To get an Idaho disabled veteran license plate, send a completed ITD Form 3397 and your VA rating letter to the Idaho Transportation Department. If the VA rates you at 100% service-connected disability, the plates and registration are free on one vehicle, and you receive an accessible parking placard with them.
Who Qualifies
Eligibility turns on your VA status, not your discharge paperwork. Under Idaho Code § 49-403, you qualify if you are currently receiving VA compensation for a 100% service-connected disability.1Idaho State Legislature. Idaho Code 49-403 – Disabled Veteran — License Plates
The statute also covers veterans with any of these conditions, regardless of overall rating:
- Loss or permanent loss of use of one or both feet, or one or both hands.
- Loss of sight in both eyes, or permanent vision impairment in both eyes severe enough to constitute virtual blindness.
Losing the use of even one hand or one foot meets the threshold. Some older write-ups say you need to have lost both hands; that is not what the statute says.1Idaho State Legislature. Idaho Code 49-403 – Disabled Veteran — License Plates
The fee exemption applies to one motor vehicle at a time, and that vehicle cannot have a registered gross weight over 26,000 pounds.
Documents You Need
For the standard D.V. plate, two items are enough:
- ITD Form 3397, the Disabled Veteran Plates Application, from the Idaho Transportation Department website or a county assessor’s office.
- A VA rating letter confirming your 100% service-connected permanent disability rating.
You do not need a DD-214 for the basic plate. The DD-214 is only required if you apply for the Service-Connected Disabled Purple Heart variant, which needs both the VA rating letter and the DD-214 showing the Purple Heart award.2Idaho Transportation Department. Idaho Code 49-403 – Disabled Veteran Plates Application Veterans often lose weeks chasing discharge paperwork they never needed.
How to Apply
Idaho disabled veteran plates are issued directly by the Idaho Transportation Department, not by county offices.1Idaho State Legislature. Idaho Code 49-403 – Disabled Veteran — License Plates Submit your completed Form 3397 and VA letter one of two ways:
- By mail: Idaho Transportation Department, Special Plates, PO Box 7129, Boise, ID 83707-1129.
- By email: specialplates@itd.idaho.gov, with the form and letter scanned as attachments.
Do not send any payment with your application. If a fee happens to apply to your situation, ITD will bill you separately.2Idaho Transportation Department. Idaho Code 49-403 – Disabled Veteran Plates Application If you mail your application, send a copy of the VA letter rather than the original. Once ITD processes the application and manufactures the plates, they will mail them to your residential address along with a new registration card.
What the Plate Costs
Nothing, on one vehicle. Idaho Code § 49-403 waives both the initial registration fee and every renewal fee going forward, as long as the exemption covers only one vehicle at a time.1Idaho State Legislature. Idaho Code 49-403 – Disabled Veteran — License Plates If you replace your vehicle, the exemption moves with you to the new one.
The one-vehicle limit is firm. Veterans who also qualify for the Purple Heart plate can apply for a second set of Purple Heart plates on another vehicle, but standard registration fees apply to that second set.2Idaho Transportation Department. Idaho Code 49-403 – Disabled Veteran Plates Application One other limit: disabled veteran plates cannot carry a custom character sequence. If personalization matters to you, a different specialty plate will give you that, but you lose the fee exemption.
Parking Privileges and the Placard
A vehicle displaying Idaho disabled veteran plates has the same parking privileges as any vehicle with disability plates or a placard. You can park in designated accessible spaces, use metered spots without feeding the meter, and park in time-restricted zones without the time limit.3Idaho State Legislature. Idaho Code 49-410 – Special License Plates for Persons With Disabilities
ITD also issues a separate portable placard bearing the international accessibility symbol when you receive your plates.1Idaho State Legislature. Idaho Code 49-403 – Disabled Veteran — License Plates The placard matters when you ride as a passenger in someone else’s car or drive a rental, because the parking privileges follow the placard, not just the D.V. plates. Display it in a conspicuous place whenever the vehicle is transporting you.
Disabled Veteran Plate or Purple Heart Plate
Veterans with a 100% service-connected disability who also received a Purple Heart have a choice. Under Idaho Code § 49-403, you can select either the standard disabled veteran plate or a Service-Connected Disabled Purple Heart plate on your fee-exempt vehicle, but not both.2Idaho Transportation Department. Idaho Code 49-403 – Disabled Veteran Plates Application Both carry the same fee exemption and the same one-vehicle rule.
The Purple Heart variant needs your DD-214 or equivalent showing the award in addition to the VA rating letter.4Idaho Transportation Department. Purple Heart Plates Application
Benefits Worth Filing at the Same Time
Two separate benefits sit alongside the plate, and neither is automatic:
- The Idaho Parks Passport waives day-use fees at state parks for qualifying veterans. The ITD application form itself points you to Idaho Parks and Recreation to request it.2Idaho Transportation Department. Idaho Code 49-403 – Disabled Veteran Plates Application
- Idaho’s property tax benefit for disabled veterans can reduce taxes on your home and up to one acre of land by as much as $1,500, applied for through the Idaho State Tax Commission.5Idaho State Tax Commission. Property Tax Benefit for Disabled Veterans
File those applications while you have your VA rating letter in hand. Doing all three at once is the easiest way to make sure nothing slips.
