ODVA Form 599 is the Reduced Licensing Charge Card issued by the Oklahoma Department of Veterans Affairs, and getting one is a three-step process: enroll in the Oklahoma Veterans Registry, submit a State Benefit Request to the ODVA, then mail the card the ODVA sends you to Service Oklahoma with your license plate application to have the reduced fee applied.1My Army Benefits. What Form 599 Actually Is
The card has a narrow job. It tells Service Oklahoma, the state’s motor vehicle agency, that the ODVA has already checked your service record and disability rating and confirmed you qualify for reduced vehicle licensing charges. It is not a general veteran ID and it does not prove anything to other agencies. Who Qualifies
Two conditions have to be met. First, your VA disability rating must be 50 percent or higher.2Oklahoma Department of Veterans Affairs. State Benefit Request Second, you have to fit Oklahoma’s definition of a war veteran: honorably discharged from any branch of the Armed Forces, with service during one of the qualifying periods of conflict listed in state law, which run from World War I through the Gulf War and beyond and also cover service in a combat zone or with a Vietnam Conflict service medal.3Oklahoma State Courts Network. Step 1: Enroll in the Oklahoma Veterans Registry
The ODVA won’t process any benefit request until you’re in the Veterans Registry, so this comes first. The registry is the ODVA’s central database for verifying service history and discharge status, and the fastest way to get on it is the online portal at registry.odva.ok.gov/registration.4Oklahoma Department of Veterans Affairs. Have your DD-214 (Member 4 Copy) ready, showing your name, active-duty dates, and character of discharge. The ODVA accepts both Honorable and General (Under Honorable Conditions) discharges for registry enrollment. National Guard members can submit an NGB 22 in place of a DD-214, and active-duty service members or reservists can register with a copy of a current military ID card.4Oklahoma Department of Veterans Affairs. If you’d rather not use the portal, the ODVA takes applications by:

Step 2: Submit a State Benefit Request for the Card
Once the ODVA confirms your registry enrollment, go to oklahoma.gov/veterans/benefits/state-benefit-request.html and submit a State Benefit Request. The form asks for your personal information and lets you specify which benefit you want. For the reduced tag, that’s the Reduced Licensing Charge Card.1My Army Benefits. Step 3: Send the Card to Service Oklahoma with Your Plate Application
When your Form 599 card arrives, you use it to claim the reduced rate on a military service license plate or a reduced-fee vehicle registration. First-time applicants mail a copy of the card together with a completed license plate application to Service Oklahoma, PO Box 26940, Oklahoma City, OK 73126-0940.1My Army Benefits. If You Can’t Find Your DD-214
Because registry enrollment depends on a DD-214, a missing copy stops the process before it starts. Request a replacement from the National Personnel Records Center. The quickest route is the online system at vetrecs.archives.gov, which verifies identity through ID.me. You can also mail or fax a completed Standard Form 180 to the NPRC at 1 Archives Drive, St. Louis, MO 63138, fax 314-801-9195. The request needs your full name as used during service, Social Security number, branch, dates of service, and your signature and date. Next-of-kin asking for a deceased veteran’s records must include proof of death, such as a death certificate or a published obituary.
