To get a sales tax number in Utah, register your business with the Utah State Tax Commission through the OneStop Business Registration portal. There’s no fee, most applicants finish in under 30 minutes, and the Commission issues an account number that stays with your business for as long as it operates. The underlying form is TC-69, and you can also mail it in if you prefer paper.
Who Needs to Register
Utah law makes it illegal to collect sales tax without a license from the Tax Commission.1Utah Legislature. Utah Code Title 59 Chapter 12 Part 1 Section 106 If your business has a physical location, employees, or inventory in Utah, you need to register before your first sale.
Out-of-state sellers with no physical presence register once gross revenue from sales into Utah exceeds $100,000 in either the current or previous calendar year.2Utah State Tax Commission. Out-of-State (Remote) Sellers Utah dropped its old 200-transaction threshold on July 1, 2025, so the revenue figure is now the only trigger. Below $100,000, you have no obligation to collect. Cross it, and you register before the next sale.
Each physical location needs its own license. If you operate from several storefronts, one application covers them all, but the Commission issues a separate license for each site, and each has to be posted where customers and inspectors can see it.3Cornell Law School. What to Gather Before You Apply
Have these items in front of you when you start. Missing one stalls the application:
- Federal Employer Identification Number (EIN) from the IRS. Sole proprietors without employees can use a Social Security Number instead.
- Legal business name exactly as it appears with the Utah Division of Corporations and Commercial Code.
- NAICS code — the six-digit industry classification for your business. The Census Bureau’s NAICS lookup tool will help you find yours.
- Personal information for every owner, officer, or partner: residence address, birth date, and driver’s license number. Utah uses these to tie tax obligations to specific responsible individuals.
- Business start date and an estimate of your sales volume. The Commission uses your projected annual sales tax liability to set your initial filing frequency, so be realistic.

By Mail
You can download Form TC-69 from the Tax Commission website or pick it up at a regional office, fill it out, and mail it to the Commission’s headquarters in Salt Lake City. Paper applications take several weeks rather than days.
Remote Sellers Through SSTRS
Utah is a full member of the Streamlined Sales Tax Agreement, so out-of-state sellers have a second option: the Streamlined Sales Tax Registration System.5Streamlined Sales Tax. Sales Tax Registration SSTRS There’s no fee. SSTRS handles the initial registration only; returns and payments still go directly to Utah through the state’s own system.
What You Get, and When
Once the Commission processes your application, it issues a unique sales tax account number that stays with your business for as long as you operate. The formal license and account details arrive either by mail or through the secure message center on TAP, the Taxpayer Access Point.6Utah State Tax Commission. TAP FAQ – About TAP
Utah sales tax licenses don’t expire and don’t need periodic renewal. The number stays valid until you close the account or the Commission revokes it. You are, however, responsible for keeping your information current: address changes, ownership shifts, and other updates go to the Commission promptly.
Filing Frequency Comes With the Number
When the Commission issues your account, it also assigns a filing frequency based on your estimated annual sales tax liability:7Utah State Tax Commission. Sales and Use Tax
- $50,000 or less in annual liability: quarterly filing.
- $50,001 to $96,000: monthly filing.
- $96,001 or more: monthly filing with mandatory electronic funds transfer.
The Commission reviews accounts each year and notifies you in writing if your frequency changes. Underestimating your sales on the application just delays that adjustment, so the more accurate your initial estimate, the smoother your first year.
Using Your Number to Buy Inventory Tax-Free
The number does more than authorize you to collect tax. It also lets you buy inventory for resale without paying sales tax up front. The vehicle is Form TC-721, Utah’s Sales Tax Exemption Certificate. Fill it out, check the “Resale or Re-lease” box, include your sales tax license number, and give it to your supplier. The supplier keeps the form on file and doesn’t charge you tax on that purchase.
If you end up using any of those goods yourself instead of reselling them, you owe the tax and report it on your next return. Suppliers aren’t responsible for policing this; the obligation is entirely yours. Keep the exemption certificates organized, because auditors will ask for them.
What Happens If You Skip Registration
Selling taxable goods or services in Utah without a valid license is a class B misdemeanor. The fine runs from $500 to $1,000.8Utah Legislature. Utah Code 59-1-401 – Definitions – Offenses and Penalties On top of that, you still owe every dollar of sales tax you should have been collecting, plus interest and late-payment penalties on the full amount. Registration is free and takes half an hour, so there’s no upside to skipping it.
