Figuring out how to get a Texas ID without standard documents comes down to knowing which lesser documents count, which affidavits substitute for missing proof, and who is allowed to vouch for you.

The Document Combinations DPS Will Accept

DPS sorts identity documents into three tiers and lets you satisfy the requirement in any one of these ways:

  • One primary document, meaning an unexpired U.S. passport or passport card, or a Texas driver’s license or ID that expired less than two years ago.
  • Two secondary documents, such as an original or certified birth certificate, a court order showing a legal name change, or a Consular Report of Birth Abroad.
  • One secondary document plus two supporting documents. If You Don’t Have Your Social Security Card

DPS puts your Social Security number on the application and verifies it electronically with the Social Security Administration. The card itself is easiest, but any document showing your full SSN works: a W-2 form, an SSA-1099, or a pay stub. Bring the original or an official copy, not a photocopy.

Proving Texas Residency Without a Lease or Utility Bill

Residency proof is a separate requirement from identity. If nothing in that list is in your name, Form DL-5 opens the door. It’s the Texas Residency Affidavit, and it lets someone else certify where you live. Three versions:

  • A relative you live with can sign the DL-5. You bring documentation of the family relationship, such as a marriage license, birth certificate, or adoption record, along with two residency documents in that relative’s name.
  • A non-relative you live with can also sign, but that person has to come with you to the DPS office, present a valid ID of their own, and bring two residency documents in their name.
  • A representative of an organization can certify your address. This includes staff from government agencies, nonprofits, homeless shelters, transitional housing providers, assisted living facilities, and colleges. That third option is the practical solution for people staying in shelters, halfway houses, transitional housing, or receiving case management from a social service agency. The organization handles the affidavit, and you don’t have to produce anything in your own name.

Rules Built for Homeless Youth

Texas Transportation Code Section 521.1015 creates a specific path for homeless children and youth as defined by the federal McKinney-Vento Act. Under that section, you can use a copy of your birth certificate as proof of both identity and U.S. citizenship, provide a letter certifying your homeless status, and obtain a Texas ID without a parent or guardian’s signature or presence.5Texas Department of State Health Services. The certification letter has to come from one of these officials:

  • A school district liaison for homeless students
  • The director of a HUD-funded emergency shelter or transitional housing program
  • The director of a basic center for runaway and homeless youth
  • The director of a transitional living program

Homeless children and youth are also exempt from the ID fee under Texas Transportation Code Section 521.1811, subject to available funding in the state’s Identification Fee Exemption Account.6Texas Public Law. If You’re Fleeing an Abusive Situation

The Texas Attorney General runs an Address Confidentiality Program for survivors of domestic violence, sexual assault, and stalking. To enroll, meet with a domestic violence shelter, sexual assault center, or law enforcement staff member to develop a safety plan and complete the application. Starting with SSA is usually easier than starting with DPS, because SSA’s identity requirements are more flexible. Once you have the card, DPS becomes much more straightforward.

The Appointment Itself

At the appointment, a license and permit specialist reviews your documents. You give thumbprints, have your photo taken, and sign for the card. Check the temporary card before you walk out. If your name, date of birth, or address is wrong, tell the specialist right then. Fixing errors later means another appointment.

A Note on REAL ID

Since May 7, 2025, only REAL ID compliant cards work at TSA airport checkpoints for domestic flights. REAL ID requires proof of identity, date of birth, Social Security number, lawful status, and primary residence address.14Department of Public Safety. Consequences of Falsifying Your Application

These affidavits and alternative paths exist for people with legitimate needs, and misusing them carries real penalties. Under Texas Penal Code Section 37.10, making a false entry in a government record or presenting a government record you know to be false is a Class A misdemeanor by default, punishable by up to a year in jail.
