How to Get Your Learner’s Permit in Kentucky

To get your learner’s permit in Kentucky, you must be at least 15 years old, bring the right identity and residency documents to a Kentucky State Police driver testing center, pass a written knowledge test and vision screening, and then have the permit issued at a Driver Licensing Regional Office. Kentucky calls the permit an instruction permit, and the 15-year-old minimum took effect after House Bill 15 was signed into law in March 2025.1Kentucky Transportation Cabinet. Age and School Eligibility

The minimum age to apply is 15.2Justia Law. Kentucky Revised Statutes Chapter 186 – Section 186-450 Applicants 21 and older follow a shorter path through the system, but the application itself works the same way.

If you are 15, 16, or 17, you also have to clear Kentucky’s No Pass/No Drive law. Your school has to verify that you have not dropped out and are not academically deficient before the state will issue your permit. If you later drop out or fall behind after getting a permit or license, your school reports it and your driving privileges are suspended. Documents You Need to Bring

Kentucky will not accept photocopies. Bring originals or certified copies of everything on this list.

  • Proof of identity. A U.S. birth certificate issued by a government agency (a certified copy is fine), a valid U.S. passport, or a naturalization certificate.

  • Proof of Kentucky residency. For a standard permit, one document dated within the last year works: a utility bill, bank statement, or postmarked mail showing the applicant’s name and Kentucky address. If You Are Under 18

A parent or legal guardian has to come with you and sign the application. Signing means the adult accepts joint financial liability for any damages the new driver causes.6Kentucky Transportation Cabinet. You also need a School Compliance Verification Form, which your school issues to confirm you meet the No Pass/No Drive requirements. Without it, the regional office cannot process your application. If You Are Not a U.S. Citizen

Permanent residents bring the current Permanent Resident card (Form I-551) with photo. Other non-citizens bring all original documentation proving lawful presence in the United States. Foreign birth certificates, marriage licenses, and other non-English documents need a notarized English translation. Applicants waiting on an immigration extension who have a digital I-797C receipt notice should print it before visiting the office. Studying for the Knowledge Test

The knowledge test covers Kentucky traffic laws, road signs, and safe driving practices. The Kentucky Driver Manual is the main study resource and is free at drive.ky.gov. The test has 40 multiple-choice questions and you need at least 32 correct (80%) to pass.

Put extra time into road signs, since sign-identification questions catch a lot of first-timers. The manual also covers Kentucky-specific rules like the state’s point system and implied consent law, and those show up on the test too.

What Happens at the Testing Center

New applicants take the written test and the vision screening at a Kentucky State Police driver testing center. Locations and appointments are on drive.ky.gov. Bring every document with you, because staff will verify them before you sit for the exam.

Vision Screening

You need visual acuity of 20/40 or better in your stronger eye, with or without corrective lenses. Kentucky also checks peripheral vision: at least 30 degrees of horizontal field in each direction and at least 25 degrees of vertical field above and below your line of sight. If You Fail the Written Test

Picking Up the Permit

After you pass the vision screening and written test at the KSP testing center, take your results to a Driver Licensing Regional Office to have the physical permit issued. Kentucky moved driver licensing services from Circuit Court Clerks to these regional offices, so make sure you go to the right place. Find your nearest office and schedule an appointment at drive.ky.gov.

How Long You Have to Hold the Permit

Applicants under 21 must hold the permit for at least 180 days before moving to the next stage. If you get your permit at 15, you must complete the 180 days and turn 16 before advancing.6Kentucky Transportation Cabinet. The 180-day clock is not automatic. A moving traffic violation that carries points, or any alcohol- or drug-related conviction, resets it. Rules for Driving on the Permit

A permit is not a license. Kentucky’s Graduated Driver Licensing program places specific limits on when and how you can drive.

Supervision

Every time you drive on a permit, a licensed driver who is at least 21 must sit in the front passenger seat. Before you can advance, a parent or guardian must sign a statement confirming you have completed at least 60 hours of supervised driving, with 10 of those at night.10Kentucky Legislative Research Commission. Curfew and Passengers

Permit holders cannot drive between midnight and 6:00 a.m. unless they can show good cause, such as an emergency, a school activity, or work. The same curfew carries into the intermediate license phase for drivers under 18.6Kentucky Transportation Cabinet. Graduated Driver Licensing Program

Zero Tolerance for Alcohol and Drugs

Kentucky prohibits all drivers under 21 from having any detectable amount of alcohol or drugs in their system while driving. This is not the 0.08% BAC standard that applies to adults. Insurance for a Permit Driver

Kentucky requires all registered vehicles to carry liability insurance, and that coverage generally extends to anyone driving with the owner’s permission, including a permit holder practicing in a parent’s car. Most insurers do not require you to formally add a permit holder to the policy, though doing so builds the new driver’s insurance history and closes any coverage gap if something goes wrong during practice. Once you advance to a license, insurers will require the new driver to be listed, and premiums typically go up at that point.

Moving From Permit to License

For drivers who got the permit between ages 15 and 17, the next step is the intermediate license. To qualify you must be at least 16, have held the permit for 180 days without violations, completed 60 hours of supervised practice, and passed a road skills test given by Kentucky State Police.2Justia Law. After holding the intermediate license for another 180 days, you can apply for a full, unrestricted operator’s license. Adults 21 and older follow a simpler path: hold the permit for 30 days, pass the road test, and receive a standard operator’s license without going through the intermediate phase.
