How to Get a Reconstructed Title in Massachusetts

To get a reconstructed title in Massachusetts, you need a salvage title branded “repairable” in your name, a fully documented rebuild, a passing salvage inspection from the Massachusetts State Police, and a completed application filed in person at any RMV Service Center with a $75 title fee. Each step depends on the one before it, and missing paperwork at any stage will send you back to the beginning.

Confirm the Vehicle Is Eligible

When an insurance company totals a vehicle, it assigns one of two salvage brands: “repairable” (REPR) or “parts-only” (PART). Only a repairable brand can lead to a reconstructed title. A parts-only brand means the insurer has determined the vehicle can never be registered again in Massachusetts.

Vehicles surrendered for junk or scrap are permanently out of reach. Under Massachusetts General Laws Chapter 90D, Section 20E, once a title is surrendered for junking, the RMV labels the record “JUNK” permanently, and the vehicle cannot be titled or registered again in the Commonwealth.1Mass.gov. The VIN also matters. Any vehicle with a tampered or altered Vehicle Identification Number is ineligible. Under 18 U.S.C. § 511, knowingly removing, altering, or tampering with a VIN carries up to five years in prison and a fine, with narrow exceptions for legitimate repair or lawful VIN restoration when the person doing the work does not know the vehicle is stolen.2Office of the Law Revision Counsel. 18 U.S. Code 511 – Altering or Removing Motor Vehicle Identification Numbers

Rebuild the Vehicle and Keep Every Receipt

Massachusetts requires a salvaged vehicle to be restored to the operating condition it was in before the event that triggered the salvage title.3General Court of Massachusetts. Massachusetts General Laws Chapter 90D – Section 20D Structural and mechanical components need to work properly. Frame or unibody repairs should meet manufacturer specifications, welded sections need proper reinforcement, and airbags, seatbelts, and crumple zones all have to be restored to functional condition.

Documentation is where rebuilds most often fall apart. Every replacement part needs an invoice or bill of sale. If a part came from another vehicle, the receipt has to include the VIN of the donor vehicle. Used parts should come from licensed salvage yards.4Mass.gov. Salvage Inspections The rule tightens further for used airbags purchased after January 1, 2004: you must provide a copy of the certificate of title for the vehicle the airbag was removed from, whether the purchase was in Massachusetts or another state.

The vehicle also has to comply with Massachusetts emissions regulations. Drivetrain modifications need to follow EPA and Massachusetts Department of Environmental Protection guidelines, catalytic converters cannot be removed or bypassed, and the exhaust system must stay within legal noise limits.

Book and Pass the Salvage Inspection

The salvage inspection is not a safety check. It verifies the vehicle’s identity, confirms the VIN has not been tampered with, and confirms the parts used in the rebuild are not stolen.5Mass.gov. Application for Inspection of a Salvaged Motor Vehicle Inspectors may compare part identification numbers against state, regional, or national databases of stolen vehicles and parts.3General Court of Massachusetts. Massachusetts General Laws Chapter 90D – Section 20D

Appointments are required and can be scheduled online through the RMV. The inspection fee is $50, paid to MassDOT, and it is non-refundable. Bring all of the following to the appointment:

  • The completed Application for Inspection of a Salvaged Motor Vehicle, including the owner’s sworn affidavit.
  • Proof of the $50 payment to MassDOT.
  • The outstanding salvage title or RMV receipt for title.
  • The insurance appraisal report. The vehicle will not be inspected without it.
  • Bills of sale for all major component parts used in the restoration, with VINs for any used parts.

If any of these are missing, you will be turned away. Inspectors pay close attention to VIN consistency, and any discrepancy between the vehicle and its paperwork can lead to rejection. If the inspector finds evidence of fraud, such as concealment of prior damage or use of stolen parts, the consequences go beyond a denied application.4Mass.gov. Salvage Inspections

Not every vehicle receives a full component inspection. The statute allows inspectors to pull certain vehicles for a deeper review of major component parts, examining identification numbers on individual repaired or replaced parts. Passing the inspection produces a stamped inspection form you will need for the title application.

Apply for the Reconstructed Title at the RMV

With the stamped salvage inspection form in hand, apply for the reconstructed title in person at any RMV Service Center. Bring:

  • A Registration and Title Application. If you are registering the vehicle at the same time, your insurance agent must stamp the form.
  • Your current salvage repairable title, with the assignment of title sections on the back completed. If a lien remains, include an authorization for payoff of the salvage vehicle.
  • The current certificate of registration, if applicable.
  • The $75 title fee.

The vehicle must be insured before the RMV will process the application.6Mass.gov. Apply for a Recovered Theft or Reconstructed Title As of July 1, 2025, the mandatory minimum coverage in Massachusetts is $25,000 per person and $50,000 per accident for bodily injury liability, plus $30,000 in property damage coverage.7Mass.gov. Basics of Auto Insurance Liability coverage is usually straightforward to obtain on a reconstructed vehicle; comprehensive and collision are not. Some insurers charge higher premiums, and others decline coverage entirely, so you may need to shop specialty providers and be ready to hand over your repair documentation and inspection report.

Discrepancies between your documents and RMV records will delay processing, so check that names, VINs, and lien information all match before you go.

Get a Safety Inspection Before You Drive

Because the salvage inspection only verifies identity and parts legitimacy, the vehicle still needs a standard Massachusetts safety inspection before you can legally drive it. If the original safety sticker was pulled and replaced with a rejection sticker at the time of the damage appraisal, take the vehicle to any official inspection station once it is registered.4Mass.gov. Salvage Inspections This is the inspection that actually looks at brakes, lights, tires, emissions, and overall roadworthiness.

What the Reconstructed Brand Means Going Forward

A reconstructed title in Massachusetts carries a permanent “Reconstructed” brand. The RMV also requires at least one sub-brand identifying the type of damage, such as flood, collision, or fire.8Mass.gov. Title Types and Definitions The brand stays with the vehicle indefinitely, no matter how many times it changes hands or how many additional repairs it undergoes.

Massachusetts law requires anyone transferring a vehicle with a salvage history to fully and fairly disclose that fact to the buyer.9General Court of Massachusetts. Massachusetts General Laws Chapter 90D – Section 20C Under Chapter 90D, Section 32, making a material false statement or concealing a material fact in connection with a certificate of title can result in a fine of up to $1,000, imprisonment for up to five years in state prison, or up to two years in a house of correction.10General Court of Massachusetts. Massachusetts General Laws Chapter 90D – Section 32

One boundary worth knowing: Massachusetts will not honor another state’s salvage inspection. If you bring in a vehicle that was rebuilt and titled elsewhere, it still has to pass a Massachusetts salvage inspection before it can be registered or titled here, regardless of the vehicle’s year.11Mass.gov. Keep the full paper trail from the rebuild indefinitely. It supports future insurance underwriting, satisfies buyers who want to see how the vehicle was put back together, and protects you if a repair is ever questioned years down the road.
