How to Get a Texas DOT Number for Commercial Vehicles

To get a Texas DOT number, first obtain a federal USDOT number through the FMCSA, then register your motor carrier operation with the Texas Department of Motor Vehicles through its eLINC online portal. You’ll enter your business and vehicle details, pay the fees (a minimum of $210 for one vehicle on an annual registration), and have your insurance company file proof of coverage electronically. Once everything clears, TxDMV issues your certificate number, commonly called the Texas DOT number. Plan on a few weeks from start to finish.

Do You Actually Need One

Any motor carrier operating a commercial vehicle on Texas roads for intrastate commerce — trips that start and end within Texas — must register with the TxDMV.¹ You need a number if any of these describe your operation:

Your truck, or truck-and-trailer combination, has a gross weight, registered weight, or gross weight rating above 26,000 pounds.
You haul hazardous materials in quantities that require placarding.
Your vehicle is built to carry more than 15 people counting the driver, or you operate a commercial school bus.
You transport household goods for pay, regardless of vehicle size or weight.²

The household goods rule catches small movers off guard. A half-ton pickup used for paid moves still triggers registration.

Some operations are exempt from Chapter 643 registration, including interstate and international carriers (who register federally instead), government vehicles, tow trucks (regulated separately), hotels and schools shuttling people incidentally, cotton vehicles, and certain alcohol-delivery vehicles.³ If your routes cross state lines, this is not the registration you need.

Step 1: Get Your USDOT Number

The eLINC system will not let you start a Texas application without a federal USDOT number, and federal law requires all intrastate motor carriers in Texas to hold one anyway.⁴⁵

Apply through FMCSA’s Unified Registration System at portal.fmcsa.dot.gov.⁶ Select “Intrastate-Hazmat Carrier” or “Intrastate-Non Hazmat Carrier” as appropriate. There is no fee for the USDOT number. Once it’s issued, you can move on to the state side.

Step 2: Gather Your Documents

Have everything below on hand before opening the eLINC portal, because a stalled application eats into a 45-day filing window (more on that below):

Your active USDOT number.
Legal company name, physical and mailing addresses, contact details, and your Federal Employer Identification Number (FEIN). Sole proprietors need a valid Texas-issued photo ID such as a driver’s license. Corporations and partnerships should have information for all managing members ready.
The VIN, year, make, model, and unit number for each vehicle in your fleet.
Active liability insurance that meets Texas minimums, ready to be filed by your insurer through the Motor Carrier Credentialing System (MCCS).
Enrollment in a compliant drug and alcohol testing program. Federal rules require employers of CDL drivers to maintain one.⁷

Step 3: Line Up Your Insurance

TxDMV will not activate your number until your insurance company files proof of coverage electronically. Minimum liability limits depend on cargo and passenger count:⁸

General freight carriers over 26,000 lbs: $500,000
Hazardous materials (oil, hazardous waste, petroleum products): $1,000,000
High-risk hazmat (bulk explosives, poison gas, radioactive materials): $5,000,000
Buses carrying 16 to 26 passengers: $500,000
Buses carrying 27 or more passengers: $5,000,000
Commercial school buses: $500,000
Household goods movers under 26,000 lbs: $300,000 liability, plus $5,000 per-vehicle cargo and $10,000 aggregate cargo coverage

Coverage must stay active for the whole registration period. A lapse can lead TxDMV to revoke your operating authority.

Step 4: Apply Through eLINC

The application runs entirely through the TxDMV’s Electronic Licensing, Insurance and Credentialing (eLINC) portal.⁹ Create an account, enter your business details, USDOT number, and vehicle information, and answer a compliance questionnaire covering drug testing, insurance, and related items. Pay the application and vehicle fees during checkout.

Once TxDMV completes an initial review, usually within 24 to 48 business hours, you’ll get an email with a Unique Identifier Number (UIN).¹ The UIN is temporary. Its only job is to let your insurance company file the required Form E electronically through MCCS.¹⁰ Send the UIN to your insurance agent right away.

You have 45 days from the time the UIN is issued to complete both the fee payment and the insurance filing. Miss that window and TxDMV closes the application and keeps any fees you already paid.¹⁰

If you’ve previously held a TxDMV certificate, or your operation is linked to another carrier’s certificate, expect an extra seven business days of review.¹ Once everything clears, TxDMV issues your certificate number and you can print your certificate and cab card through the system. To check status, call (800) 299-1700 and select options 3-4-3.

What It Costs

Texas offers four registration periods: 7-day, 90-day, annual, and biennial. The 7-day and 90-day options are for temporary or seasonal work and cannot be renewed. Most carriers pick annual or biennial. Fees have three components:¹

Application fee: $5 for 7-day, $25 for 90-day, $100 for annual or biennial. One-time as long as your registration stays active.
Vehicle fee: $10 per vehicle for 7-day, 90-day, or annual. $20 per vehicle for biennial.
Insurance filing fee (Form E): $100 flat.

A single-vehicle annual registration runs $210 ($100 application + $10 vehicle + $100 insurance filing). Each additional vehicle adds $10. Household goods movers pay the same base but also file cargo insurance (Forms H and I), adding another $100.¹¹ Replacement vehicles that swap in for a previously registered one incur no additional fee. Adding vehicles mid-registration costs $10 each for annual, or $20 each during the first year of a biennial.¹²

After Your Number Is Issued

Once you have both your USDOT number and TxDMV certificate, federal rules require the USDOT number displayed on both sides of every self-propelled commercial vehicle. Lettering must contrast sharply with the paint and be legible from 50 feet in daylight.¹³ Paint or removable decals both work. Most carriers put the number on the cab doors alongside the legal or trade name.

A current cab card, paper or electronic, must be in every commercial vehicle at all times and available to law enforcement on request. Officers who ask for a cab card and don’t get one can put the vehicle out of service on the spot.

Keeping the Registration Active

TxDMV mails or emails renewal notices about 30 days before expiration, and you can renew through MCCS. Even without a notice, the deadline is yours to track. Renewal is $10 per vehicle for annual or $20 per vehicle for biennial; the $100 application fee doesn’t repeat as long as coverage has been continuous. Seven-day and 90-day certificates can’t be renewed — a new application is required to keep operating past those windows.¹

On the federal side, update your USDOT registration (the MCS-150) every 24 months, and within 30 days of any change to address, phone, fleet size, or other key details. Your filing month is set by the last digit of your USDOT number, and whether you file in odd or even years depends on the next-to-last digit.¹⁴

What Skipping It Costs

Operating a commercial vehicle in Texas without a valid TxDMV number can bring administrative penalties of up to $5,000 per violation, rising to $15,000 per violation if TxDMV finds you knowingly operated without registration, with an aggregate ceiling of $30,000 for multiple knowing violations. Each day of unregistered operation counts as a separate offense.¹⁵ Running without registration also means running without the required insurance filing, which raises your exposure if something goes wrong on the road.
