To get a wholesale license in Oklahoma online, register for a Sales Tax Permit through the Oklahoma Taxpayer Access Point (OKTAP). The permit costs $20, is issued by the Oklahoma Tax Commission under Title 68 § 1364, and is valid for three years.1Justia. Oklahoma Code 68-1364 – Permits to Do Business Oklahoma does not issue a separate “wholesale license” for most businesses. This permit is what lets you buy inventory tax-free from suppliers and resell it.
What the Permit Actually Authorizes
The Sales Tax Permit is the state-level credential for wholesale and resale activity. It does two things at once: it lets you make tax-exempt purchases from suppliers for goods you intend to resell, and it obligates you to collect and remit Oklahoma sales tax on your own taxable sales. Every business classified as a Group One or Group Three vendor under Oklahoma law must hold one before making a sale.1Justia. Oklahoma Code 68-1364 – Permits to Do Business
One exception matters at the registration stage. If you wholesale tobacco products, you need a separate tobacco wholesale license from the OTC on top of the Sales Tax Permit. That license carries a $250 annual fee and must stay unexpired the entire time you operate.2Justia. Oklahoma Code 68-415 – Wholesale and Retail Licenses Required For everyone else, the Sales Tax Permit alone is enough.
What to Have Ready Before You Start
The online application will stop cold if any of this is missing. Pull it together first:
- A tax identification number. Sole proprietors can use a Social Security Number; every other entity type needs a Federal Employer Identification Number (EIN). If you need an EIN, apply through the IRS using Form SS-4 and select the “Wholesale–other” or “Wholesale–agent/broker” category.3Internal Revenue Service. Instructions for Form SS-4
- Your legal business name and entity type (corporation, LLC, partnership, or sole proprietorship).
- Your NAICS code. Wholesale trade codes generally fall in the 42xxxx range.
- Names and Social Security Numbers for every owner, officer, or member.
- A physical business address. The OTC does not accept a P.O. Box; you need the street address where operations take place.
- Estimated monthly sales. The OTC uses this to assign your filing frequency.
- The date operations began or will begin in Oklahoma.
The OTC also publishes a Business Registration Packet (Packet A) that walks through every field.4Oklahoma Tax Commission. Oklahoma Business Registration Packet Reading it first is worth the time if your business has multiple owners or more than one location.
Applying Through OKTAP
OKTAP is the OTC’s online portal and the fastest route to a permit. The sequence:
- Go to oktap.tax.gov.
- Click “Register for a Business,” then “Business Registration.”
- Under “New Business Registration,” answer whether you are a remote seller or direct wine shipper. Most wholesalers select “No” for both.
- Select “Register or add a new sales/use/wholesale tax permit” and click Next.
- Work through the screens, entering the business details you gathered.
- Pay the $20 permit fee on the final screen.
The $20 covers your primary business location for three years. Each additional physical location requires its own permit at $10.1Justia. Oklahoma Code 68-1364 – Permits to Do Business
If you’d rather file on paper, mail the completed Packet A with a check or money order to: Oklahoma Tax Commission, Oklahoma City, OK 73194. The OTC recently changed its mailing address, so throw away any older forms that list a different P.O. Box.5Oklahoma Tax Commission. Contact
Timing and What Arrives
Online applications through OKTAP typically process in five to ten business days.6Oklahoma Tax Commission. Businesses You receive a confirmation number at submission, and the OTC contacts you by email if anything is wrong. Mailed applications take considerably longer, often several weeks, because the OTC must manually enter and review them.
The physical permit arrives at your registered address. It includes your unique account number, a serial number vendors use for verification, and the effective date of your authorization. Keep the original posted at your place of business where customers and inspectors can see it.
Using the Permit to Buy Inventory Tax-Free
Once the permit is in hand, you buy inventory without paying sales tax by presenting a resale certificate to each supplier. Oklahoma accepts the Multistate Tax Commission’s Uniform Sales and Use Tax Resale Certificate, which is also honored in dozens of other states.7Multistate Tax Commission. Uniform Sales and Use Tax Resale Certificate – Multijurisdiction You fill in the form with your permit number and hand it to the vendor, who keeps it on file as proof the sale was tax-exempt.
The exemption only applies to goods you intend to resell. Office furniture, cleaning supplies, or anything your business uses internally cannot be bought on the resale certificate. Claiming the exemption on those items is tax fraud, and OTC auditors look for exactly that pattern.

What You’re Signed Up For Once You Hold the Permit
Getting the permit is the easy part. Holding it brings a set of ongoing duties:
- Collect and remit Oklahoma sales tax on your taxable sales, and file returns with the OTC. The default filing frequency is monthly, due by the 20th of the month following the sale. Even a period with no taxable sales requires a zero-dollar return.6Oklahoma Tax Commission. Businesses
- Renew every three years. The OTC sends notice before expiration, but track the date yourself. Operating on an expired permit carries the same legal exposure as having no permit.1Justia. Oklahoma Code 68-1364 – Permits to Do Business
- Report changes to your business address, legal name, or ownership structure. Stale records can trigger a review or a permit suspension.
- Stay active. If your filings show zero business activity for 12 consecutive months, the OTC can revoke the permit after 20 days’ written notice and a hearing.1Justia. Oklahoma Code 68-1364 – Permits to Do Business
- Keep the resale certificates you give suppliers and the ones buyers give you. If the OTC audits an exempt sale and you can’t produce the certificate, you owe the tax yourself.
Operating a business that requires a Sales Tax Permit without one is a misdemeanor in Oklahoma, punishable by a fine of up to $5,000, up to one year in county jail, or both. The OTC can also obtain a court injunction shutting the operation down until you register.9New York Codes, Rules and Regulations.
