How to Get Your CDL in PA: From Permit to Endorsements

To get a CDL in PA, you pick the license class that matches the vehicles you want to drive, pass a DOT medical exam, apply for a commercial learner’s permit at a PennDOT Driver License Center after passing the required knowledge tests, complete federally mandated Entry-Level Driver Training, wait at least 14 days, and then pass a three-part skills test. Most people finish in a few weeks to a few months, depending on how quickly they get through training.

Pick the Right CDL Class

Federal regulations sort commercial vehicles into three classes by weight and use, and the class you apply for shapes every test and training requirement that follows.¹

Class A covers combination vehicles with a gross combination weight rating of 26,001 pounds or more, where the towed unit weighs more than 10,000 pounds. Tractor-trailers, flatbeds, and most long-haul rigs sit here.
Class B covers single vehicles rated 26,001 pounds or more, or such a vehicle towing something 10,000 pounds or less. Dump trucks, large buses, box trucks, and cement mixers.
Class C covers vehicles that don’t hit the A or B weight thresholds but carry 16 or more passengers (including the driver) or haul hazardous materials.

A Class A license also lets you drive Class B and C vehicles, and Class B covers Class C. Many applicants aim for Class A even when their first job doesn’t strictly require it, because upgrading later means more testing and more fees.

Confirm You’re Eligible

You must be at least 18 to hold a Pennsylvania CDL, but an 18-year-old CDL is intrastate only. Interstate driving, hauling hazardous materials, and other interstate commerce work require you to be 21.²³

You also need a valid non-commercial Pennsylvania driver’s license already in hand, plus proof of identity and residency such as a Social Security card and a recent utility bill. If you hold an out-of-state license, transfer it to Pennsylvania before applying for a CDL.

Pass the DOT Medical Exam

Every CDL applicant has to pass a physical from a provider listed on FMCSA’s National Registry of Certified Medical Examiners. The examiner checks vision, hearing, blood pressure, and general physical fitness for operating a heavy vehicle. You need at least 20/40 vision in each eye with or without correction, the ability to hear a forced whisper at five feet, and no uncontrolled cardiovascular or neurological conditions that would make driving dangerous.⁴

When you pass, the examiner issues a Medical Examiner’s Certificate (Form MCSA-5876). It’s valid for up to two years, but drivers with conditions like high blood pressure or insulin-treated diabetes often get a one-year certificate and have to recertify more often.⁵ Drivers who don’t meet the standard vision thresholds may still qualify under FMCSA’s updated physical qualification standards, which replaced the old vision exemption program in 2022.⁶

Apply for Your Commercial Learner’s Permit

With the medical certificate in hand, you’ll bring two forms to a PennDOT Driver License Center:

Form DL-31CD, the Commercial Learner’s Permit Application, which covers your personal information, the CDL class you want, and any endorsements.⁷
Form DL-11CD, the Self-Certification Form, where you declare the type of commercial driving you plan to do: non-excepted interstate, excepted interstate, non-excepted intrastate, or excepted intrastate. Your category decides whether PennDOT has to keep a current medical certificate on file for you.⁸

Bring both forms, your medical certificate, your current Pennsylvania driver’s license, and your identity and residency documents. That’s where you’ll pay fees and take the knowledge tests.

Knowledge Tests

PennDOT gives its written exams on touchscreen terminals. Every applicant takes the General Knowledge test on vehicle inspection, basic control, safe driving practices, and cargo handling. Depending on your class and endorsements, you’ll add:

Combination Vehicles, required for Class A.
Air Brakes, required if the vehicle uses air brakes; skipping it puts an air brake restriction on your CDL.
Hazardous Materials for the H or X endorsement.
Tanker for the N or X endorsement.
Passenger for the P endorsement.
School Bus for the S endorsement.

Pass the relevant knowledge tests and pay your fees, and PennDOT issues your Commercial Learner’s Permit (CLP). A mandatory 14-day waiting period then runs before you can take the skills test. Use it to practice behind the wheel with a licensed CDL holder in the passenger seat.⁹

What You’ll Pay

PennDOT’s CDL fees depend on what you’re applying for and how much time is left on your current license. Upgrading from a non-commercial license to a CDL runs $43.50 to $109.50 depending on months remaining. A standard four-year CDL renewal is $127.50. Adding a hazardous materials endorsement adds $22 on top of a separate $60 federal hazmat fee.¹⁰ The hazmat endorsement also requires a TSA security threat assessment at $85.25, which includes fingerprinting.¹¹

Complete Entry-Level Driver Training

Federal rules require every first-time Class A or B applicant, and anyone adding a passenger, school bus, or hazmat endorsement, to complete Entry-Level Driver Training through a provider on FMCSA’s Training Provider Registry. This is not optional and no state can waive it.¹²

ELDT has two parts: a theory curriculum on vehicle systems, safety procedures, and regulations, followed by behind-the-wheel instruction in the type of vehicle matching your CDL class. Search for registered providers at tpr.fmcsa.dot.gov and filter by training type and location.¹³

Private CDL schools typically charge between $3,000 and $10,000 for a full program, with costs varying by class, program length, and whether the school provides a vehicle for the skills test. Some community colleges and trucking companies offer lower-cost training or tuition reimbursement. After you finish, the provider has to upload your certification to the federal registry by midnight of the second business day. Your examiner will verify completion electronically before letting you take the skills test.

