To get a hazmat endorsement in Kentucky, you need a valid Commercial Driver’s License, a fingerprint-based background check through the Kentucky State Police, a TSA security threat assessment, and a passing score on the written hazmat knowledge test. Budget about $158 in fees and roughly a month of calendar time, since the TSA review alone can take 30 days.
What You Need Before You Start
You must already hold a Kentucky CDL, or at least a commercial learner’s permit, before you can add the endorsement. Any class works — even a Class C CDL qualifies, because that class covers vehicles under 26,001 pounds that carry placarded hazardous materials.1Kentucky Transportation Cabinet. Federal rules require drivers hauling hazardous materials in interstate commerce to be at least 21. You also need a current Medical Examiner’s Certificate (Form MCSA-5876) on file confirming you meet DOT physical standards.2Federal Motor Carrier Safety Administration. Kentucky law also requires proof of citizenship or lawful immigration status. Under KRS 186.412, citizens and permanent residents show documents like a birth certificate or permanent resident card.3Kentucky Legislative Research Commission. Complete the ELDT Hazmat Course (First-Time Applicants)
If you didn’t hold a hazmat endorsement before February 7, 2022, federal law requires you to complete an Entry-Level Driver Training hazmat theory course before you’re eligible to sit for the knowledge test.5Federal Motor Carrier Safety Administration. Entry-Level Driver Training ELDT Drivers who held the endorsement before that date are grandfathered and don’t need the course for renewals.
The course covers hazmat classification, placarding and labeling, loading and segregation, emergency response, and security awareness. It has to be taken through a provider listed in FMCSA’s Training Provider Registry. Check the provider at tpr.fmcsa.dot.gov before you pay for a course, because unlisted schools cannot submit the completion record the state needs to let you test.6Federal Motor Carrier Safety Administration. Fingerprinting and the TSA Security Threat Assessment
Kentucky handles the TSA background check its own way. Most states route drivers through national Universal Enrollment Services centers; Kentucky uses the Kentucky State Police instead. Call KSP at 1-888-655-9655 to schedule a fingerprinting appointment at one of eight authorized sites around the state.1Kentucky Transportation Cabinet. Commercial Driver’s License
Bring two forms of ID: your CDL or commercial learner’s permit plus your regular operator’s license, along with a second document such as a birth certificate or immigration paperwork. The fingerprint-based background check costs $138.25, payable by certified check, cashier’s check, or money order made out to the Kentucky State Treasurer. KSP then forwards your application to the TSA and your prints to the FBI. The TSA checks you against national security databases and reviews your criminal history against the disqualifying offenses in federal regulations.7eCFR. 49 CFR Part 1572 – Credentialing and Security Threat Assessments Both the TSA and the Kentucky Division of Driver Licensing will notify you when the review is done. Plan on 30 days or more.
Pass the Hazmat Knowledge Test
Once TSA clears you, schedule a test appointment with KSP. The exam is computer-based and covers hazardous materials identification, placards, shipping papers, loading procedures, and emergency response. You need at least 80% to pass. If you fail, Kentucky requires a waiting period before you can retake. The hazmat chapter of the Kentucky CDL Manual and your ELDT course materials cover the full test content, including the nine hazard classes and the DOT placarding table.
What It All Costs and When the Card Arrives
Total out-of-pocket cost:
- Background check through KSP: $138.25
- Knowledge test: $5.00
- Updated license card with the “H” endorsement: $15.00
The card fee applies because adding the endorsement means issuing a new physical license.8Kentucky Transportation Cabinet. Pricing Regional offices take cash, checks, and debit or credit cards, though card payments may carry a small processing surcharge. Once you pass and pay, the clerk hands you a temporary paper credential so you can start hauling hazmat loads right away.
Your permanent card arrives by mail, usually within 10 to 15 business days.9Kentucky Transportation Cabinet. Renew, Replace, Update a Credential If it hasn’t shown up in 30 days, contact the Transportation Cabinet. Confirm your mailing address is current before your office visit — a wrong address is the most common reason cards run late.
Criminal Convictions That Can Block the Endorsement
The TSA check is not a formality. Certain felony convictions permanently disqualify you, and others disqualify you for a set window. Permanently disqualifying offenses include espionage, sedition, treason, federal terrorism crimes, murder, crimes involving explosives, and improper transportation of hazardous materials under federal law.10eCFR. 49 CFR 1572.103 – Disqualifying Criminal Offenses
Interim disqualifying felonies block you if you were convicted within the last seven years or released from prison within the last five. These cover firearms offenses, assault with intent to murder, robbery, extortion, kidnapping, arson, rape or aggravated sexual abuse, bribery, smuggling, drug trafficking (distribution or possession with intent to distribute — simple possession is not disqualifying), felony fraud or identity crimes, and immigration violations.
If you’re disqualified on interim grounds, you can apply to the TSA for a waiver in writing, with court records, proof of completed sentences or probation, and references. Permanent disqualifications are not waivable. Waiver questions go to hazmatwaiver@dhs.gov. If you already hold a hazmat endorsement and are convicted of a disqualifying offense, you must surrender the endorsement to the state immediately.
Renewing Every Five Years
The security threat assessment is valid for five years.1Kentucky Transportation Cabinet. Commercial Driver’s License Kentucky’s Division of Driver Licensing mails a notification letter about 60 days before it expires. Renewal means going back through the KSP fingerprinting and background check process.
Don’t sit on the 60-day notice. The TSA review alone can take 30 days, and if your assessment expires before the new one clears, the endorsement drops off your license until it’s resolved.11Transportation Security Administration. Shortcut for TWIC Card Holders
A current Transportation Worker Identification Credential (TWIC) already reflects a valid security threat assessment, and Kentucky will accept it in place of the KSP fingerprinting. Email copies of both sides of the card to kytc.twic@ky.gov or fax them to 844-535-7272. Once the CDL Section verifies the credential, it’s added to your driving record, and you skip the $138.25 background check fee and its weeks of processing.1Kentucky Transportation Cabinet. Commercial Driver’s License You’ll still need to pass the knowledge test and pay the test and card fees.
Moving to Kentucky With an Existing Endorsement
If you’re transferring a CDL from another state and want to keep your hazmat endorsement, you have to go through Kentucky’s security threat assessment process, and you should expect to retake the written knowledge test. TSA runs threat assessments on transferred endorsements the same way it does for new ones.11Transportation Security Administration. The sooner you start, the less time you’ll spend unable to haul hazmat under your new license.
