How to Get an Expedited Birth Certificate in California

The fastest way to get an expedited birth certificate in California is to walk into the county recorder’s office in the county where the birth was recorded. Many counties hand you a certified copy the same day.¹ Ordering through the California Department of Public Health, even online, averages five to seven weeks.² If your deadline is anywhere inside that window, skip the state and go to the county.

Go to the County Recorder Where the Birth Was Recorded

County recorder offices process requests at the counter. Los Angeles County, for example, provides immediate copies for most births recorded since 1962.³ Orange County offers same-day service as well.¹

Bring a valid government-issued photo ID. Counter staff verify your identity on the spot, which is the reason the in-person route is the only method that skips the notarized sworn statement required for mail and online orders.⁴ Some counties want you to fill out the application online before your visit, so check the county recorder’s website ahead of time.

Know the registrant’s details before you arrive: full name as it appears on the original record, date of birth, city and county of birth, and both parents’ full names including last names at birth. These are the fields on Form VS 111.⁴

Who Can Get an Authorized Certified Copy

California issues two kinds of birth certificates. An authorized certified copy works as legal identification for passports, driver’s licenses, and REAL ID. An informational copy carries a legend stating it is not valid for establishing identity.⁵ If your goal is anything official, you need the authorized version.

Only certain people qualify to request one:

The person named on the certificate
A parent or legal guardian of that person
An attorney or licensed adoption agency acting on the registrant’s behalf in a legal matter
A law enforcement officer or government representative on official business
Anyone with a court order granting access

Grandparents, siblings, aunts, uncles, and adult children of the registrant are not on this list. A family member outside the authorized categories has to obtain a court order or work through a licensed attorney.⁵

If You Can’t Go in Person

Mailing your request directly to the county recorder is the next-fastest option. County-level mail processing generally takes five to ten business days from when your request arrives, not counting delivery both ways.¹ That’s still well ahead of the state timeline.

Any mail or online request has to include a notarized Sworn Statement (Form VS 20) declaring under penalty of perjury that you qualify as an authorized person.⁶ California notaries can charge up to $15 per signature.⁷ Send a mail or online request without it and CDPH returns the application unprocessed.⁴

Why VitalChek Isn’t Truly Expedited

CDPH accepts online orders through VitalChek, its authorized third-party vendor.⁸ The state fee is $31, plus a vendor handling charge and any shipping upgrade. You can add overnight UPS delivery for roughly $18 to $19.⁹

The upgrade only speeds delivery once the certificate is printed. CDPH still works through requests in the order they arrive, so the five-to-seven-week processing average applies to online orders too.² For anything time-sensitive, the county office is the right call.

What It Costs in 2026

Assembly Bill 64 raised the statewide fee by $2 on January 1, 2026. The state-level fee through CDPH is now $31 per copy.¹⁰ Counties add local surcharges, so expect between $31 and $35 at most offices. Orange County charges $34.¹¹ Online orders add vendor and shipping fees on top.

If You Need It for a Passport

The U.S. Department of State requires a certified birth certificate as proof of citizenship for a passport, and for California-born applicants you specifically need the long-form certificate that includes the hospital name. California’s shorter Certified Abstract of Birth is not accepted for passport purposes. If you already have an abstract, you have to order a new long-form certified copy before applying.

Expedited passport processing runs two to three weeks after the State Department receives a complete application.¹² Stacked on top of a five-to-seven-week CDPH wait, that’s around ten weeks. Traveling sooner than that means getting the birth certificate at the county counter and filing the passport application right after.

REAL ID

Since May 7, 2025, a REAL ID-compliant driver’s license or ID card is required to board domestic flights and enter certain federal facilities.¹³ A U.S. birth certificate is one of the accepted identity documents at the DMV. The DMV does not specifically require the long form, but the copy has to be authorized. Anything carrying the “INFORMATIONAL, NOT A VALID DOCUMENT TO ESTABLISH IDENTITY” legend will be rejected.⁵

Apostille for Use Abroad

A California birth certificate used by a foreign government usually needs an apostille from the California Secretary of State. The fee is $20 per apostille. In-person requests at the Sacramento or Los Angeles offices get same-day service, with a $6 special handling fee per signature authenticated. Mail-in requests are $20 with no special handling fee but are processed in order and can take several weeks.¹⁴ You have to submit an original certified copy, not a photocopy. If you need both, get the birth certificate at the county counter first, then take it directly to the Secretary of State office.

Fee Waiver If You Are Experiencing Homelessness

California Health and Safety Code Section 103577 waives all fees for certified birth records when the applicant is experiencing homelessness. Qualifying requires an affidavit signed by you and a homeless services provider verifying your housing status. Qualifying providers include government or nonprofit agencies funded to serve homeless populations, licensed attorneys, and local education agency liaisons for homeless youth. The state registrar provides up to three free certified copies per year under this provision. Eligibility rules for authorized copies still apply.
