To get a captain’s license in California, you apply to the U.S. Coast Guard’s National Maritime Center (NMC) for a Merchant Mariner Credential (MMC). California does not issue its own captain’s license, so the process is federal from start to finish. What California adds is where you handle in-person steps: Regional Exam Centers in Long Beach and Oakland.1National Maritime Center. REC Long Beach, California The core requirements are the same whether you’re running charters out of San Diego, Monterey, or the Bay.
Decide Which License You Need
Your license level depends on vessel size, how many paying passengers you’ll carry, and where you’ll operate.
The Operator of Uninspected Passenger Vessels (OUPV) license, often called the “6-pack,” is the usual starting point. It lets you carry up to six paying passengers on uninspected vessels under 100 gross register tons.2National Maritime Center. Charter Boat Captain Charter fishing, dive boats, and small tour operations typically fit here. With a Near Coastal endorsement, you can operate within 100 miles of shore, which covers nearly all small-vessel work along the California coast.3United States Coast Guard. National Operator of Uninspected Passenger Vessels Checklist
If you want to carry more than six passengers or run larger boats, you need a Master license. Master credentials come in tonnage tiers, each with its own sea service minimum. A Master of less than 100 gross tons Near Coastal requires 720 days of deck service.4United States Coast Guard. National Master of Self-Propelled and Aux Sail Vessels of Less Than 100 GRT Upon Near Coastal Waters Checklist A Master holder can operate inspected vessels like ferries and whale-watching boats, which must meet additional USCG safety standards.
Every credential carries a route endorsement defining where you can legally operate: Inland, Great Lakes, Near Coastal, or Oceans. California captains most often hold Near Coastal or Inland. Optional add-ons include a sailing endorsement and an assistance towing endorsement for vessels up to 200 gross tons; the towing endorsement needs no extra sea time but does require a separate exam.2National Maritime Center. Confirm You Meet the Eligibility Requirements
Age and Citizenship
You must be at least 18 for an OUPV. Master credentials require a minimum age of 19 for vessels of 25 to 200 gross tons, and 21 for larger tonnage tiers.5eCFR. 46 CFR 11.201 – General Requirements for National and STCW Endorsements U.S. citizenship is required for officer endorsements. One narrow exception: permanent residents can apply for an OUPV endorsement limited to undocumented vessels.6eCFR. 46 CFR 10.221 – Citizenship
Sea Service
Sea service is the experience requirement, and it’s where most applicants spend the longest preparing. An OUPV license requires 360 days of service operating vessels. For a Near Coastal endorsement, at least 90 of those days must be on ocean, near coastal, or Great Lakes waters. You also need 90 days of service within the seven years before your application date.3United States Coast Guard. National Operator of Uninspected Passenger Vessels Checklist
A standard sea service “day” is eight hours of watchstanding or day-working.7eCFR. 46 CFR 10.232 – Sea Service Recreational boating time counts toward your total if you can document it properly, which is where the Small Vessel Sea Service Form (CG-719S) comes in: each entry needs a signature from a vessel owner, operator, or master verifying your time aboard.8United States Coast Guard. Small Vessel Sea Service Form
Medical Exam and Drug Test
You need a physical examination documented on USCG Form CG-719K, the Application for Medical Certificate.9United States Coast Guard. Application for Medical Certificate Any licensed physician can perform it. The form has specific vision, hearing, and general health sections the doctor must complete.
A DOT 5-panel drug test is required for all original credentials, screening for marijuana, cocaine, opiates, phencyclidine, and amphetamines. It must be conducted within 185 days of your application date, processed by a SAMHSA-accredited lab, and signed off by a certified Medical Review Officer.10National Maritime Center. Drug Testing The Coast Guard also runs a background check on criminal history and any substance abuse record.
