How to Get a Provisional Nursing License in Kentucky

A provisional nursing license in Kentucky lets you work as a nurse under direct supervision for up to six months while you prepare to pass the NCLEX. The Kentucky Board of Nursing (KBN) issues it to graduates of approved nursing programs who have finished every licensure requirement except passing the exam.1Kentucky Legislative Research Commission. 201 KAR 20:070 – Licensure by Examination Getting one is a matter of lining up your transcript, background check, jurisprudence exam, NCLEX registration, and application fee, then waiting for the board to verify everything.

Who Qualifies

Four things have to be in place before the KBN will process your application: an approved nursing education, a passed jurisprudence exam, a completed criminal background check, and (for some applicants) proof of English proficiency.

Education

You must have graduated from an approved nursing program. Kentucky recognizes programs accredited by the Accreditation Commission for Education in Nursing (ACEN), the Commission on Collegiate Nursing Education (CCNE), or the National League for Nursing Commission for Nursing Education Accreditation (CNEA).2Kentucky Board of Nursing. Regulatory Overview – Out-of-State Programs of Nursing Your school sends an official transcript directly to the KBN showing your degree, graduation date, and completed coursework. If you’ve finished the program but your degree hasn’t posted yet, a completion letter from your school may be accepted temporarily, with the official transcript to follow before full licensure.

If you trained outside the United States, your credentials need to be evaluated by an approved agency. The KBN accepts TruMerit (formerly CGFNS) and other approved providers.3Kentucky Board of Nursing. Jurisprudence Exam

Every applicant has to pass a board-approved jurisprudence exam covering Kentucky nursing law and regulations. The statute lists it as a prerequisite for licensure alongside completing an approved program and demonstrating English proficiency.5Kentucky Legislative Research Commission. Kentucky Revised Statutes 314.041 It’s easy to miss, and an unfinished jurisprudence exam is a common reason an application sits in limbo.

Background Check

Kentucky requires a fingerprint-based criminal background check through both the FBI and the Kentucky State Police.6Legal Information Institute. 906 KAR 1:190 – Kentucky National Background Check Program Fingerprinting is scheduled through IdentoGO, the state’s authorized vendor.7Kentucky State Police. Background Checks The KBN will not issue a provisional license until it has the FBI background report and has addressed any convictions it uncovers.

The board reviews criminal history case by case. Felonies involving patient harm, drug offenses, or fraud get the most scrutiny. Disclose everything, including expunged records, and attach court documents and a personal statement explaining the circumstances. The background check will surface it anyway, and failing to disclose is treated as a separate integrity problem.

English Proficiency

If your nursing program was taught in English, you generally meet this requirement automatically. If not, Kentucky’s regulations accept two tests:8Kentucky Legislative Research Commission. 201 KAR 20:480

  • TOEFL iBT with an overall score of at least 84 and a speaking score of at least 26.
  • IELTS Academic with an overall band score of at least 6.5 and a speaking score of at least 6.0.

Applicants who have worked as licensed nurses in English-speaking countries may qualify for an exemption with employer verification. Confirm that with the KBN before you rely on it.

How to Apply and What It Costs

You apply through the KBN’s online portal. Create an account, enter your personal and educational information, and certify that everything is accurate; false statements can disqualify you. Have your school send the official transcript directly to the board, register for the NCLEX separately through Pearson VUE, and complete fingerprinting.1Kentucky Legislative Research Commission. 201 KAR 20:070 – Licensure by Examination

The KBN examination application fee is $125, with a 2.75% surcharge for credit card payments and a $1.00 fee for ACH.9Kentucky Board of Nursing. Fees for Licensure Applications and Services NCLEX-RN or NCLEX-PN registration through Pearson VUE adds another $200.10Kentucky Board of Nursing. Kentucky Board of Nursing – Examination You don’t need to have passed the NCLEX to receive a provisional license, but you do need to be registered for it.

