Documents to Bring

Florida follows the federal REAL ID Act, so the Department of Highway Safety and Motor Vehicles (FLHSMV) has to verify your identity, Social Security number, and residential address before issuing anything.4The Florida Legislature. Florida Code 322.08 – Application for License, Requirements for License and Identification Card Forms Bringing the wrong combination is the single most common reason applicants get turned away.

One proof of identity. An original or certified U.S. birth certificate, a valid U.S. passport or passport card, a certificate of naturalization, or a certificate of citizenship. Photocopies are not accepted.

One proof of your Social Security number. Your Social Security card, a W-2 or 1099 showing the full number, or a pay stub with the complete number.

Two proofs of residential address. A utility bill dated within the past 60 days, a signed lease or mortgage statement, a Florida voter registration card, a vehicle registration or title, a bank statement, or a current insurance policy all qualify. If the address documents are in someone else’s name, such as a roommate’s electric bill, you also need a completed Certification of Address form.

Non-citizens must present proof of legal presence issued by U.S. Citizenship and Immigration Services, with at least 61 days remaining before expiration. Permanent resident cards, employment authorization documents, and valid immigration stamps all qualify.

If you bring this full set, your license will come back REAL ID-compliant automatically, marked with a gold star in the upper corner. That matters because, as of May 7, 2025, TSA requires a REAL ID-compliant license or another federally accepted ID (such as a U.S. passport) to board domestic flights.5Transportation Security Administration. REAL ID There is no separate REAL ID application.

Already hold a valid license from another state or country? You are exempt. The course is only for people entering the driving system for the first time.

Pass the Class E Knowledge Exam

Pass the Road Test

You need to bring a car with working headlights, turn signals, brake lights, horn, and mirrors. If any of those fail inspection, the examiner cancels the test before you leave the lot.

The examiner scores you on a defined list of maneuvers:7Florida Department of Highway Safety and Motor Vehicles. Class E Knowledge Exam and Driving Skills Test

  • A three-point turn in a space 20 to 40 feet wide.
  • Backing 50 feet in a straight line at slow speed, looking through the rear window. Mirrors and backup cameras are not allowed for this maneuver.
  • Straight-in parking without any part of the vehicle sticking into the traffic lane.
  • Parking on a grade with correct wheel position, uphill and downhill, with and without a curb.
  • A quick, controlled stop when the examiner signals.
  • Correct approach to traffic signals and stop signs: proper speed, full stop before the line, proceeding only when safe.
  • Turning from the correct lane and signaling for at least the last 100 feet.
  • Keeping at least a four-second gap behind the vehicle ahead.

You will also take a brief vision screening. The baseline is 20/40 in each eye, with or without corrective lenses. Florida Administrative Code Annotated R 15A-1.013 – Minimum Visual Standards for Licensing If one eye is blind or worse than 20/200, the other must test at 20/40 or better. After documents are verified, you pass the vision screen, and payment clears, you walk out with a temporary paper permit valid for driving right away. The permanent plastic card arrives by mail within a few weeks and is valid for eight years.10Florida Department of Highway Safety and Motor Vehicles. If You’re Moving to Florida With an Out-of-State License

You have 30 days after establishing residency to get a Florida license.11Florida Department of Highway Safety and Motor Vehicles. New Resident – Welcome to Florida That clock starts when you take a job, enroll a child in Florida public school, or otherwise establish a permanent presence.

You must surrender your old license when the Florida license is issued; federal law prohibits holding valid licenses from two states at once. The FLHSMV may return the surrendered card to your previous state or destroy it and notify that state’s licensing authority.

Bring the same identity, Social Security, and two-address documents listed above, take the vision screening, pay the $48 fee, and have your photo taken. If your out-of-state license is current and would not be subject to suspension or revocation under Florida law, you are generally exempt from the TLSAE course, the written exam, and the road test. If your prior license has been expired for an extended period, the department may require some or all of the exams.
