To get a Tennessee driver’s license as a new resident, you have 30 days from the moment you become a resident to visit a Driver Services Center with proof of citizenship, your Social Security number, two proofs of Tennessee address, and your current out-of-state license. If your old license is still valid, you’ll take a vision screening, surrender the old card, pay $28, and leave with a temporary paper license while the permanent one is mailed to you.
When Your 30-Day Clock Starts
Tennessee defines a resident as anyone who lives in the state more than 30 consecutive days, accepts employment, qualifies to register as a voter, or takes action to establish Tennessee as a principal place of domicile.1Justia. Tennessee Code 55-50-102 – Chapter Definitions Any single trigger is enough. If you started a Tennessee job the Monday after your move, your 30-day licensing window started that Monday, not after a month of settling in.2Tennessee Department of Safety and Homeland Security. New Residents
What to Bring to the Driver Services Center
Four categories of documents, and no photocopies.3Tennessee Department of Safety and Homeland Security. Proof of Tennessee Residency Missing one piece means driving home and coming back.
Proof of U.S. Citizenship or Lawful Permanent Residency
One document will do. A valid U.S. passport, a certified state-issued birth certificate, a certificate of naturalization, or a permanent resident card (I-551) all qualify.4Tennessee Department of Safety and Homeland Security. Proof of Citizenship/Lawful Permanent Residency Hospital souvenir certificates don’t count. Puerto Rico birth certificates must have been issued on or after July 1, 2010.
Proof of Your Social Security Number
Your Social Security card is the easiest option. A W-2 or 1099 from the current tax year or within the last 12 months works too, as does a recent payroll stub showing your full number.5Tennessee Department of Safety and Homeland Security. REAL ID Metal novelty cards are not accepted.
Two Proofs of Tennessee Residency
This is the step that catches new residents off guard. You need two documents showing your Tennessee address, each dated within the last four months, and they have to come from different sources. Two bills from the same electric company count as one.3Tennessee Department of Safety and Homeland Security. Proof of Tennessee Residency
Qualifying documents include utility bills (electric, water, gas, landline, cable), bank statements, a mortgage contract or deed, an unexpired auto or health insurance policy, a Tennessee voter registration card, or an employer verification letter on company letterhead with an original signature.2Tennessee Department of Safety and Homeland Security. New Residents Wallet-sized insurance cards aren’t enough. A signed lease counts as one proof only if you also bring a landlord letter signed within the last 30 days.
Your Current Out-of-State License
Bring it. Tennessee requires you to surrender your old license when you receive the new one, and the state ships the surrendered card back to the issuing jurisdiction with notice that you’re now licensed here.6Justia. Tennessee Code 55-50-301 – License Required – Requirements – Exception You cannot hold valid licenses in two states at once.
An Extra Step If You’re Moving From One of Six States
Transfers from California, Connecticut, Illinois, Kentucky, Nevada, or West Virginia require a Motor Vehicle Record from your former state at the time you apply.7Tennessee Department of Safety and Homeland Security. Motor Vehicle Record Verification You request this driving history printout directly from your old state’s DMV, and processing times vary, so order it before you move if you can. Without it, your Tennessee application can’t be completed.
At the Counter: Vision Test, Fee, Timeline
Some Driver Services Centers take appointments online; others are walk-in only. If you have an appointment and arrive late, it may be cancelled and you’ll be processed as a walk-in.8Tennessee Department of Safety and Homeland Security. Driver Service Locations and Appointments
An examiner reviews your documents and verifies them with the issuing agencies. If a document needs verification and the agency can’t be reached, your license may be delayed.
As long as your out-of-state license is still valid, the only test is a vision screening. Tennessee requires 20/40 or better in each eye separately and both together.9Cornell Law Institute. Tennessee Comp. R. and Regs. 1340-01-13-.10 – Vision Standards Bring your glasses or contacts if you wear them. Vision between 20/40 and 20/60 still qualifies, but with a restriction requiring outside rear-view mirrors on both sides of your vehicle. A failed screening ends the visit with a referral form for an eye doctor.
A Class D operator license costs $28 at a Driver Services Center ($26 statutory fee plus a $2 application fee), or $32 at a county clerk’s office that handles licensing. The license is valid for eight years.10Tennessee Department of Safety and Homeland Security. Driver License Fees11Justia. Tennessee Code 55-50-323 – Fees They accept cash, check, money order, and Visa, MasterCard, American Express, and Discover.
You’ll leave with a temporary paper license. The permanent card is mailed to the Tennessee address on your application, usually arriving within about three weeks.
If Your Out-of-State License Has Already Expired
An expired license changes the testing picture. Beyond the vision screening, you’ll take Tennessee’s written knowledge exam on state traffic laws, road signs, and safe driving practices, plus a road skills test. Review the Tennessee Driver License Manual before your visit.
Standard License or REAL ID?
Since May 2025, boarding a domestic flight or entering certain federal facilities requires a REAL ID-compliant license or another accepted document such as a passport.12Transportation Security Administration. REAL ID Tennessee issues both standard and REAL ID-compliant licenses; the compliant version carries a gold star in the upper right corner.
The documents you’re already bringing meet REAL ID standards, so you can request a REAL ID at the counter at no additional cost.5Tennessee Department of Safety and Homeland Security. REAL ID If you don’t always travel with a passport, there’s little reason to skip it.
Your Vehicle Is on the Same 30-Day Clock
New residents must also register their vehicle within 30 days of the move, and vehicle registration happens at your local county clerk’s office rather than the Driver Services Center.13Tennessee Department of Revenue. VR-6 – New Residents Should Register Within 30 Days Bring your current out-of-state registration and the name and address of your lienholder if you’re still paying on the vehicle; if you don’t have that information, bring your out-of-state title instead.14Tennessee Department of Revenue. Registration New
You’ll also need proof of insurance meeting Tennessee’s minimum liability limits: $25,000 per person for bodily injury, $50,000 per accident for total bodily injury, and $25,000 per accident for property damage.15Tennessee Department of Revenue. Financial Responsibility Law An out-of-state policy that meets these limits usually works for the initial registration. If you register in Davidson County, you’ll also need to pass a vehicle emissions test; no other county currently requires one.