Pass the Three-Part Skills Test

Schedule the skills test through PennDOT’s online exam scheduling system or by contacting Driver and Vehicle Services.¹⁴ Pennsylvania also authorizes third-party testers, which can mean a shorter wait for an appointment.¹⁵ Bring your CLP and a vehicle matching the CDL class you’re testing for. The vehicle has to pass a basic safety inspection before the test begins.

The exam runs in this order:

Pre-Trip Inspection. You walk around the vehicle and identify safety-critical components: brakes, tires, lights, steering, coupling devices, and fluid levels.
Basic Control Skills. You perform maneuvers in a controlled area, including straight-line backing, offset backing, and parallel parking or alley docking depending on the vehicle.
On-Road Driving. You drive in real traffic while the examiner evaluates lane changes, turns, merging, speed management, and general awareness.

Fail any segment and you retake only the part you failed. If you’re 18 or older, PennDOT requires a minimum one-day wait before you reattempt.¹⁶

Get Your License

Once you pass all three segments, the examiner validates your permit as temporary commercial driving authorization. You can legally drive commercial vehicles on that validated permit while your camera card arrives in the mail within seven to ten business days.¹⁷ Take that card to a PennDOT photo center to get your final photo license with your CDL class and endorsements printed on it.

Add Endorsements If You Need Them

Endorsements expand what you can haul or who you can carry. Pennsylvania offers six, and each has its own knowledge test; some also require a skills test:²

H (Hazardous Materials): transport hazmat loads. Written test plus a TSA security threat assessment with fingerprinting.
N (Tank Vehicle): drive tank vehicles carrying liquid or gaseous cargo.
P (Passenger): operate vehicles designed for 16 or more passengers. Skills test in addition to the written exam.
S (School Bus): operate a school bus. Knowledge and skills tests.
T (Double/Triple Trailers): Class A drivers towing double or triple trailers.
X (Combination): H and N combined. Both hazmat and tanker knowledge tests.

Hazmat is the most involved. On top of the written test, the TSA background check costs $85.25, or $41 if you hold a valid TWIC card and your state supports the reduced rate.¹¹ First-time hazmat endorsements also trigger a separate ELDT requirement.¹²

Military Skills Test Waiver

Active-duty service members and recently separated veterans with heavy vehicle experience may qualify to skip the CDL skills test. To qualify, you must have operated a military motor vehicle equivalent to the CDL class you’re seeking for at least two years immediately before separating, and you must currently be serving or have separated within the past 12 months. Your driving record must be clean during that two-year period, with no suspensions, revocations, DUI convictions, or serious traffic violations. A commanding officer has to certify your driving experience and the class of vehicle you operated, including braking system and transmission type.¹⁸

The waiver only covers the skills test. You still take every knowledge exam, complete the medical certification, and meet the other CDL requirements.

Keep Your CDL Valid

Getting the license is the first step. A few ongoing obligations catch new drivers off guard.

Medical Certificate Renewal

Renew your DOT medical certificate before it expires, usually every two years and sometimes annually if the examiner flagged a condition.⁵ If it lapses, PennDOT downgrades your CDL to a non-commercial license within 60 days. Getting it back means a new physical, new paperwork, and possibly more fees. This is one of the most common ways drivers lose commercial privileges without doing anything dramatic wrong.

Disqualifying Offenses

Federal law sets mandatory disqualification periods for certain convictions, and they apply whether you were driving a commercial vehicle or your personal car:¹⁹

First major offense: one-year CDL disqualification for DUI, refusing an alcohol test, leaving the scene of an accident, using a vehicle to commit a felony, or causing a fatality through negligent driving. Three years if you were hauling hazmat.
Second major offense: lifetime disqualification for any combination of two major offenses in separate incidents.
Drug trafficking: lifetime disqualification with no reinstatement if a vehicle was used in a drug manufacturing or distribution felony.

A second DUI in your personal car can end your commercial driving career. Off-duty conduct carries these consequences too.

Self-Certification Updates

If your type of commercial driving changes, such as moving from intrastate to interstate work, submit a new DL-11CD to PennDOT. A mismatch between your driving status and your medical certification can trigger an administrative downgrade of your CDL.⁸
