How to Get a New Jersey ID: Requirements, Forms, and Fees

To get a New Jersey non-driver ID, book an in-person appointment at a Motor Vehicle Commission licensing center, bring a completed Form BA-208 along with documents that add up to six points of identification and proof of your New Jersey address, and pay $24 for a Standard card or $35 for a REAL ID.1New Jersey Motor Vehicle Commission. Decide Between a Standard ID and a REAL ID

The MVC issues two versions of the non-driver ID, and picking one is the first thing to sort out because it changes what you’ll pay and what you’ll bring. A Standard ID handles everyday needs like opening a bank account, proving your age, or identifying yourself in state transactions. It carries the words “NOT FOR REAL ID PURPOSES” across the front.2New Jersey Motor Vehicle Commission. NJMVC REAL ID Frequently Asked Questions

A REAL ID has a gold star in the upper right corner and meets federal security standards. Since May 7, 2025, federal agencies have required a REAL ID or another federally accepted document such as a passport to board a domestic flight, enter a federal building, or access a military installation.4Transportation Security Administration. REAL ID If you don’t fly and don’t visit federal facilities, the Standard ID is enough.

Check That You’re Eligible

Three things must be true: you’re at least 14, you’re a New Jersey resident, and you don’t currently hold a valid New Jersey driver’s license or learner’s permit.3Justia. New Jersey Code 39-3-29.3 – Identification Cards The last point trips people up. An active license you never use still disqualifies you from also holding a non-driver ID.

Applicants under 17 need written consent from at least one parent or legal guardian.3Justia. New Jersey Code 39-3-29.3 – Identification Cards

You do not need to be a U.S. citizen to apply for the Standard version. Non-citizens can use a foreign passport, a Permanent Resident Card, a consular ID, or other immigration documents. Without a Social Security number, you can present proof of an Individual Taxpayer Identification Number or sign a notarized affidavit that you’re ineligible for one. Any document not in English needs a certified English translation.5New Jersey Motor Vehicle Commission. Standard License and Non-Driver ID Requirements

Gather 6 Points of ID

New Jersey verifies identity using a points system. Every acceptable document has a point value, and your combination has to total at least six. You need at least one primary document and at least one secondary document; a single category won’t get you there on its own.6New Jersey Motor Vehicle Commission. 6 Point ID Brochure

Primary documents are worth four points each. The common ones are a U.S. birth certificate (original or certified copy) and a U.S. passport, whether current or expired less than three years. Secondary documents are worth two points, and include items such as a school photo ID paired with a transcript. Some documents count for a single point, like a Social Security card, and you can’t use more than two one-point documents.6New Jersey Motor Vehicle Commission. 6 Point ID Brochure

Two more items sit outside the point total but are just as required:

  • Social Security verification. The MVC checks your number against federal records. If you don’t have one, provide an ITIN or a signed affidavit.
  • Proof of address. One document showing your New Jersey residence, such as a utility or credit card bill issued within the past 90 days, or a bank statement issued within the past 60 days.6New Jersey Motor Vehicle Commission. 6 Point ID Brochure

Every document must be an original or a certified copy with the required state or municipal seal. Photocopies aren’t accepted.7New Jersey Motor Vehicle Commission. 6 Points of ID

Extra Requirements for a REAL ID

If you’re going for the REAL ID version, bring two documents proving your New Jersey address instead of one, and expect stricter Social Security verification. The affidavit workaround available for Standard IDs does not apply.3Justia. New Jersey Code 39-3-29.3 – Identification Cards
