If you need help paying for heating oil in Pennsylvania, the main program is LIHEAP, the Low-Income Home Energy Assistance Program. It pays a one-time cash grant of $200 to $1,000 straight to your oil dealer, and it offers separate crisis grants when your tank is empty or your furnace fails. Most households earning at or below 150 percent of the federal poverty level qualify, and the 2025–2026 season runs from December 3, 2025, through May 8, 2026.1Commonwealth of Pennsylvania. What LIHEAP Pays Toward Heating Oil
LIHEAP offers two kinds of help. The regular cash grant is a one-time payment calculated from your household size, income, and fuel type. You never see a check. The money is sent directly to your heating oil company and credited to your account, where you can apply it to a past balance or future deliveries.2Commonwealth of Pennsylvania. Crisis grants are the emergency track. You can qualify if your tank is empty, you have less than a 15-day supply of fuel, or you have a shut-off notice. Crisis grants also run from $25 to $1,000, and the state must act within 48 hours once a household is already without heat. If the situation is life-threatening, that window drops to 18 hours.3Pennsylvania Department of Human Services. LIHEAP Handbook 609.4 Timeframes for Issuing Benefits For heating oil and other deliverable fuels, the crisis grant pays to fill your tank as much as it can within the benefit cap. Any credit you already have on your account with the vendor counts as an available resource and gets used first.4Pennsylvania Department of Human Services. Who Qualifies
The main test is gross household income, which generally cannot exceed 150 percent of the federal poverty guidelines.5LIHEAP Clearinghouse. LIHEAP Income Eligibility for States and Territories For the 2025–2026 season, the annual limits are:
- 1 person: $23,940
- 2 people: $32,460
- 3 people: $40,980
- 4 people: $49,500
Each additional household member raises the limit by roughly $8,520.6Pennsylvania Department of Human Services. LIHEAP Handbook 650 Appendix A – Income Limits for 2025-2026 LIHEAP
You also have to be a Pennsylvania resident and responsible for paying a heating cost. Renters whose heating is bundled into rent as an unidentified share can still qualify. If you live in subsidized housing where your rent is set as a fixed percentage of your income, you generally won’t qualify for a cash grant, because your housing payment wouldn’t change with fuel costs. The exception: if you pay a fuel vendor directly for any portion of heating, you’re eligible again.7LIHEAP Clearinghouse. Subsidized and Rental Household LIHEAP Eligibility and Benefits
When to Apply
LIHEAP is seasonal, not year-round. The 2025–2026 window is December 3, 2025 through May 8, 2026, and crisis grants are generally available during the same stretch. Apply early. Funding is capped, and the state closes the program when the money runs out, even if the announced end date hasn’t arrived. Waiting until February is a gamble.
How to Apply
You can file three ways: online through the COMPASS portal, by mail to your local County Assistance Office, or in person during business hours. COMPASS is the fastest.8Pennsylvania Department of Human Services. Gather these before you start:
- Social Security numbers for everyone in the household. Children under one year old are exempt. A member without a number, or one who refuses to provide it, can sign the HSEA-4 energy assistance affidavit instead.10Pennsylvania Department of Human Services. 678.2 Information that Must Be Verified
- Proof of income for every household member: pay stubs, award letters, employer statements.1Commonwealth of Pennsylvania. Apply for the Low Income Home Energy Assistance Program (LIHEAP)
- Self-employment records if they apply. Your most recent federal tax return works if the current year hasn’t been filed and your income hasn’t changed much. The County Assistance Office may also accept bank statements, deposit slips, receipts, or profit-and-loss statements showing monthly earnings.11Pennsylvania Department of Human Services. 650.2 Countable Earned Income
- Your oil dealer’s name and address, your account number, and a recent delivery bill or dealer statement.
One thing worth checking before you file: your oil dealer must be registered with the state as a participating LIHEAP vendor, with a 13-digit vendor number. If they’re not registered, the state can’t pay them on your behalf.12Commonwealth of Pennsylvania. Information for LIHEAP Vendors
What Happens After You Apply
Once the agency has a complete application, it has 30 days to send you a written decision. If something is missing, the office must tell you within 10 business days, and you have 15 days from that notice to send what’s needed. Miss that window and the application can be rejected, so watch your mail.
If approved, you’ll get a notice with the grant amount, and the money is credited to your account at the dealer. Crisis grants work the same way with one wrinkle: if the state can’t pay the vendor directly, it may reimburse you after you provide proof of your fuel purchase.4Pennsylvania Department of Human Services. LIHEAP Handbook – 604.3 Crisis Application Process
If you’re denied, or you think your grant is too low, you have 30 days from the denial notice to request a fair hearing through your County Assistance Office. Staff are required to help you with the appeal if you ask.13Legal Information Institute. 55 Pa. Code 601.123 – Appeals and Fair Hearings
If Your Furnace or Fuel Line Breaks
When the problem isn’t fuel but equipment, the LIHEAP Emergency Services Program covers heating system repair, full replacement of unrepairable equipment, repair of broken fuel lines, and pipe thawing. It’s run by the Department of Community and Economic Development and is typically available November through March for households with no heat or about to lose it.14Pennsylvania Department of Community & Economic Development. Other Help If LIHEAP Isn’t Enough
The Dollar Energy Fund works with Pennsylvania utilities and serves households up to 200 percent of the federal poverty level. If your income is at or below 150 percent of poverty, you have to apply for LIHEAP first before you can submit a Dollar Energy Fund application. The program requires a recent payment toward your account and a minimum outstanding balance, and eligibility windows shift throughout the season based on account status.
Local churches, community action agencies, and charitable groups in many counties also run emergency fuel funds, especially during cold snaps. Your County Assistance Office or the 211 helpline can tell you what’s active in your area. Funding is limited and goes fast, so reaching out early in the season helps.
One boundary worth knowing: Pennsylvania’s winter shut-off moratorium, which blocks heat-related utility terminations between December 1 and March 31 for lower-income households, applies to regulated gas, electric, and water utilities.15Pennsylvania Public Utility Commission. Responsible Utility Customer Protection Act It does not force an oil dealer to deliver on credit. If you heat with oil, your protection is LIHEAP and the crisis grant, not the moratorium.
