To get a Texas driver’s license as a new resident, you have 90 days from the day you move to register any vehicles you own with your county tax assessor-collector, gather your identity and residency documents, and visit a Department of Public Safety office by appointment to surrender your out-of-state license.1Texas Constitution and Statutes. The order of steps matters: DPS will send you away if a vehicle isn’t registered first or a single document is missing.
The 90-Day Clock
Texas lets you keep driving on a valid, unexpired license from another U.S. state, U.S. territory, Canadian province, or qualifying country for up to 90 days after you arrive.1Texas Constitution and Statutes. Drive past that window without a Texas license and you can be cited for operating a motor vehicle without a valid license.2State of Texas. Texas Transportation Code 521.021 – License Required
Hang on to something dated from your move. A lease start date, a moving company receipt, a closing statement. If you’re ever prosecuted for driving without a Texas license, the burden is on you to show you’ve been in the state fewer than 90 days.1Texas Constitution and Statutes. Register Your Vehicle Before You Go to DPS
If you own a car, DPS will not process your license application until that car is registered in Texas.3Department of Public Safety. Apply for a Texas Driver License Your first stop is the county tax assessor-collector’s office, not DPS.4Texas Department of Motor Vehicles. New to Texas Bring proof of ownership (usually the out-of-state title or registration), proof of Texas auto insurance, and your out-of-state license. The base registration fee for a passenger vehicle runs about $51, plus county fees.
The old requirement to pass a safety inspection before registering a non-commercial vehicle ended in January 2025. Instead of an inspection, you pay a $7.50 inspection program replacement fee at registration. A vehicle that has never been registered before pays a one-time $16.75 fee covering two years. Two exceptions still apply. If your vehicle will be registered in a designated emissions county, you need a passing emissions test first; Bexar County joined that list in 2026. Update your insurance before you register. Texas requires liability limits of at least $30,000 per injured person, $60,000 per accident for bodily injury, and $25,000 for property damage, commonly written 30/60/25.6Texas Department of Insurance. Auto Insurance Guide Your out-of-state policy may not meet those minimums, and your insurer needs to know you’ve moved regardless. Call before or right after your move to switch the policy to your Texas address.

What to Bring to DPS
Gather everything before you schedule. One missing item and you’ll be rescheduling.
- Proof of U.S. citizenship or lawful presence. An unexpired U.S. passport, passport card, or a certified birth certificate from a state bureau of vital statistics. Laminated or photocopied birth certificates are not accepted.7Department of Public Safety. U.S. Citizenship or Lawful Presence Requirement
- Your Social Security number. DPS verifies it electronically with the SSA during your visit; if the check fails, you can’t finish the application that day.8Texas Department of Public Safety. What It Takes to Apply for a DL or ID Card
- Two documents proving Texas residency, each showing your name and Texas address. A lease, a utility bill, a bank or mortgage statement, an insurance card, a paycheck stub, and a Texas vehicle registration all qualify; utility statements must be dated within 180 days. The usual 30-day residency requirement for one of the documents is waived when you’re a new resident surrendering an out-of-state license.9Department of Public Safety. - Your current out-of-state license. DPS keeps this permanently.

Booking the Appointment
DPS driver license offices work by appointment only.11Department of Public Safety. Driver License Services – Appointments Walk-ins are not served. A self-service kiosk in the lobby sometimes releases same-day slots, but that’s a coin flip. Popular metro offices can be booked out weeks ahead, so if your 90 days are ticking down, look at smaller offices in surrounding towns for earlier openings.
What Happens at Your Appointment
A DPS employee reviews your DL-14A and every supporting document, collects your thumbprints and digital signature, and runs a vision screening. Then you hand over your out-of-state license.3Department of Public Safety. Apply for a Texas Driver License That surrender is what closes out your previous state’s credential so you’re not holding two at once.
Most new residents skip the tests. If your out-of-state license is valid, or expired no more than two years ago, you’re exempt from both the written knowledge exam and the driving skills test.12Department of Public Safety. Moving to Texas – A Guide to Driver Licenses and IDs Active-duty military personnel and those discharged within the last 90 days can qualify for the same exemption even with an expired license. If your license expired more than two years ago, expect to take both tests.
Fees, the Paper License, and the Card in the Mail
A first Texas driver’s license for adults 18 through 84 costs $33 and is valid for eight years from your birthday.13Department of Public Safety. Driver License Fees Most offices take cash, check, or credit card.
You leave with a paper temporary license good for 60 days.14Texas Department of Public Safety. Section 3 – Issuing A Temporary Permit The permanent card with your photo usually arrives in the mail within two to three weeks.3Department of Public Safety. Apply for a Texas Driver License DPS has an online tool to track the mailing. If the card hasn’t shown up as you approach day 60, call DPS customer service to get a replacement or extension before your temporary lapses.
REAL ID
Federal REAL ID enforcement started May 7, 2025. Without a REAL ID-compliant license or another accepted federal ID, you can’t board a domestic flight or enter certain federal facilities.15Transportation Security Administration. Transferring a Commercial Driver’s License
CDL holders follow the same route but with extra federal requirements. Federal regulation requires DPS to import your full out-of-state driving history onto your Texas commercial record when you transfer.17Department of Public Safety. If you carry a Hazardous Materials Endorsement, start early. TSA runs a separate security threat assessment for anyone obtaining, renewing, or transferring an HME. Enroll at least 60 days before you need the determination, because processing can take 45 days or more, and without a completed background check the endorsement won’t carry over.18Transportation Security Administration. Extras You Can Handle at the Same Visit
Veterans can request a “VETERAN” designation on the license at no extra charge when applying for an original license. You need discharge documentation showing an honorable or general (under honorable conditions) discharge; a DD-214, DD-215, or NGB-22 works, original or copy. If you forget and want to add it later outside a renewal cycle, DPS charges a duplicate license fee.
Federal law requires every state motor vehicle office to offer voter registration when you apply for a license.19Department of Justice. The National Voter Registration Act Of 1993 (NVRA) You’ll be asked whether you want to register or update your registration to your Texas address. If you’re already registered elsewhere, submitting a Texas address change on your license application updates your voter registration too, unless you opt out on the form.
Males ages 18 through 25 must register with the Selective Service System.20Selective Service System. Who Needs to Register DPS transmits Selective Service registration information for qualifying applicants as part of the licensing process. Skipping registration can disqualify you from federal student aid, federal employment, and other federal benefits even after you age out.