CPR and First Aid
Original applicants must hold current CPR certification and must have completed a first-aid course within the year before applying. A valid USCG-approved Basic Training certificate satisfies both.3United States Coast Guard. National Operator of Uninspected Passenger Vessels Checklist
Apply for Your TWIC Card Early
Before the Coast Guard will issue your credential, you need a Transportation Worker Identification Credential (TWIC) from the TSA. Not having a valid TWIC is grounds for denial.11National Maritime Center. Transportation Worker Identification Credential (TWIC) Apply early: you have to visit a TSA enrollment center in person for fingerprinting, and the card takes several weeks to arrive. The new-applicant enrollment fee is $124.12Transportation Security Administration. TWIC
You don’t have to wait for the physical card to submit your MMC application. The NMC accepts a copy of your TWIC enrollment receipt while the card is in production.13National Maritime Center. Apply for Merchant Mariner Credential
Gather the Required Forms
The NMC publishes credential-specific checklists. For an OUPV or Master under 100 tons, plan to assemble:
- CG-719B, the main Application for Merchant Mariner Credential. Every applicant files this.14United States Coast Guard. Application for Merchant Mariner Credential
- CG-719K, the medical certificate application, completed by your examining physician.9United States Coast Guard. Application for Medical Certificate
- CG-719S, the Small Vessel Sea Service Form, listing dates, vessel names, tonnage, and waters served, signed to verify your time.8United States Coast Guard. Small Vessel Sea Service Form
- CG-719P, the DOT/USCG Periodic Drug Testing Form, used to report drug test results if you’re not already enrolled in a random testing program.15United States Coast Guard. DOT/USCG Periodic Drug Testing Form
- CG-719C, required only if you have prior criminal convictions, including DUI/DWI or military court-martial. You must disclose all convictions except minor traffic violations.16United States Coast Guard. Disclosure Statement for Narcotics, DWI/DUI, and Other Convictions
You’ll also provide proof of U.S. citizenship (a passport or certified birth certificate), your TWIC receipt or card, and your CPR and first-aid certificates.
Pass the Written Exam
A written exam is required for every original captain’s license. OUPV and Master exams cover navigation rules, chart reading and plotting, general seamanship, vessel safety, and weather. The number of modules and questions depends on the credential and route endorsement, and you must pass each module separately.17National Maritime Center. Examinations
You have two ways to take it. You can study on your own and sit for the test at a USCG Regional Exam Center or an approved testing facility. In California, the main REC is in Long Beach, with an additional office in Oakland.1National Maritime Center. REC Long Beach, California The other route, and the more common one for first-timers, is a USCG-approved training course. These typically run one to two weeks and administer the exam at the end. Several approved maritime schools operate along the California coast. The course route is faster and more structured; it also adds to your cost.
What It Costs
Budget for several categories. The USCG charges three separate fees for a lower-level officer endorsement (which covers both OUPV and Master up to 1,600 gross tons): a $100 evaluation fee, a $95 examination fee, and a $45 issuance fee, totaling $240.18eCFR. 46 CFR 10.219 – Fees All payments go through Pay.gov; the NMC no longer accepts cash, checks, or credit cards submitted with your application.19National Maritime Center. Merchant Mariner Credentialing Fees
Add $124 for your TWIC card.12Transportation Security Administration. TWIC A medical exam and drug test together typically run $75 to $300. A USCG-approved training course usually costs roughly $800 to $2,000 depending on the credential level and school. Most OUPV applicants end up spending somewhere between $1,200 and $2,700 for a first license.
Submit Your Application
Once your paperwork is complete, submit everything through the NMC’s online portal.20United States Coast Guard National Maritime Center. NMC Application Submission and Additional Information Portal Upload scanned copies of all forms, your drug test results, medical certificate, TWIC receipt, sea service records, and supporting documents. Mail submission to the NMC is also accepted, but the online portal is significantly faster.
Processing time for a complete application runs around 30 days. The key word is “complete.” Incomplete applications get kicked back for additional documentation, which can add weeks or months. The NMC will contact you if anything is missing. Once approved, you receive your Merchant Mariner Credential, the physical card that serves as your official captain’s license.14United States Coast Guard. Application for Merchant Mariner Credential
Keep It Current
Your MMC is valid for five years. Renewing before it expires requires a current medical certificate, a new drug test, proof of recent sea service or completion of an approved refresher course, and payment of the renewal fees: $50 evaluation, $45 examination, and $45 issuance.18eCFR. 46 CFR 10.219 – Fees If you let your credential lapse past the grace period, you may have to retake the full original examination rather than a renewal exam, so put the expiration date on your calendar well in advance.
