To get an address for land in North Carolina, contact the 911 addressing office in the county where the property sits, or the planning department of the city or town if the land is inside municipal limits. Who Assigns the Address

North Carolina counties have statutory authority to name roads and assign street numbers for properties in unincorporated areas through local ordinance.¹ Cities and towns handle addressing inside their own limits. So the office you call depends on where the parcel sits.

For unincorporated land, the right office is usually the county’s 911 addressing office, emergency management department, or GIS department. Chatham County, for example, runs addressing through emergency management for the whole county, except in exempt municipalities like Siler City and parts of Cary.² Henderson County assigns a Property Address Coordinator who maintains street name and addressing data through the county GIS.³ If your land is inside a town or city, call the municipal planning department instead. Some counties will coordinate with the municipality on your behalf if you aren’t sure which jurisdiction applies.⁴

The quickest way to find the right office: search your county’s website for “911 addressing” or “address assignment.” If nothing turns up, call the county manager’s office and ask for the referral.

What to Have Ready Before You Apply

The application itself is short. Gather these items first so you can finish it in one pass.

Your parcel identification number (PIN). Every North Carolina county tracks properties by PIN for tax and mapping purposes, and you can look yours up on the county GIS viewer or through the Register of Deeds along with your deed book and page.⁵
Owner information: full legal name, mailing address, phone number, and email.
The driveway or access point location. This is the single most important item, because the address number is set by where the driveway meets the road. Counties want an aerial map or sketch showing the driveway entrance in relation to the property and to nearby driveways.⁶
A site plan or survey. Usually required for new construction, subdivisions, or unusual access. It should show property lines, proposed structures, and the connection to the road.

Be precise about the driveway. If you later build and the actual driveway lands in a materially different spot, the county may reassign your number to keep the sequence intact.⁷

How to Submit and What It Costs

Most counties accept requests several ways. Rutherford County takes online submissions, emailed forms, and walk-ins at the planning office.⁶ Carteret County accepts phone calls and online forms.⁴ Check the addressing page for your county to see which options apply.

Standard address assignment is often free. Rutherford County states there is no charge.⁶ Fees, when they exist, tend to apply to special requests like road name changes rather than standard address assignments. Yancey County charges $500 to process a road name change petition, for example.⁸

How Long It Takes

Turnaround is often faster than people expect. In Rutherford County, online or emailed requests are typically completed within one to two business days, and walk-ins can be finished in 15 to 20 minutes when staff is available.⁶ More complicated situations take longer: properties on new private roads that need naming, large tracts that require a site visit, or parcels where GIS records don’t match conditions on the ground. The addressing office will usually notify you by phone, email, or an online portal once the number is set.

The number itself isn’t arbitrary. Counties measure the distance from a reference point along the road to the center of your driveway and assign a number using a fixed interval keyed to the 911 grid. That’s why the driveway location on your application matters so much, and why the county rather than the applicant determines what the number will be.

Can You Get an Address for Vacant Land?

County policies differ sharply here. Some counties will assign an address to undeveloped land, especially when you need it to establish utility service or emergency access. Others won’t. Yancey County states that vacant land will not receive a physical address.⁹ Iredell County sometimes issues a “Permit Only” address when a large parcel can’t be fully pre-addressed.⁷

If you own raw land and want an address now, call the county addressing office and ask directly whether it assigns addresses to vacant parcels. If not, plan on receiving one when you apply for a building permit and can point to a defined driveway entrance.

Get the Address Before You Apply for a Building Permit

In most North Carolina counties, you need a 911 address before the inspections department will issue a building permit. Chatham County states this outright and recommends getting the address after the perc test, though it can be requested sooner.² Request the address early in your permitting timeline so it doesn’t stall construction.

Addresses for New Subdivisions

If you’re carving one tract into multiple lots, you don’t apply for each lot address separately. The addresses come out of the recorded plat. State law allows road names to be initially assigned to new roads through recordation of an approved subdivision plat, without the public hearing process that other road naming requires.¹

Iredell County describes the typical sequence: the developer sends the plat to the addressing office before recording, the plat is recorded, the Register of Deeds sends it to county mapping for PIN assignment, and the addressing office digitizes the roads and creates addresses for each lot. The full sequence can take a couple of days or longer after recording, depending on how many streets and lots are involved.⁷

Posting Your Address Once It’s Assigned

Getting the number is only part of the job. North Carolina counties require you to display it so emergency responders can find you. The specifics vary, but a few requirements are consistent:

Height: at least 4 inches for single-family homes and 6 inches for commercial or multi-family buildings. Rutherford County requires 3-inch numbers on the mailbox and the same 4-inch minimum on the residence.¹⁰¹¹
Visibility: numbers should be reflective or set against a contrasting background so they read at night, with vegetation kept trimmed away.¹⁰
Setback: if the structure sits 75 feet or more from the road, Rutherford County requires a separate sign at the driveway entrance, and Wake County has a similar rule for buildings that can’t be seen from the street.¹¹
Mailbox: post the number on both sides. If the mailbox is across the road or grouped with others at a community post, mark the driveway entrance too.

One caution worth carrying with you: don’t use your new 911 address in a legal description of the property. Iredell County warns owners against this because the address can be changed later if the driveway moves or the road range needs adjustment.⁷ The PIN and deed reference are the stable identifiers; the address is a locator for mail and emergency response.
