To get a Tennessee ID, visit a Driver Services Center in person with proof of U.S. citizenship or legal presence, your Social Security number, and two documents showing your Tennessee address, then pay the $12.00 fee. First-time applications cannot be handled at a County Clerk office or online; the initial visit has to happen at a Driver Services Center.1Tennessee Department of Safety and Homeland Security. What to Bring
Tennessee applies the same documentation rules to an ID card as to a driver license.2Justia Law. Tennessee Code 55-50-336 – Photo Identification License Every document must be an original or a certified copy. Photocopies will not be accepted, and neither will faxes.
Proof of Citizenship or Legal Presence
Bring one of the following: an official U.S. birth certificate with a raised or color seal, a valid unexpired U.S. passport or passport card, a certificate of naturalization, or a certificate of citizenship. Lawful permanent residents can present a Permanent Resident Card (I-551), a foreign passport stamped and processed for I-551, or another approved federal immigration document.3Tennessee Department of Safety and Homeland Security. Proof of Citizenship/Lawful Permanent Residency
Social Security Number
You need to provide the number itself. If you don’t have it memorized, bring your Social Security card, a W-2 or 1099 from the last 12 months, or a recent payroll stub showing your full name and full number. If you’ve never been issued a Social Security number, you can sign a sworn affidavit, but it has to be signed in front of a driver license examiner or notarized before you arrive.4Tennessee Department of Safety and Homeland Security. REAL ID
Two Proofs of Tennessee Residency
You need two separate documents showing your name and current Tennessee address. Each must be dated within the last four months, and the two items cannot come from the same source. A water bill and a gas bill from the same utility company count as one source, not two. Utility bills, bank statements, insurance policies, paycheck stubs, and vehicle registrations all qualify. A rental lease with ink or electronic signatures counts as one proof of residency only if you also bring a signed letter from your landlord dated within the last 30 days.5Tennessee Department of Safety and Homeland Security. If your residency documents are in the name of a spouse, parent, or legal guardian, bring proof of that relationship too, such as a birth or marriage certificate.5Tennessee Department of Safety and Homeland Security. Proof of Tennessee Residency
Cost and Free ID Options
An adult (18 and older) ID card is $12.00 and is valid for eight years.6Tennessee Department of Safety and Homeland Security. Driver License Fees Two groups pay nothing:
- Registered voters who lack any valid government-issued photo ID can get a free photo ID card for voting after signing an affidavit confirming they don’t have one, are registered to vote, and need the card for that purpose.2Justia Law. Tennessee Code 55-50-336 – Photo Identification License
- Residents who are intellectually or physically disabled and unable to operate a vehicle can receive a free permanent ID card with a certified statement from a licensed doctor confirming the disability.1Tennessee Department of Safety and Homeland Security. Identification License
How to Apply
Pre-Approve Your Documents Online
Before you go, consider submitting your application and documents through the state’s e-Services portal for pre-approval. From the Non-Commercial Driver License section, select “Apply for a License, Permit, or ID.” Pre-approval takes up to five business days and tells you whether your documents will be accepted before you make the trip.7Tennessee Department of Safety and Homeland Security. Adult First-Time Drivers The single most common reason applicants end up making a second trip is a missing or unacceptable document.
Book an Appointment or Walk In
You can walk in or schedule an appointment online. Appointments let you pick a specific day and time, though not every location offers them.8Tennessee Department of Safety and Homeland Security. Driver Service Locations and Appointments At a busy urban center, booking ahead can save serious waiting time.
At the Center
Check in and wait for your number. An examiner reviews your documents, takes your digital photograph, and captures your electronic signature. You pay the fee at the counter, and the in-person portion is done. Once your paperwork is in order, the visit usually moves quickly.
Standard ID or REAL ID
Tennessee issues both a standard identification card and a REAL ID-compliant version at the same $12.00 fee. Since May 7, 2025, federal law requires a REAL ID-compliant credential, a passport, or another TSA-approved ID to board domestic commercial flights, enter federal facilities that require ID, and access nuclear power plants.9Transportation Security Administration. REAL ID A standard Tennessee ID works for age-restricted purchases, applying for federal benefits, and general identification, but it is printed with the phrase “Not for Federal Identification” on the front.
The documentation requirements overlap heavily. REAL ID applicants should be especially careful to bring originals of everything, because federal rules leave no room for flexibility on document verification.4Tennessee Department of Safety and Homeland Security. REAL ID If you’re unsure which version you need, ask for the REAL ID. There’s no price difference.
Receiving Your Card in the Mail
You won’t leave with a permanent card. The center hands you a temporary paper document while the plastic card is manufactured at a secure facility and mailed to the address on your application. Most cards arrive 10 to 20 days after the print date. If the post office returns the card because of a bad address, delivery can stretch to 45 days.10State of Tennessee. I Did Not Receive My License or ID in the Mail What Should I Do If the card hasn’t arrived and your temporary document is running short, contact the Driver Services Division to check the status.
Applicants Under 18
Minors can get a Tennessee photo ID, but a parent or legal guardian has to come to the Driver Services Center with them and complete the Minor/Teen-age Affidavit and Cancellation Form.1Tennessee Department of Safety and Homeland Security. Identification License The minor presents a certified birth certificate, and the parent or guardian shows their own proof of identity.2Justia Law. Tennessee Code 55-50-336 – Photo Identification License The same citizenship and residency rules apply.
Who Cannot Get an ID Card
Tennessee will not issue a photo ID card to anyone who already holds a valid, unexpired Tennessee driver license.2Justia Law. Tennessee Code 55-50-336 – Photo Identification License The card is intended for residents who don’t drive or whose license has been revoked or suspended. If you hold a valid license and just want a second photo ID, a U.S. passport card is the better route.
Non-citizens with temporary authorized stays receive a temporary photo ID that expires at the end of the authorized period, or after one year if no definite end date applies.2Justia Law. Tennessee Code 55-50-336 – Photo Identification License
