An Iowa SR-22 is a certificate your auto insurer files electronically with the Iowa Department of Transportation to prove you carry at least the state’s minimum liability coverage. It is not a separate policy. It is an endorsement attached to your existing policy that lets your insurer notify the state the moment your coverage changes or lapses. Iowa requires the filing for two continuous years after certain serious driving offenses, and your license stays suspended until the certificate is on file and every other reinstatement condition is met.
When Iowa Requires an SR-22
The most common trigger is a license revocation under Chapter 321J for operating while intoxicated. First offense or repeat, you will need proof of financial responsibility on file before the state restores your driving privileges.1Iowa Legislature. Iowa Code 321A.17 – Proof Required Upon Certain Convictions
The requirement reaches further than OWI. Any conviction or bail forfeiture that results in a suspension or revocation can trigger it. So can an accident causing bodily injury, death, or at least $1,500 in property damage to another person if you cannot deposit sufficient security with the department. And if a court enters a judgment against you from a motor vehicle accident and you fail to pay it, the department will suspend your license and will not lift the suspension until you satisfy the judgment and file proof.2Iowa Legislature. Iowa Code 321A.13 – Suspension for Nonpayment of Judgments
The Minimum Coverage Your Policy Must Carry
An SR-22 only works if the underlying policy meets Iowa’s statutory floor. Iowa Code Section 321A.21 sets those limits at:
- $20,000 for bodily injury or death of one person in a single accident
- $40,000 total for bodily injury or death of two or more people in a single accident
- $15,000 for damage to another person’s property in a single accident
Shorthand: 20/40/15. You can carry higher limits, and many drivers do, but the certificate only confirms you meet at least the statutory minimum.3Iowa Legislature. Iowa Code 321A.21 – Motor Vehicle Liability Policy Defined
Owner’s Policy or Operator’s Policy
Iowa’s form offers two certificate types, and the wrong choice will delay reinstatement.
An owner’s policy covers specific vehicles listed on the certificate by year, make, model, and VIN. It also authorizes you to register those vehicles. Your driving and registration privileges are restricted to the vehicles named on the filing.
An operator’s policy covers you as a driver no matter whose vehicle you are in, but it does not authorize vehicle registrations. You can drive someone else’s car as long as that owner carries their own liability coverage meeting Iowa’s financial responsibility requirements.
If you don’t own a vehicle but still need to satisfy the requirement, which is common after an OWI revocation when you plan to borrow a car, the operator’s policy is the right pick.4Iowa Legislature. Iowa Administrative Code 761-640.6 – Proof of Financial Responsibility
How to Get the Filing Submitted
Call an insurer licensed in Iowa and ask to add an SR-22 endorsement. Not every carrier writes high-risk policies, so expect to shop around. When you request the endorsement, your insurer will need:
- Your full legal name exactly as it appears on your Iowa driver’s license
- Your Iowa driver’s license number and date of birth
- Your current residential address
- For an owner’s policy, each vehicle’s year, make, model, and VIN
Iowa does not accept paper SR-22 filings from carriers. Your insurer must transmit the certificate electronically in a format the department approves.5Iowa Legislature. Iowa Administrative Code 761-640.6(8) – Electronic Submission That means the filing reaches the DOT almost immediately. Ask your insurer for a copy for your own records anyway. If a question comes up later about coverage dates or policy numbers, having the document in hand saves days.
What It Costs
Insurers typically charge a one-time administrative fee of roughly $15 to $30 to process and transmit the filing. It is separate from your premium and is usually billed when the endorsement is added.
The filing itself does not reinstate your license. You will also owe the Iowa DOT any applicable reinstatement fees. OWI revocations under Chapter 321J carry a $200 civil penalty before the department will reinstate.6Iowa Legislature. Iowa Code 321J.17 – Civil Penalty Other reinstatement fees depend on the underlying offense; the myMVD portal shows the specific amounts owed in your case.
The real expense is the premium. Carriers treat SR-22 drivers as high-risk, and the triggering offense sets the increase. A DUI conviction, for example, can push premiums up by roughly 35 percent or more over a clean record, and that elevated rate generally stays in place for the full filing period.
The Two-Year Clock
Iowa requires continuous proof of financial responsibility for two years from the effective date of your last suspension or revocation. You cannot get a new Iowa driver’s license during that window unless the proof stays on file the entire time.1Iowa Legislature. Iowa Code 321A.17 – Proof Required Upon Certain Convictions Continuous means no gaps, not even a day. The obligation starts on the first day of the suspension, not after it ends.7Iowa Department of Transportation. Proof of Insurance After a Suspension If you switch insurers at any point, line up the transition so the new carrier files the replacement certificate before the old policy terminates.
What a Lapse Costs You
If your SR-22 policy is canceled or lapses for any reason, your insurer must file an SR-26 with the Iowa DOT reporting the cancellation.8Iowa Legislature. Iowa Administrative Code 761-640.6(5) – Cancellation of Proof of Financial Responsibility Once the department receives that SR-26, you must immediately refile new proof or surrender your license and registrations. If you fail to refile, the department serves a suspension notice and your driving privileges are suspended until new proof is on file.9Iowa Legislature. Iowa Administrative Code 761-640.6(6) – Suspension When Future Proof Is Canceled
A lapse can also reset the two-year clock, meaning you start over from the date you refile. This is where drivers get caught: one missed premium payment can add months or years to the process.
The Cash Alternative
If you cannot obtain a high-risk policy, Iowa accepts one other form of proof: a certificate of deposit worth $55,000, plus any early withdrawal penalty, from an Iowa financial institution and made payable to the department. Before accepting it, the department requires evidence that you have no unsatisfied judgments of any kind in your county of residence.10Iowa Legislature. Iowa Code 321A.25 – Certificate of Deposit as Proof For almost everyone, insurance is cheaper than tying up $55,000 for two years, but the option is there.
Confirming the DOT Received Your Filing
Check your filing status through the state’s myMVD portal at mymvd.iowadot.gov. The portal shows your driving record, whether your proof of financial responsibility is on file, and what obligations remain before reinstatement.11Iowa Department of Transportation. Suspensions and Revocations If the portal shows no SR-22 within a few business days of your insurer filing it, call the carrier. The electronic submission may have been rejected over a mismatch on your name, license number, or date of birth, and fixing that is faster than waiting.
