Who Can Get the Certificate

Having the certificate does not authorize every purchase. Federal law adds its own disqualifiers that a passing test score cannot override. How to Study

Read it before you show up. The safety questions rely on common sense, but the legal questions on storage and transfer procedures have specific rules that trip up people who skip the guide.
The Written Test
The test has 30 questions: 10 true/false and 20 multiple choice. You need at least 23 correct answers, or 75%, to pass. If you fail, you can retake a different version of the test after 24 hours at no extra charge, but the free retest must be given by the same instructor who administered the first one. Getting the Certificate
Once you pass, the instructor logs into the DOJ’s system, uploads your results and personal information, and prints your certificate. DOJ Certified Instructors are most often based at firearms dealerships, though some work independently. Appointments are not required at most locations, but a phone call ahead can save a wait.
Renewing an Expired Certificate
The card lasts five years from the date it is issued. There is no streamlined renewal and no grace period. When it expires, you take the written test again and pay the $25 fee again, exactly as you did the first time.
The Safe Handling Demonstration Is a Separate Step
People often confuse the written test with the safe handling demonstration. They are different requirements, and both must be completed to actually take home a firearm.
The demonstration happens at the dealer at the point of delivery, using the specific firearm you are buying. Both the buyer and the dealer sign an affidavit confirming the demonstration was completed, and the dealer keeps the original. If you fail, the firearm cannot be released. Anyone exempt from the FSC requirement under Penal Code Section 31700 is also exempt from the demonstration.
Who Is Exempt From the FSC Requirement
Penal Code Section 31700 lists categories of buyers who can skip the written test and buy a firearm by presenting proof of their qualifying status at the point of sale. - Active or honorably retired peace officers, including reserve officers and anyone who completed the POST training course under Penal Code Section 832.
- Active-duty or honorably retired members of the U.S. Armed Forces, National Guard, Air National Guard, or active reserve components. Military ID, a VA health card, or discharge documentation serves as proof.
- Holders of a valid California concealed carry weapon (CCW) permit.
- Licensed firearms dealers acting within the scope of their license.
- Federally licensed collectors acquiring curio or relic firearms who hold a current DOJ certificate of eligibility.
- Firearm owners receiving a return of their own firearm from a dealer.
- Holders of DOJ-issued permits for assault weapons, machine guns, or similar restricted categories.
