills tests, as long as your out-of-state license is still valid and your driving record meets Service Oklahoma’s standards. The same courtesy applies if your license has been expired for six months or less. Past six months of expiration, you go through the full testing process as a new applicant.10Service Oklahoma. Out-of-State Driver License Transfers Bring the same identity, residency, and Social Security documentation listed above, and make sure your insurance meets Oklahoma’s minimums.
What Happens If You Ride Without the Endorsement
Operating a motorcycle in Oklahoma without any license is a misdemeanor. The fine runs from $50 to $300 plus court costs, with up to 30 days in jail possible. Riding on a suspended or revoked license is worse: $100 to $500 and up to one year in jail.11Oklahoma Legislature. Oklahoma Statutes Title 47 6-303 Officers can impound the motorcycle at the scene, so towing and storage get added on top. And many insurance carriers will deny a claim if you were riding without a valid endorsement at the time of a crash, which can turn a minor accident into a financial disaster.
