To get DOT certified in Georgia, you apply for the federal Disadvantaged Business Enterprise (DBE) program through the Georgia Unified Certification Program, submitting your package to either MARTA or the Georgia Department of Transportation depending on where your business is based. One important catch as of early 2026: GDOT has paused acceptance of new Uniform Certification Applications while it implements a major federal rule change that took effect on October 3, 2025.1Georgia Department of Transportation. Once you are certified, your firm appears in the GUCP directory that prime contractors search when they need DBE subcontractors to meet participation goals on federally funded transportation projects. A single certification is honored by every participating Georgia agency, including GDOT and MARTA, so you apply once, not agency by agency. There is no fee.
Who Qualifies

Ownership and Control
At least 51% of the business must be owned by one or more individuals who can demonstrate social and economic disadvantage. Those same owners have to actually run the company — its management, daily operations, and major decisions. If someone else is really in charge, the application fails no matter what the ownership documents say.
Personal Net Worth
Each disadvantaged owner’s personal net worth must be under $2,047,000.3US Department of Transportation. Personal Net Worth (PNW) Cap The calculation excludes your ownership stake in the applicant business and your share of equity in your primary residence. Qualified retirement accounts are also excluded, though you still report them. Direct payments to healthcare, education, or legal service providers for immediate family members come out of the calculation too.4eCFR. 49 CFR 26.68 – Personal Net Worth If you rent rather than own your home, there is no equity exclusion to claim.
Business Size
Your business, together with any affiliates, must qualify as small under the SBA size standards for your industry. On top of that, average annual gross receipts across the previous three fiscal years cannot exceed $30.72 million for FHWA- or FTA-assisted contracts.5eCFR. 49 CFR 26.65 – Business Size Determinations The U.S. DOT updates this cap yearly, so verify the current figure before you file.
The Personal Narrative: The Biggest Change Applicants Face
Under the interim final rule the U.S. DOT published on October 3, 2025, race and sex no longer create any presumption of social and economic disadvantage.6Federal Register. Disadvantaged Business Enterprise Program and Disadvantaged Business Enterprise in Airport Every applicant now has to prove disadvantage individually through a Personal Narrative.
The narrative has to describe specific instances of economic hardship, systemic barriers, and denied opportunities that held back your progress in education, employment, or business. You then have to connect those barriers to actual economic harm and show that you are economically disadvantaged compared to similarly situated people who did not face them.7eCFR. 49 CFR 26.67 – Social and Economic Disadvantage A personal net worth statement travels with the narrative.
The same change triggered a full reevaluation of every firm already in the Georgia directory. GDOT and MARTA are working through their existing DBEs under the new standard and issuing written decisions.1Georgia Department of Transportation. What to Put in Your Application Package

- The Personal Narrative form with your current personal net worth statement.
- The Uniform Certification Application (paused for new filings at GDOT as of this writing).9US Department of Transportation. Uniform Certification Application
- Complete federal tax returns for the business, its affiliates, and each disadvantaged owner for the past three years. Complete means every form, schedule, and statement filed with the IRS.10eCFR. 49 CFR 26.83 – What Procedures Do Certifiers Follow in Making Certification Decisions
- Organizational documents: articles of incorporation or organization, bylaws or operating agreement, stock ledgers and certificates, meeting minutes, and a state certificate of good standing.
- Bank signature cards, bonding and financial capacity documents, lease and loan agreements.
- Proof of each owner’s capital contribution to the business (bank statements or canceled checks).
- Resumes for all owners and key personnel.
- A list of equipment owned or available to the firm and any professional licenses relevant to your work.
Get the NAICS Codes Right
During review, your firm is assigned one or more NAICS codes describing the work you actually do. This matters more than most applicants realize. You only get DBE credit for work within your assigned codes, and prime contractors filter the directory by NAICS when they are hunting for subcontractors.11Federal Aviation Administration. Certifiers assign codes based on work you currently perform, not work you plan to grow into. Occasional or minor work outside your core specialty will not justify a broader code. A concrete subcontractor who sometimes grades a site will get the concrete code, not the earthwork code. Describe your current capabilities precisely on the application.
Where to Send Your Application
If your business is in Fulton, DeKalb, or Clayton County, you submit electronically through MARTA. Businesses in every other Georgia county submit to GDOT.8Georgia Department of Transportation. What Happens After You Submit
Staff first check the packet for missing items and notify you if anything is short. Once the file is complete, it goes to a DBE coordinator for a full review of your financial, ownership, and control documents.
The coordinator then schedules an on-site review at your principal place of business, conducted either in person or virtually. During the visit, the coordinator interviews the disadvantaged owner, officers, and key personnel, and the interview is audio-recorded. Federal regulations give the agency 90 days to process a complete application, with the clock starting from completeness, not initial receipt. Slow responses to information requests or scheduling delays push that timeline out. Decisions come in writing. If approved, your firm and its NAICS codes go into the GUCP directory.
After You’re Certified
Every year you must file a no-change affidavit confirming that nothing has shifted regarding your firm’s size, disadvantaged status, ownership, or control. If something has changed, you send written notice instead of signing the affidavit as-is. Commercially Useful Function
Certification alone does not earn credit on a contract. On every job where your firm is counted toward DBE goals, you must perform a commercially useful function: genuinely responsible for the work, managing it, supervising it, and performing it with your own workforce. If you deal with materials or supplies, you handle the negotiating, ordering, quality control, and payment yourself.13eCFR. 49 CFR 26.55 – How Is DBE Participation Counted Toward Goals
If your firm does not perform or take responsibility for at least 30% of the total cost of its subcontract with its own workforce, the certifier will presume you are not performing a commercially useful function. That presumption can be rebutted with evidence, but the burden is on you. Firms that operate as pass-throughs risk losing certification and can face federal fraud investigations.
If Your Application Is Denied
You can appeal a denial or decertification directly to the U.S. DOT within 90 days of the decision date.14US Department of Transportation. The federal office looks at whether the certifier properly applied the eligibility standards in 49 CFR Part 26. It aims to issue a decision within 180 days of receiving the case records. If your denial rested on the Personal Narrative falling short of the new individualized disadvantage standard, build your appeal around whether the certifier fairly evaluated the evidence you submitted, not around resubmitting the same narrative.
If DBE Isn’t a Fit: GDOT’s Small Business Program
If you cannot meet the disadvantaged-owner test or want a simpler route, GDOT operates a separate Small Business Program. To qualify, your firm must be organized for profit, independently owned and operated, based in the United States, and not dominant in its field nationally. Average gross receipts over the past three years cannot exceed $22.41 million, and you must meet the SBA size standards for your NAICS code.15Georgia Department of Transportation. The Small Business Program requires no showing of social or economic disadvantage. Registered small businesses can access the same GDOT Business Help Center resources — training, consulting, and matchmaking for state-funded projects — that certified DBEs use.
