California’s inflation relief checks, officially the Middle Class Tax Refund (MCTR), are no longer open to new applicants, but one deadline still matters: every MCTR debit card expires on April 30, 2026, and any unspent balance goes back to the state’s General Fund.1Franchise Tax Board. What to Do If You Have an Unspent Card
Every MCTR card account closes on April 30, 2026, whether or not you ever activated it. There is no extension and no process to reclaim the money after that date.1Franchise Tax Board. Middle Class Tax Refund
If you never activated your card, call Money Network at 1-800-240-0223 to do so. If the card was lost or never received, the same number handles replacements. Replacements typically arrive in seven to ten business days, so don’t wait until mid-April.1Franchise Tax Board. Middle Class Tax Refund
One situation catches people off guard. If a direct deposit of your MCTR failed, the Franchise Tax Board automatically converted the payment to a debit card and mailed it to the address on file, in a plain white envelope marked with the Middle Class Tax Refund branding. Anyone who expected money in a bank account may have overlooked or discarded it as junk mail.
How to Get the Money Out of the Card

For ATM withdrawals, look for AllPoint or MoneyPass logos; those networks have more than 55,000 surcharge-free locations.4Money Network Financial. Replacing a Lost, Stolen, or Never-Received Card

When the replacement arrives, transfer the balance to your bank right away rather than holding the card.
Who Qualified in the First Place
The program is closed, but if you’re wondering whether one should have come to you, eligibility was based entirely on your 2020 California tax return and required all of the following:6California Legislative Information. AB 192 Better for Families Tax Refund
- You filed a 2020 California return by October 15, 2021.
- You lived in California for at least six months during 2020 and were still a resident when the payment was issued.
- No one else could claim you as a dependent on their 2020 return.
- Your 2020 California AGI was $250,000 or less (single) or $500,000 or less (joint).
Payments ranged from $200 to $1,050, depending on filing status, AGI, and whether you claimed a dependent. The maximum $1,050 went to joint filers at the lowest income tier with at least one dependent; the minimum $200 went to single filers at the highest qualifying tier with no dependents.7California State Auditor. Claiming Funds for Someone Who Has Died
If a qualifying recipient died before spending the money, a surviving spouse, surviving relative, sole beneficiary, or the legal representative of the estate can claim the remaining balance. Provide the Franchise Tax Board with a death certificate and IRS Form 1310 (Statement of Person Claiming Refund Due a Deceased Taxpayer).9Franchise Tax Board. Deceased Person (Decedent) Filing Status
If the estate is in probate, the legal representative must also submit Letters of Administration to the FTB within 90 days of when the probate court issues them. Taxes and Debt Collection
The MCTR is not taxable on your California return. AB 192 excluded it from state gross income.10California Legislative Information. AB 192 Better for Families Tax Refund – Today’s Law As Amended For federal purposes, the IRS said in February 2023 (guidance IR-2023-23) that Californians do not need to report it on federal returns. If a prior return included it as income, a tax professional can advise on whether to amend.
The payments also cannot be seized for debts owed to the Franchise Tax Board or other government agencies, and private creditors cannot garnish them. The only exceptions are court orders for child support, spousal support, family support, or criminal restitution owed to victims.11Franchise Tax Board.
