How to Get an Enhanced Driver’s License in Arkansas

Arkansas does not issue an enhanced driver’s license. The state has no EDL program of the kind offered by Michigan, New York, and a handful of other border states, so an Arkansas license cannot be used in place of a passport to cross into Canada or Mexico by land or sea. What Arkansas does offer is a REAL ID-compliant driver’s license, marked by a gold star in the upper corner, which meets federal identification standards for domestic flights and entry to secure federal buildings.1Transportation Security Administration. About REAL ID If you came here looking for an EDL, the REAL ID is the Arkansas credential closest to it, and a passport or passport card is what you need for the border.

How an EDL Differs From Arkansas’s REAL ID

Enhanced driver’s licenses contain an RFID chip and are accepted by U.S. Customs and Border Protection as proof of identity and citizenship for land and sea crossings between the United States, Canada, and Mexico. Only a few states issue them. Arkansas is not one of them, and the REAL ID-compliant license it does issue has no border-crossing function. The gold star tells TSA and federal security personnel that your identity was verified against federal standards; it does nothing at a port of entry.2Transportation Security Administration. REAL ID Frequently Asked Questions

For Arkansas residents who need to drive into Canada or Mexico, the practical substitute is a U.S. passport card. It costs less than a passport book, fits in a wallet, and is accepted for land and sea crossings with both countries, though not for international air travel.

What a REAL ID Does Get You in Arkansas

Since May 7, 2025, TSA has required a REAL ID or an equivalent federally accepted document at airport checkpoints.3Transportation Security Administration. REAL ID A standard Arkansas license without the gold star still works for driving and for everyday purposes, but it will not get you onto a domestic flight or into a federal courthouse, military installation, or nuclear power plant.1Transportation Security Administration. About REAL ID Routine federal errands, like picking up mail at the post office or visiting a Social Security office, do not require it.

The Arkansas Department of Finance and Administration handles REAL ID applications through its existing driver’s license offices rather than as a separate program.4Arkansas Department of Finance and Administration. Arkansas Real ID

Documents You Need

REAL ID requires stricter proof than a routine renewal. Every document must be an original or certified copy, and every one must match your current legal name.

Proof of legal presence (one document): a certified U.S. birth certificate, U.S. passport or passport card, Certificate of Birth Abroad (FS-240 or FS-545), Certificate of Naturalization (N-550 or N-570), or Certificate of Citizenship (N-560 or N-561). Non-citizens have additional options tied to immigration status.5Arkansas Department of Finance and Administration. Proof of Legal Presence

Proof of Social Security number (one document): Arkansas requires the actual Social Security card. A DD-214 is the only listed alternative. W-2s, pay stubs, and tax returns do not count.5Arkansas Department of Finance and Administration. Proof of Legal Presence Replacement cards can be ordered at ssa.gov or by calling 1-800-325-0778.

Proof of Arkansas residency (two documents, both dated within six months unless noted): utility bill for gas, water, or electric; bank or financial institution statement; paycheck stub; current state or federal tax return; current homeowners, renters, or motor vehicle insurance policy; or a letter on formal letterhead from a bank manager, doctor, accountant, attorney, or employer who has known you for at least three years and can confirm your physical address. Post office boxes and business addresses are not accepted.5Arkansas Department of Finance and Administration. Proof of Legal Presence

If Your Name Has Changed

This is where most applications stall. Every document must show the same legal name. If your birth certificate name differs from the name on your Social Security card or residency documents, bring the paperwork that bridges the gap: marriage certificate, divorce decree, or court order for a name change. If your name has changed more than once, each link in the chain needs its own document.

How to Apply

You can start online. The Department of Finance and Administration offers a pre-registration tool and a short quiz that walks you through which documents apply to your situation; completing the form generates a case number to bring to your appointment.6Arkansas Department of Finance and Administration. You cannot finish the process online. An in-person visit to a state revenue office is required so a clerk can review your original documents and take your photo. Appointments can be scheduled online, and some locations also take walk-ins.7Arkansas Department of Finance and Administration. Online Services Bring originals only. Photocopies, notarized copies, and phone images are not accepted.

A Class D license for adults 21 and older costs $40, and there is no additional surcharge for the REAL ID designation.8Arkansas Department of Finance and Administration. Non-Commercial Information (NCL) You pay the same price whether you ask for the gold star or not.

You will not walk out with your permanent card. The office issues a temporary paper document that proves you have a valid license while the permanent card is manufactured and mailed to your residential address. The paper temporary is not accepted at TSA checkpoints, so if you have travel coming up before the card arrives, plan to use a passport or another federally accepted ID.

Flying Without a REAL ID

A standard Arkansas license without the gold star no longer clears a TSA checkpoint. You can still fly using any of the other federally accepted documents: U.S. passport or passport card, U.S. military ID, permanent resident card, a DHS trusted traveler card like Global Entry, NEXUS, or SENTRI, a tribal photo ID from a federally recognized tribe, a Transportation Worker Identification Credential, or a foreign passport, among others.9Transportation Security Administration. Acceptable Identification at the TSA Checkpoint

Starting February 1, 2026, travelers who arrive without any acceptable ID will have one last option: a $45 TSA ConfirmID fee that pays for an attempt to verify identity through other means. If TSA cannot verify who you are, you will not be allowed past the checkpoint.9Transportation Security Administration. Acceptable Identification at the TSA Checkpoint For a credential that lasts eight years at the same $40 fee as a standard license, the REAL ID is the simpler path for most Arkansas residents who fly. For anyone whose real need is driving across the border, the passport card remains the right document.
