How to Get the HOPE Scholarship: Requirements, Application, and Renewal

To get the HOPE Scholarship, you need to be a legal Georgia resident, graduate from an eligible Georgia high school (or complete an accredited home study program) with at least a 3.0 HOPE GPA and four rigor credits, and file either the FAFSA or the Georgia Student Finance Application (GSFAPP) by the last day of your school term.1Georgia Student Finance Commission. Application Procedure and Deadline for the HOPE Scholarship The scholarship then pays a set per-credit-hour amount directly to your college toward tuition. The rest is about meeting each requirement correctly and on time.

Do You Meet the Requirements?

Georgia Residency and Citizenship

You must be a legal resident of Georgia and a U.S. citizen or eligible noncitizen. Georgia law sets a residency period you have to meet before enrolling, and the length depends on factors like whether you graduated from a Georgia high school; graduates of eligible Georgia high schools generally face a shorter requirement.3Justia Law. A 3.0 HOPE GPA

You need a minimum 3.0 HOPE GPA, and this is not the GPA printed on your high school transcript. The Georgia Student Finance Commission (GSFC) calculates it using only core curriculum courses: English, math, science, social studies, and foreign language.4Georgia Student Finance Commission. My High School HOPE GPA Electives and non-core classes drop out of the calculation, so your HOPE GPA may come out higher or lower than your transcript GPA. Check it on the GAfutures portal well before you apply, not after.

Four Rigor Credits

On top of the GPA threshold, you must earn at least four full rigor credits from GSFC’s Academic Rigor Course List. Rigor credits come from challenging coursework like Advanced Placement, International Baccalaureate, or dual enrollment classes, and the requirement applies to traditional high school graduates and accredited home study graduates alike.1Georgia Student Finance Commission. If You Did Not Follow the Traditional Path

Students who earned a High School Equivalency (HSE) diploma through the Technical College System of Georgia may also qualify, but the academic requirements for HSE recipients differ from those for traditional graduates. Confirm current HSE rules with GSFC or your institution’s financial aid office before relying on this route.

Selective Service

Male students between 18 and 25 must be registered with the Selective Service System. Georgia law requires registration for any state aid program, including HOPE, and your college cannot process the award without a registration on file in GSFC’s database.5Georgia Student Finance Commission. How to Apply

Pick One Application: FAFSA or GSFAPP

You can apply through either of two routes, and you only need to complete one:2Georgia Student Finance Commission. Application Procedure and Deadline for the HOPE Scholarship

  • The Free Application for Federal Student Aid (FAFSA) qualifies you for consideration for federal aid and Georgia state aid, including HOPE. It must be filed each year.
  • The Georgia Student Finance Application (GSFAPP), available through GAfutures.org, is the state-only application and covers HOPE, Zell Miller, and other state aid programs. A submitted GSFAPP remains valid for 10 years.6Georgia Student Finance Commission. More About the GSFAPP

Filing the FAFSA is generally the stronger choice because it also opens the door to federal grants and loans you would otherwise miss.

What to Have Ready

Before you start either application, pull together your full legal name, date of birth, and Social Security number exactly as they appear on government records. Have your high school transcript information and documentation of Georgia residency. For the FAFSA, you will also need your family’s federal tax return information.

Deadline

The state deadline to apply for HOPE for a given term is the last day of that school term, or your withdrawal date if earlier.2Georgia Student Finance Commission. Application Procedure and Deadline for the HOPE Scholarship Do not use that as your planning date. Your college almost certainly has an earlier internal deadline to get funds applied before tuition is due, and if your application is still being processed when the bill comes, you may have to pay out of pocket and wait for reimbursement.

What the Scholarship Pays and Where

HOPE pays a fixed per-credit-hour amount, not full tuition, and only toward tuition itself — not fees, books, housing, or meals. You must be enrolled at least half-time (typically six or more credit hours) in an associate or bachelor’s degree program at a University System of Georgia (USG) school, a Technical College System of Georgia (TCSG) college, or an eligible private college or university in Georgia.7Georgia Student Finance Commission. For the 2025–2026 award year, the rates run roughly as follows:

Keeping the Scholarship Once You Have It

Getting HOPE is the first step. Keeping it means holding a 3.0 cumulative college GPA, as calculated by GSFC, at each review point. GSFC checks your GPA at specific credit-hour checkpoints:12Georgia Student Finance Commission. Academic Eligibility in College

  • 30 semester hours (or 45 quarter hours)
  • 60 semester hours (or 90 quarter hours)
  • 90 semester hours (or 135 quarter hours)

GSFC also reviews your GPA at the end of every spring term during which you received the scholarship, and a separate first three-term checkpoint can apply if you enrolled part-time in your first three terms.

Drop below 3.0 at a checkpoint and you lose the scholarship, though you can regain it at a later checkpoint if your cumulative HOPE GPA climbs back to 3.0.7Georgia Student Finance Commission. HOPE Scholarship Program at Public Institutions Regulations 2025-2026 Award Year There is a hard cap: if you lose the scholarship at two checkpoints (counting losses since Fall 2011), you cannot get it back. If you are near the line, a lighter course load can be worth considering.

One built-in cushion: grades of B, C, or D in approved college STEM courses get an additional 0.5 points of weight when GSFC calculates your postsecondary HOPE GPA.13Georgia Student Finance Commission. College STEM Course Weighting Report FY 2025 Only courses approved by the STEM Weighted Course Council count.

Eligibility also ends when you hit 127 attempted semester hours (190 quarter hours), earn a bachelor’s degree, or, for students who first received HOPE in Summer 2019 or later, when 10 years pass from your high school graduation, HSE test date, or home study completion date (cutoff June 30 of the tenth year).8Georgia Student Finance Commission. Limits and Expiration of Eligibility Dual enrollment credits earned in high school do not count against the 127-hour cap and are not included in your postsecondary HOPE GPA.14Georgia Student Finance Commission. If You Clear a Higher Bar: Zell Miller

If your academic record goes beyond HOPE’s minimums, you may qualify for the Zell Miller Scholarship, which covers 100% of tuition at eligible public institutions. As a high school graduate, you need a minimum 3.7 HOPE GPA plus at least a 1200 SAT or a 26 ACT composite (25 for students who graduated after December 31, 2023).15Georgia Student Finance Commission. Initial Academic Eligibility for the Zell Miller Scholarship Valedictorians and salutatorians can qualify with a 3.0 HOPE GPA if they meet the other requirements.

There is no separate application. GSFC uses your HOPE/GSFAPP record to decide which scholarship you qualify for. If your college GPA later falls below the Zell Miller standard but still meets 3.0, you drop down to the regular HOPE Scholarship rather than losing state aid entirely.16Student Financial Services.
