To get a seller’s permit in Illinois online, register your business through the MyTax Illinois portal at mytax.illinois.gov using Form REG-1. There is no application fee, and the Illinois Department of Revenue (IDOR) typically processes online applications within one to two business days.1Illinois Department of Revenue. Business Registration What most people call a seller’s permit is officially the Illinois Certificate of Registration, and you must have it before your first retail sale.
Who Needs to Register
If you sell tangible personal property at retail in Illinois, you need a Certificate of Registration before your first sale. As of January 1, 2025, leasing tangible personal property also triggers the requirement.2Illinois General Assembly. 35 ILCS 120/2a – Registration of Retailers Tangible personal property means physical goods: clothing, electronics, furniture, food products, and similar items. Purely digital products and most services fall under different tax rules.
The requirement applies regardless of business structure. Sole proprietors, partnerships, LLCs, and corporations all register the same way. Operate from more than one location in the state and you register once, then receive a sub-certificate for each additional site.
Out-of-state sellers are covered too. As of January 1, 2026, Illinois uses a single economic nexus threshold: if your cumulative gross receipts from sales of tangible personal property to Illinois buyers reach $100,000 or more during a 12-month lookback period, you must register and collect tax. The previous 200-transaction trigger was eliminated on that date. Remote sellers also apply destination-based tax rates, charging the combined state and local rate for the buyer’s delivery address. One boundary worth naming: if you sell only through a marketplace like Amazon, Etsy, or eBay, the marketplace facilitator collects and remits Illinois sales tax on those transactions, and you leave them off Form ST-1.4Illinois Department of Revenue. What to Gather Before You Start
The online form does not save a half-finished draft, so pull everything together first:
- Federal Employer Identification Number (FEIN). Most entities need one. Sole proprietors without employees can use a Social Security Number instead. An FEIN is available immediately from the IRS website.5Internal Revenue Service. Get an Employer Identification Number
- Legal business name, exactly as it appears on your Illinois Secretary of State filings.
- Business structure (corporation, partnership, LLC, sole proprietorship, or other).
- Physical address of every retail location, and a separate mailing address if applicable.
- Names, home addresses, and Social Security Numbers for all owners, partners, LLC members and managers, or corporate officers. - Anticipated date of your first sale. This sets when your filing obligations begin.
- Number of vending machines you operate, if you sell through them.
Filing the Application on MyTax Illinois
Go to mytax.illinois.gov and click “Register a New Business (Form REG-1)” on the homepage. The portal moves you through the application section by section, lets you review each entry, and requires an electronic signature certifying that you have authority to bind the business to its tax obligations. Processing runs about one to two business days.1Illinois Department of Revenue. Business Registration
A paper Form REG-1 exists for anyone who cannot file online, but IDOR estimates four to six weeks for processing, and its website warns to allow six to eight weeks. Security Bond Within 30 Days
There is no application fee, but IDOR may require you to post a security bond within 30 days of starting retail sales. The bond protects the state against unpaid tax. IDOR sets the amount based on your expected monthly tax liability, capped at three times your average monthly liability or $50,000, whichever is lower.6Legal Information Institute. You can meet the requirement with a surety bond from an authorized company, a bond signed by two personal sureties with sufficient net assets, or a bond secured by an assigned bank account or certificate of deposit. After three consecutive years of full compliance, you become exempt from the bond requirement unless you fall behind again.7Illinois General Assembly. Not every new business is asked for a bond. IDOR evaluates each applicant. If your projected sales volume is substantial, budget for the possibility.
Once You Receive the Certificate
Display It
Post the Certificate of Registration conspicuously at your principal retail location. Each additional site displays its own sub-certificate issued by IDOR.2Illinois General Assembly. 35 ILCS 120/2a – Registration of Retailers Conspicuous means visible to the public. A certificate in a filing cabinet can result in administrative action.
Buy Inventory Tax-Free With a Resale Certificate
Registration lets you buy inventory for resale without paying sales tax to your supplier. Give the supplier a completed Form CRT-61 (Certificate of Resale) that includes your name and address, the supplier’s name and address, a description of the property, a statement that the purchase is for resale, your Illinois retailer or reseller account ID number, and your signature.8Illinois Department of Revenue. Suppliers accepting a resale certificate must verify that your account ID is valid and active, and keep the certificate on file for at least three and a half years. A blanket certificate can cover ongoing purchases from the same supplier but should be updated at least every three years.8Illinois Department of Revenue. Start Filing Returns
You are now responsible for collecting sales tax from buyers and remitting it on a regular schedule. Illinois has a base state rate of 6.25% on general merchandise, with combined state-and-local rates ranging from about 6.25% to 11% depending on the jurisdiction.
IDOR assigns your filing frequency based on your average monthly tax liability:
- Monthly filing if your average monthly liability is greater than $200.
- Quarterly filing if it falls between $50 and $200.
- Annual filing if it is less than $50.

Renewal and Business Changes
The certificate expires after one year but renews automatically for businesses that stay current on all filing and payment obligations. No renewal application is needed if your account is in good standing.
Notify IDOR promptly when anything about your business changes: a new address, a change in ownership, new corporate officers, or additional locations. If you close or sell the business, cancel the certificate with IDOR. A certificate left active after a business shuts down keeps generating filing obligations and potential penalties for unfiled returns.
Penalties for Skipping Registration or Filing Late
Operating without a Certificate of Registration is illegal under Illinois law, and IDOR can deny a certificate to applicants whose owners, officers, or managers have a history of unpaid tax obligations.2Illinois General Assembly. 35 ILCS 120/2a – Registration of Retailers If you have been selling without registering, all the tax you should have collected remains your personal liability, and penalties stack on top.
Under the Uniform Penalty and Interest Act:
- Late filing carries a penalty of 2% of the tax due, up to $250. If you still have not filed within 30 days of IDOR mailing a nonfiling notice, an additional penalty applies: the greater of $250 or 2% of the tax shown on the return, capped at $5,000.
- Late payment triggers penalties on unpaid tax beginning after the due date, with rates that increase the longer payment is overdue.
- Interest accrues on past-due amounts at a rate tied to the federal underpayment rate under Internal Revenue Code Section 6621, adjusted every January 1 and July 1.
File every return on time, even if you owe nothing for the period. A $0 return filed on time costs nothing. A $0 return filed late still triggers the late-filing penalty. This is where businesses trip up most often, assuming no sales means no filing obligation.
