Which Temporary You’ll Receive
Florida issues two forms of temporary driving credentials, and which one you get depends entirely on your immigration status.
U.S. citizens and lawful permanent residents receive a paper temporary license the moment they finish the in-person application. It carries your photo information and covers you while the state prints and mails your permanent hard-plastic card.
Non-citizens with temporary legal presence receive a 60-day temporary paper permit without a photo.2Florida Department of Highway Safety and Motor Vehicles. Documents to Bring
Florida follows federal REAL ID standards, and the documentation list is not flexible. Showing up without the right paperwork is the most common reason people leave the office empty-handed.
You need one primary identity document that also proves your date of birth. For U.S. citizens, that’s typically an original or certified birth certificate or a valid, unexpired U.S. passport.5Florida Department of Highway Safety and Motor Vehicles. The trail must be unbroken from birth name to current name.
You also need proof of your Social Security number. Your physical Social Security card is easiest, but an IRS W-2 or a pay stub showing your full name and SSN also works. On top of that, you must present two separate documents proving your Florida residential address. Extra Documents for Non-Citizens
Non-citizens must bring everything above plus proof of lawful presence. Acceptable documents include a valid Employment Authorization Document (EAD), an I-94 Arrival/Departure Record with a valid passport and entry stamp, or classification-specific forms such as an I-20 for F-1 students or a DS-2019 for J-1 exchange visitors.2Florida Department of Highway Safety and Motor Vehicles. What Happens at the Office
Your first REAL ID-compliant license has to be obtained in person.5Florida Department of Highway Safety and Motor Vehicles. REAL ID Book an appointment through the DHSMV website if you can. Walk-in waits at busy offices can stretch past an hour.
Once a clerk verifies your documents, you move to testing. What you face depends on why you’re there:
- First-time applicants: vision screening, a 50-question written knowledge exam (40 correct to pass), and a behind-the-wheel driving skills test.
- Renewals and replacements: usually just a vision screening, unless something on your record flags additional testing.
- Out-of-state transfers: vision screening and possibly the written exam, depending on whether your previous state’s license is still valid.

How Long the Temporary Is Good For
The paper temporary has a printed expiration date. For citizens and permanent residents, it’s designed to bridge the two-to-three-week gap until your permanent card arrives. If your card hasn’t shown up and the temporary is close to expiring, contact DHSMV rather than continuing to drive on an expired document.
The non-citizen 60-day temporary covers the longer SAVE verification period. When it clears, the permanent card is mailed with the shortened expiration described above.
Two Other Temporary Permits
Two situations produce their own temporary permits that a searcher may be looking for:
- Out of state when your Florida license expires: Florida can issue a 90-day temporary driving permit without requiring you to retake any exams. At the end of that window you must either return to Florida or get a license where you are.8Florida Senate. Florida Statutes 322.18
- New resident missing some documents: If you’re transferring from another state and can’t produce all required documents at your visit, you may receive a 60-day temporary permit while you gather the missing paperwork. Where a Paper Temporary Won’t Work
The paper temporary is fully valid for driving. Law enforcement will accept it at a traffic stop. But its usefulness mostly ends there.
It is not a REAL ID. Since May 7, 2025, every air traveler 18 and older needs a REAL ID-compliant license, a passport, or another federally accepted form of identification to board a domestic flight.10Transportation Security Administration. Federal buildings and secure facilities also reject temporary paper licenses. The General Services Administration explicitly lists temporary driver licenses as unacceptable identification for access to federal facilities.12U.S. General Services Administration. If Your Permanent Card Never Arrives
Most permanent cards arrive within two to three weeks for citizens and within 60 days for non-citizens whose status needs federal verification.2Florida Department of Highway Safety and Motor Vehicles. Non-Immigrant If that window passes with nothing in the mail, check the address DHSMV has on file first. An outdated address is the most common cause. You can verify and update it through the MyDMV Portal or by contacting DHSMV directly.
If the address is correct, request a replacement through the MyDMV Portal or at an office. The replacement fee is $25.00.6Florida Department of Highway Safety and Motor Vehicles.