Add fingerprinting and transcript fees, and the front-end spend lands in roughly the $400 to $500 range. International graduates should budget another $485 for the CGFNS/TruMerit credential evaluation.4CGFNS International, Inc. Fee Schedule and Policies

Once everything is submitted, the KBN verifies your transcript, processes the background check, and confirms your NCLEX registration. Missing documents are the main cause of delay. If something in your background raises a concern, the board may request additional documentation or schedule a hearing before deciding. After approval, your provisional license is issued electronically, and employers can verify it through Nursys.

What the License Lets You Do

A provisional RN carries the title “registered nurse applicant” and the abbreviation “R.N.A.” You cannot practice independently. Kentucky law requires you to work only under the direct supervision of a licensed registered nurse.5Kentucky Legislative Research Commission. Kentucky Revised Statutes 314.041

“Direct supervision” has a specific meaning in the regulation: the supervising nurse must be physically present in the facility and immediately available to you during your entire shift.1Kentucky Legislative Research Commission. 201 KAR 20:070 – Licensure by Examination Immediately available means they can step in if something goes wrong, not that they’re somewhere in the building and reachable by phone. The supervising nurse must hold a current Kentucky license or practice in Kentucky through the Nurse Licensure Compact. Working outside those boundaries, falsifying records, or administering medications without authorization can all trigger revocation.

How Long It Lasts and What Happens If You Fail the NCLEX

A provisional license lasts a maximum of six months from the date of issuance.1Kentucky Legislative Research Commission. 201 KAR 20:070 – Licensure by Examination When that window closes, the license is void whether or not you’ve passed the NCLEX, and you have to stop working in any licensed nursing position until you obtain full licensure.11Kentucky Board of Nursing. Provisional License Six months sounds like a lot of runway. It isn’t. Schedule your exam as early as you can.

Your provisional license is voided after you fail the NCLEX twice, not after a single failure.1Kentucky Legislative Research Commission. 201 KAR 20:070 – Licensure by Examination As soon as the KBN receives notification of the second unsuccessful attempt, the license is immediately void and you have to stop practicing.11Kentucky Board of Nursing. Provisional License

After one failure, you can retake the NCLEX, but you have to wait at least 45 days from your last attempt before testing again.12Kentucky Board of Nursing. How to Retake the NCLEX After two failures, you must reapply to the KBN with an Examination Retest application and pay the associated fees. Between the waiting period and reapplication processing, two failures inside a six-month provisional window leaves almost no room for a third attempt before the license expires.

Why Applications Get Denied or Revoked

  • Undisclosed criminal history. The omission is often treated more seriously than the underlying conviction.
  • Disqualifying convictions, especially felonies involving patient abuse, drug diversion, or fraud. Other offenses are weighed case by case, taking into account how long ago they occurred and evidence of rehabilitation.
  • Practicing without a supervising nurse physically present in the facility.
  • Two NCLEX failures, which void the provisional license automatically.
  • Professional misconduct, including falsifying patient records or unauthorized medication administration. Employers are required to report concerns to the KBN.

Moving to Full Licensure

Once you pass the NCLEX, Pearson VUE transmits your results to the KBN and your status updates. Confirm that every document is on file before this point, including the final transcript if you submitted a completion letter earlier. Pending investigations or missing verifications can hold things up even after you’ve passed. When the board processes everything, your full license replaces the provisional one and the supervision restrictions drop away.

Kentucky is a member of the Nurse Licensure Compact, which lets RNs and LPNs practice in other compact states on a single multistate license, with no extra fee or separate application in Kentucky.13Kentucky Board of Nursing. Nurse Licensure Compact A provisional license does not qualify. Compact privileges require an active, unencumbered full license, a passed NCLEX, a clean background check, and no felony convictions. Not every Kentucky license carries multistate privileges either, so verify yours through the KBN’s online validation tool before practicing in another state.
