To get a USDOT number in Texas, apply online through the Federal Motor Carrier Safety Administration’s Unified Registration System using Form MCS-150. There is no federal fee for the number itself, and the system usually issues it immediately after you submit. Most applicants finish in under 30 minutes if their business and vehicle information is in front of them. The number is only the first step, though. Depending on how you operate, you may also need federal operating authority (an MC number), a separate Texas registration through TxDMV, insurance filings, and a process agent on file before you can legally run.
Who Needs a USDOT Number
Federal rules apply to any vehicle used in interstate commerce with a gross vehicle weight rating or gross combination weight rating of 10,001 pounds or more.1eCFR. 49 CFR 390.5 – Definitions Vehicles designed to carry passengers above certain thresholds and vehicles hauling placarded hazardous materials are also covered.
If you only run inside Texas, state law reaches further. Texas Transportation Code ยง 643.051 requires any motor carrier operating a commercial motor vehicle on Texas roads to register with the Texas Department of Motor Vehicles. The Texas commercial motor vehicle definition generally covers vehicles with a gross weight rating of 26,001 pounds or more, vehicles designed to carry more than 15 passengers, and vehicles hauling placarded hazardous materials. A separate provision covers any vehicle transporting household goods for compensation, regardless of size.2State of Texas. Texas Transportation Code 643.051 – Registration Required
Crossing state lines pulls you into both systems. You need a USDOT number from FMCSA and, in most cases, a separate TxDMV registration for your intrastate movements.
What to Have Ready Before You Start
The application uses Form MCS-150, the Motor Carrier Identification Report.3Federal Motor Carrier Safety Administration. Form MCS-150 and Instructions – Motor Carrier Identification Report Pull everything together before you log in; the session can time out while you look for a weight rating.
- Your Employer Identification Number. Sole proprietors without an EIN can use a Social Security Number, though FMCSA encourages getting an EIN.4Federal Motor Carrier Safety Administration. Form MCS-150 – Motor Carrier Identification Report
- Your legal business name, matching your incorporation certificate, partnership agreement, or tax records exactly.
- Your Texas physical address and a mailing address for official correspondence.
- A vehicle count broken out by type, including vehicles you own, term-lease, and trip-lease. You also need the gross vehicle weight rating for each power unit, printed on the manufacturer’s label on the driver-side door jamb.
- Your operation classification: for-hire (hauling other people’s goods or passengers for payment) or private (transporting your own cargo). This decides your insurance obligations and whether you need operating authority.
- Cargo classifications, meaning categories like general freight, household goods, or liquids and gases.
Check every entry against your actual records. Wrong cargo or weight entries create problems at roadside inspections and invite regulatory attention later.
Applying Online
Go to the FMCSA Unified Registration System portal and choose the option to register as a new applicant.5Federal Motor Carrier Safety Administration. Unified Registration System The system walks you through each section of the MCS-150. At the end you digitally sign and certify that your answers are accurate.
The federal government does not charge a fee for the USDOT number. The system typically generates the number immediately after submission, and a confirmation email arrives at the address you entered. That confirmation is your proof of registration.
FMCSA then mails a PIN to your business address within 7 to 10 business days.6Federal Motor Carrier Safety Administration. FMCSA Portal Registration User Guide Your company official uses this PIN once to set up an FMCSA Portal account, which is how you manage your registration, update records, and file biennial updates. Mail is currently the only delivery method for the PIN, so the address on your application must be able to receive postal mail.
What You Have to Do After the Number Arrives
A USDOT number by itself does not authorize a for-hire carrier to haul freight or passengers across state lines, and it does not satisfy Texas intrastate registration. Depending on your operation, several filings follow.
Operating Authority (MC Number)
You need operating authority if you are a for-hire carrier transporting property or passengers in interstate commerce, a broker arranging transportation, or a freight forwarder. Private carriers hauling their own cargo and for-hire carriers that exclusively transport exempt commodities do not need an MC number.7Federal Motor Carrier Safety Administration. What Is Operating Authority (MC Number) and Who Needs It?
Each operating authority application costs a one-time fee of $300.8Federal Motor Carrier Safety Administration. What Is the Cost for Obtaining Operating Authority? Once you apply, two filings must be completed before your authority becomes active: insurance and process agent designation.
Insurance Filings
FMCSA will not grant operating authority until your insurer files proof of the required minimum coverage directly with the agency on Form BMC-91 (insurance policy) or Form BMC-34 (surety bond).9Federal Motor Carrier Safety Administration. Insurance Filing Requirements The minimum liability depends on cargo: general freight at 10,001 pounds GVWR or more requires $750,000, hazardous materials typically require $1,000,000, and explosives, poison gas, or radioactive materials require $5,000,000.
