To tow a heavy travel trailer for personal use in California, you need a Noncommercial Class A license from the DMV. It applies when your trailer coach exceeds 10,000 pounds GVWR or your fifth-wheel travel trailer exceeds 15,000 pounds GVWR. When You Actually Need One
The trigger is the trailer’s Gross Vehicle Weight Rating, printed by the manufacturer on a label on the trailer itself. What matters is the rating, not what the trailer weighs on a given day. Two situations require the Noncommercial Class A:
- A trailer coach over 10,000 pounds GVWR, towed for personal use
- A fifth-wheel travel trailer over 15,000 pounds GVWR, towed for personal use

One boundary worth stating plainly: this license is noncommercial only. If you’re being paid to tow, you need a full Commercial Driver’s License instead. The Noncommercial Class A exists specifically for people hauling heavy recreational equipment on their own time.
What to Have Ready Before You Start
You need three things in hand before you walk into a DMV office:
- A valid California Class C license. You can’t apply for a Class A without one.
- A completed Physician’s Health Report, Form DL 546A. A doctor must fill it out and sign it, certifying you meet the physical and mental standards for operating heavy vehicles. - Proof of your legal name, date of birth, and California residency.
Watch the form number. The DL 546A is a Physician’s Health Report signed by a doctor. The similarly numbered DL 546 is a self-signed health questionnaire used by firefighters and hazardous materials drivers, and it won’t be accepted here. Budget for the doctor’s visit separately. The DMV doesn’t charge for the DL 546A itself, but your provider will bill for the appointment.
Applying and Paying the Fee
Start the Driver’s License or Identification Card Application, Form DL 44, online through the DMV website. You can upload documents and enter your information ahead of time, but the application isn’t processed until you appear at a field office in person. At the office you’ll pay the $46 non-refundable application fee and complete a vision screening.6California Department of Motor Vehicles. Licensing Fees Your application is valid for 12 months from the day you apply, which is the full window you have to finish everything else.
The Written Tests
Two knowledge exams are required at the DMV office:
- The Class C general knowledge test on standard California traffic law. You can skip this one if you renewed your Class C license within the past 12 months.
- The Recreational Vehicles and Noncommercial Class A Trailers test, which covers coupling, weight distribution, and safe operation of large towing combinations.

Pass both written exams and the vision screening, and the DMV issues you an instruction permit. The permit lets you practice with your combination before the skills test, but only with a licensed driver holding the appropriate class seated next to you.
The Skills Test

Bring Your Own Combination
The DMV does not supply a vehicle. You bring the tow vehicle and trailer matching the class you’re applying for, plus current registration and proof of insurance for both. Missing or expired paperwork means the examiner sends you home before the test starts.
The Four Parts
Each part must be passed on its own:
- A vehicle safety check where you show that turn signals, brake lights, horn, and hazard flashers all work. Any malfunctioning equipment postpones the exam.7California State Department of Motor Vehicles. Noncommercial Class A Requirements
- A pre-trip inspection where you walk around the vehicle and explain aloud what should be inspected before driving. If your vehicle has air brakes, you demonstrate and explain the air brake system here.
- Skills maneuvers at low speed, including backing in a straight line and backing into a designated camping space. This is where drivers who haven’t practiced with their specific trailer often struggle.
- A road driving test on public roads covering freeway entry and exit, lane changes, right and left turns, railroad crossings, and steep grades.
Air Brakes and the L Restriction
If you test in a combination without air brakes, your license will carry an “L” restriction, which bars you from operating air brake-equipped vehicles.9California Department of Motor Vehicles. But if you expect to tow anything with air brakes later, test with an air brake combination now rather than paying for a separate restriction removal test down the line.
If You Fail

Keeping the License Valid
The license itself follows California’s standard five-year renewal cycle, and renewal costs another $46.10State of California Department of Motor Vehicles. If the medical report lapses, the DMV doesn’t suspend your license outright. It drops you to Class C privileges. You can still drive your regular car, but you cannot legally tow the heavy trailer until a current DL 546A is on file. Owners who store an RV over winter sometimes learn about this at the start of a planned trip, which is the worst time to find out.
At the five-year renewal expect a vision screening. Depending on your age and how long since your last renewal, the DMV may also require a new knowledge test. Drivers 70 and older must renew in person and cannot renew online in consecutive cycles.
Crossing State Lines and Moving In
California’s Noncommercial Class A is unusual. Most states don’t require a special license for personal-use RVs and travel trailers regardless of weight, and your California license is generally recognized when you travel out of state. The harder direction is inbound: if you’re moving to California with a standard license from another state, you may find that your existing license doesn’t cover the trailer combination you’ve been towing legally for years. Check the GVWR on your trailer against the thresholds above before you assume the transfer is clean.
