How to Get a Temporary Restricted License in Iowa

To get a Temporary Restricted License in Iowa, you apply directly to the Iowa Department of Transportation with documentation showing you need to drive for work, school, medical care, or substance abuse treatment, file an SR-22 proof of insurance, pay a $20 reinstatement fee plus the standard license fee, and — for any OWI-related suspension — install an approved ignition interlock device on every vehicle you drive.1Department of Transportation. Temporary Restricted License (TRL) The DOT, not a court, decides whether to issue the TRL and sets the routes, hours, and purposes you are allowed to drive for.

Confirm You Qualify

Iowa runs the TRL program under two separate tracks, and which one you fall into changes what you have to do.

OWI-Related Revocations

If your license was revoked for an OWI, you can apply for a TRL when you meet three conditions: you are at least 18 years old, you install an approved ignition interlock on every vehicle you drive, and your OWI did not cause a death.2Department of Transportation. Operating While Intoxicated (OWI) For a first offense, the interlock stays on for the duration of the TRL. For a second or subsequent offense, it must remain installed for at least 365 days from the date the TRL is issued, or for the full TRL period, whichever is longer.

Non-OWI Suspensions

Drivers suspended for reasons other than OWI can also apply. That includes habitual offender designations (three or more serious violations within six years), serious speeding offenses, unlawfully passing a school bus, and moving violations that contributed to a fatal crash.3Department of Transportation. Suspension for Habitual Violators and Serious Violation The DOT reviews each application on its own facts and can issue a TRL when you show a genuine need to drive.4Justia Law. Two Boundaries To Know

A TRL does not authorize commercial driving. Iowa Code 321.215 states the TRL is not valid for any vehicle that requires a commercial driver’s license or commercial learner’s permit, and federal rules under 49 CFR Part 383 do not restore CDL privileges through a hardship license.4Justia Law. Part 383 Commercial Driver’s License Standards; Requirements and Penalties Suspensions for non-payment of fines are handled separately from the TRL program, so if that is why your license is suspended, contact the DOT directly about your options.2Department of Transportation. File the Application With the DOT

The application goes to the Iowa DOT, not through the court that handled your underlying case. You submit a TRL application form together with documents proving you need to drive for an essential purpose. Useful supporting documents include proof of employment, a class schedule, or records of medical or treatment appointments.

For OWI-related applications, you also need certification that an approved ignition interlock has been installed on every vehicle you plan to drive.6Justia Law. Iowa Code 321J.20 – Temporary Restricted License – Ignition Interlock Devices Every applicant, OWI or not, must file an SR-22 and pay the $20 reinstatement fee plus the standard license fee before the DOT will issue the TRL.1Department of Transportation. Temporary Restricted License (TRL) The DOT reviews your paperwork, decides whether to approve, and sets the specific routes, hours, and purposes that will appear on the license.

Install the Ignition Interlock (OWI Cases)

The interlock connects to the vehicle’s ignition and requires a breath sample before the engine will start. If it detects alcohol above the threshold set by the Iowa Commissioner of Public Safety, the vehicle will not start, and it will prompt random retests while you are driving.

Every vehicle you operate needs one, not just your primary car. Courts can also independently order an interlock as part of an OWI sentence or deferred judgment under Iowa Code 321J.4, and the DOT will not issue a TRL or reinstate a regular license until it has certification that approved devices are properly installed.7Iowa Legislature. Iowa Code 321J.4 – Revocation of License – Ignition Interlock Devices Tampering with or bypassing an interlock while a court order is in effect is a serious misdemeanor.

Plan for the cost. Installation runs $50 to $200, and monthly lease and calibration fees run $70 to $200. Most drivers spend $1,000 to $2,000 per year to maintain the device, plus $50 to $100 to remove it when the interlock period ends.

File the SR-22 and Keep It Active

An SR-22 is a certificate your insurance company files directly with the DOT verifying you carry at least Iowa’s minimum liability coverage: $20,000 for bodily injury to one person, $40,000 for bodily injury to two or more people, and $15,000 for property damage per accident.8Iowa Legislature. Iowa Code Chapter 321A – Motor Vehicle Financial Responsibility The requirement runs for two years from the first day of your suspension or revocation, and during that period you can only drive and register vehicles listed on the SR-22.9Iowa Department of Transportation. Proof of Insurance After a Suspension (SR-22)

If your SR-22 lapses or the insurer cancels it, your license and vehicle registrations are immediately suspended again. You have to refile proof of financial responsibility right away or surrender your license and registrations to the DOT.10Iowa Administrative Code. 761 IAC 640.6 Proof of Financial Responsibility This is the single fastest way people lose a TRL they worked to get. Filing fees are usually $15 to $50, but expect the premium itself to run higher than a standard auto policy.

Know the Restrictions on the License

A TRL is not a regular license. The DOT prints the permitted routes and hours on the card, and you must carry it whenever you drive. Approved purposes are narrow: travel between home and your workplace, school, healthcare appointments, or substance abuse treatment. Shopping, dining, and recreational trips are not covered.4Justia Law. Iowa Code 321.215 – Temporary Restricted License Whether you can drive children to school or activities depends on the specific terms the DOT sets.

If a job change, address change, or new schedule makes your existing routes and times obsolete, tell the DOT. Driving outside your TRL’s terms is treated the same as driving on a suspended license, and under Iowa Code 321.215 the TRL is automatically canceled if you are convicted of any moving traffic violation or break any condition of the license.11Iowa Legislature. Iowa Code 321.215 – Temporary Restricted License Cancellation puts you back on a full suspension with no driving privileges.

If the DOT Denies You

You can challenge a denial or the restrictions the DOT sets through the department’s administrative appeal process. This is not a traditional court proceeding. You submit a written request to the DOT’s Motor Vehicle Division and can pursue an informal settlement, a contested case hearing, or an appeal of the hearing officer’s decision.12Iowa Legislature. Iowa Administrative Code 761-615.28 – Temporary Restricted License (Work Permit)

At a contested case hearing, you present evidence of why you need the TRL or why the restrictions should be adjusted. Strong applications typically include documentation of employment that requires driving, a lack of public transportation, or medical needs that cannot be met otherwise. An attorney can help — particularly if the argument is that the DOT misapplied the eligibility rules — but representation is not required.

After the Revocation Period Ends

A TRL is a temporary bridge, not full reinstatement. Once your revocation period is up, you have to complete additional steps before the DOT will restore a regular license. For OWI offenses, that includes an approved substance abuse evaluation and any recommended treatment, with your provider submitting proof of completion directly to the DOT.2Department of Transportation. Operating While Intoxicated (OWI) You will also pay a reinstatement fee and keep the SR-22 in force for the full two-year period, even if your regular license is reinstated before those two years finish.9Iowa Department of Transportation.
