How to Get Your Idaho Learner’s Permit: Documents, Tests, and Fees

To get an Idaho learner’s permit, you apply in person at your county sheriff’s driver’s license office, bring proof of identity, your Social Security card, and two documents showing Idaho residency, pass a written knowledge test and a vision screening, and pay the permit fee. If you’re under 18, a parent or legal guardian has to sign for you. Which permit you qualify for and how much it costs depends on your age.

Which Permit You Need

Idaho issues two permits. A driver training instruction permit is for applicants as young as 14½ who are enrolling in driver education. A standard Class D instruction permit is for applicants 17 or older and does not require driver education. Applicants 17 or older can choose either one.1Idaho State Legislature. Idaho Code 49-307 – Class D Driver’s Training Instruction Permit — Class D Supervised Instruction Permit — Application for a Class D Driver’s License — Restrictions on Class D Driver’s License

If you’re under 18, you also have to meet Idaho’s school attendance requirements, and the adult who signs your application has to attest that you do.2Idaho State Legislature. Idaho Code 49-310 – Applications of Persons Under the Age of Eighteen Years Applicants 18 and older have no school attendance obligation.

Non-U.S. citizens can apply but must show original lawful presence documentation, such as a Permanent Resident Card, an unexpired Employment Authorization Document, an I-94, or an I-797 letter. Documents are verified with U.S. Citizenship and Immigration Services, and photocopies or laminated documents are not accepted.3Idaho Transportation Department. Driver Education if You’re Under 17

Applicants under 17 can’t get a Class D driver’s license without completing an approved driver education course, and you need a driver training instruction permit before you can even start the course. An approved program is 30 hours of classroom instruction, six hours of behind-the-wheel driving with an instructor, and six hours of in-car observation.4Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program Public school driver training courses are open to all Idaho residents between 14½ and 21, including students who don’t attend public school, and commercial courses are also available to anyone 14½ or older.5Idaho Transportation Department. Documents to Bring

Permits and licenses are issued through county sheriff’s driver’s license offices. Bring:

  • Proof of identity. A U.S. birth certificate, or for non-citizens a lawful presence document. All new applicants must present proof of U.S. citizenship or lawful presence.3Idaho Transportation Department. Driver’s License and ID Required Documents
  • Your original Social Security card. Not a photocopy.
  • Two documents proving an Idaho physical address, such as a utility bill, a mortgage statement, or school records.6Idaho Transportation Department. Star Card
  • If you’re under 18, a parent or legal guardian to sign and verify the application before someone authorized to administer oaths. If neither parent is available, a legal guardian, employer, or another responsible adult willing to assume financial responsibility can sign instead.2Idaho State Legislature. Idaho Code 49-310 – Applications of Persons Under the Age of Eighteen Years

The application also asks for height, weight, and eye color. If you want a REAL ID–compliant Star Card version of the permit, the document list is the same but verification is stricter; the Idaho Transportation Department has an online Star Card checklist you can run before your visit.6Idaho Transportation Department. The Knowledge Test and Vision Screening

You can’t be issued any instruction permit until you pass the written knowledge test on Idaho traffic laws and road signs.4Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program It’s offered in English, Arabic, Chinese, Farsi, French, Korean, Russian, Serbo-Croatian, Spanish, Vietnamese, and American Sign Language.

You’ll also take a vision screening the same day. Bring your glasses or contacts if you wear them; a corrective-lens restriction may be added to your permit.4Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program

Fees and What You Leave With

A standard Class D instruction permit costs $20.00. A driver training instruction permit costs $21.50.7Idaho Transportation Department. Drivers Licenses and ID Cards Cash, checks, and credit or debit cards are generally accepted, though card payments may add a vendor processing fee.

Staff will take your photo, and you’ll walk out with a temporary paper permit that lets you start practicing the same day. The permanent plastic card is produced at a central facility and mailed to the address on your application, usually within a couple of weeks.

How Long the Permit Is Good For

Expiration depends on which permit you got and how old you were when it was issued. A driver training instruction permit issued between 14½ and 17½ expires five days after the holder’s 18th birthday, which can be several years. Issued at 17½ or older, it expires 180 days from the date of issue.1Idaho State Legislature. Idaho Code 49-307 – Class D Driver’s Training Instruction Permit — Class D Supervised Instruction Permit — Application for a Class D Driver’s License — Restrictions on Class D Driver’s License A standard Class D instruction permit is valid for up to one year.8Idaho State Legislature. Idaho Code 49-305 – Instruction Permits — Commercial Learner’s Permit — Conditional Licenses — Motorcycle Endorsement Instruction Permit

Rules for Driving With the Permit

Who has to sit next to you depends on which permit you hold. On a standard Class D instruction permit (applicants 17 and up who aren’t going through the graduated program), the accompanying adult must be at least 18 and hold a valid license for the vehicle being operated.8Idaho State Legislature. Idaho Code 49-305 – Instruction Permits — Commercial Learner’s Permit — Conditional Licenses — Motorcycle Endorsement Instruction Permit During the supervised instruction period after driver education, the supervising driver must be at least 21, hold a valid license, and sit in the seat beside you.4Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program

Carry the physical permit any time you drive. Drivers under 16 can only drive during daylight hours unless accompanied by a licensed driver at least 21 years old seated next to them.4Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program

What a Violation Costs You

Any traffic conviction during the supervised instruction period — speeding, running a red light, a seat belt violation — cancels your supervised instruction permit. You have to reapply, pay for a new permit, and restart the six-month supervised period from day one.4Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program

Breaking a permit restriction, such as driving without the permit on you or without a qualified adult beside you, triggers cancellation and a mandatory suspension of your driving privileges. An alcohol, drug, or tobacco conviction can also lead to suspension even though you only hold a permit. Idaho keeps a driving record for permit holders, and convictions from other states can be reported back and treated as if they happened here.9Idaho Transportation Department.