If the required filings are not completed within 20 days of your application being published in the FMCSA Register, the agency issues a notice that your application will be dismissed unless you comply within 60 days. Contact your insurer as soon as you receive your docket number so they can file promptly.
BOC-3 Process Agent Designation
Interstate motor carriers must file Form BOC-3 to designate a process agent in every state where they operate or travel through.10eCFR. 49 CFR Part 366 – Designation of Process Agent A process agent is someone authorized to accept legal documents on your behalf, and each designated agent must live in or maintain an office in the state they cover. Many carriers use a service company that provides agents in all states for a flat annual fee. Keep one copy of the completed form at your principal place of business.
Texas Intrastate Registration Through TxDMV
If any part of your operation stays within Texas and meets the state threshold, you also need a TxDMV motor carrier registration. Apply through TxDMV’s eLINC system (Electronic Licensing, Insurance and Credentialing).11TxDMV. Becoming a Texas Motor Carrier Standard annual registration costs $100 for the application, $10 per vehicle, and $100 for the insurance filing (Form E). Biennial registration keeps the application and insurance filing at $100 each but doubles the per-vehicle fee to $20.12TxDMV. TxDMV Number Household goods movers pay the same base fees but must also file cargo insurance on Forms H and I for an additional $100.
Your insurance company must file Form E electronically with TxDMV before your application can be approved. If you switch insurers, the new Form E must be on file before the old one expires. Gaps in coverage can result in suspension of your Texas registration.
Vehicle Markings
Every commercial motor vehicle subject to federal safety regulations must display the USDOT number on both sides of the power unit, preceded by the letters “USDOT,” along with the legal name of your company.13eCFR. 49 CFR 390.21 – Marking of Self-Propelled CMVs and Intermodal Equipment The markings must contrast with the background color and be readable from 50 feet during daylight while the vehicle is stationary. Paint or removable devices like magnetic signs both work, as long as legibility and contrast are maintained.
Texas layers on its own display rules. Vehicles required to carry a TxDMV motor carrier registration number must display that number in clearly legible lettering on each side of the power unit, along with the name of the owner or operator.14Texas Department of Public Safety. Markings Tow trucks have additional requirements, including the city and telephone number of the business.
Keeping the Number Active
New Entrant Safety Audit
Receiving your USDOT number starts an 18-month monitoring period under FMCSA’s New Entrant Safety Assurance Program.15eCFR. 49 CFR Part 385 Subpart D – New Entrant Safety Assurance Program During this window, FMCSA tracks your roadside inspection results and conducts a safety audit, generally once you have been operating for at least three months and have enough records to evaluate. The audit reviews driver qualifications, drug and alcohol testing, vehicle maintenance, and hours-of-service compliance.
Certain violations trigger automatic failure: using a driver without a valid commercial driver’s license, operating without required insurance, failing to implement a drug and alcohol testing program, or allowing an out-of-service vehicle back on the road before repairs.16Federal Motor Carrier Safety Administration. What Would Cause a Motor Carrier to Fail a New Entrant Safety Audit? One occurrence is enough to get your registration revoked. Pass the audit and keep a clean record through the 18 months, and FMCSA removes the new entrant designation.
Biennial Updates
Every motor carrier must update MCS-150 information every two years on a schedule tied to the last two digits of the USDOT number.17Federal Motor Carrier Safety Administration. When Am I Required to File a Biennial Update? The next-to-last digit sets the year (odd digit, odd year; even digit, even year), and the last digit sets the month (1 for January through 0 for October). A number ending in 34 files every even year by the last day of April. A number ending in 71 files every odd year by the last day of January.
You also have to update within 30 days any time your business information changes, such as a new address, additional vehicles, or a shift in cargo type. An update completed within 12 months of your next biennial due date counts for that cycle.
Missing a biennial update is costly. FMCSA can impose civil penalties of up to $1,000 per day, with a maximum of $10,000, and can deactivate your USDOT number entirely.18Federal Motor Carrier Safety Administration. What Are the Penalties for Failure to Submit My Biennial Update? A deactivated number effectively grounds your fleet until you bring the filing current.
Unified Carrier Registration
Interstate operators have one more annual filing. The Unified Carrier Registration program requires interstate motor carriers to register and pay an annual fee based on fleet size. Carriers operating solely within Texas are exempt.19UCR. Do I Need to Register? The 2026 fees start at $46 for fleets of two or fewer vehicles and climb to $44,836 for fleets above 1,000.20UCR. Fee Brackets The portal opens each year on October 1 for the following year. Most small Texas carriers running a handful of trucks interstate fall into the lowest brackets. Missing UCR can draw fines at roadside inspections, so put it on the same compliance calendar as your biennial FMCSA update and your TxDMV renewal.
