To get a New Jersey non-driver ID, you apply in person at a Motor Vehicle Commission (MVC) Licensing Center with a completed Form BA-208, documents that add up to six points of identity verification, separate proof of your Social Security number and New Jersey address, and either $24 for a Standard card or $35 for a REAL ID.1New Jersey Motor Vehicle Commission. Non-driver Identification Card Any New Jersey resident aged 14 or older who does not hold a driver’s license or permit is eligible.2Justia. New Jersey Code 39:3-29.3 – Identification Cards
Choose Standard or REAL ID First
You pick between the two card types on the application itself.3New Jersey Motor Vehicle Commission. Application for Permit / License / Non-Driver ID Both work as general-purpose government identification, but only a REAL ID (marked with a gold star in the upper right corner) is accepted at TSA checkpoints for domestic flights and at certain federal buildings since May 7, 2025.4Transportation Security Administration. REAL ID A Standard card carries the words “NOT FOR REAL ID PURPOSES” and cannot be used for those purposes.5New Jersey Motor Vehicle Commission. Real ID FAQ
If you don’t fly and don’t need federal building access, the Standard card is cheaper and covers everyday needs like banking and age verification. You can upgrade to REAL ID later, but you’ll pay the full REAL ID fee and make another in-person visit, so it’s often easier to pick REAL ID up front if you think you’ll ever want it. The REAL ID also requires two proofs of address instead of one.6New Jersey Motor Vehicle Commission. NJMVC REAL ID – What to Bring
Who Can Apply
You must be a New Jersey resident, at least 14 years old, and without a valid New Jersey driver’s license or permit.2Justia. New Jersey Code 39:3-29.3 – Identification Cards You also need to show legal presence in the United States through your identity documents.
Applicants under 17 need a parent or guardian’s signature on the application. The parent does not need to hold a New Jersey license, but they must either come to the appointment or supply a completed consent form.7New Jersey Motor Vehicle Commission. Parent or Guardian Consent Statement
Gather Six Points of Documents
New Jersey verifies identity through a point-based system. You need documents totaling at least six points, plus a separate document proving your Social Security number and a separate document proving your New Jersey address.8New Jersey Administrative Code. N.J.A.C. 13:21-8.2 – Standard Driver License and Identification Card Everything must be an original or a certified copy with an official seal. Photocopies aren’t accepted.
Primary Document (4 Points)
You must present at least one primary document. Common choices include:
- A U.S. birth certificate or certified copy from a state vital statistics office
- A valid, unexpired U.S. passport or passport card
- A Certificate of Naturalization or Certificate of Citizenship
- A current Permanent Resident Card (Form I-551) with an expiration date
One primary document gets you to four points, so you still need at least two more from the secondary list.6New Jersey Motor Vehicle Commission. NJMVC REAL ID – What to Bring
Secondary Documents (1–3 Points)
Secondary documents fill the gap. Values vary: a civil marriage certificate, a court-ordered name change, and a U.S. military photo ID are each worth three points; a school photo ID with transcript is worth two; and lower-tier items like a bank statement, health insurance card, or ATM card with your printed name are worth one point each. You can’t use more than two one-point documents.6New Jersey Motor Vehicle Commission. NJMVC REAL ID – What to Bring
Social Security Number Proof
This sits outside the point count. You need a document that verifies your SSN, such as your Social Security card, a W-2, or a pay stub showing the full number.8New Jersey Administrative Code. N.J.A.C. 13:21-8.2 – Standard Driver License and Identification Card Applicants who aren’t eligible for a Social Security number can submit a formal affidavit to the MVC explaining their status. Your Social Security card also counts as a one-point secondary document, so it can serve both purposes.
Proof of Address
You need to show you currently live in New Jersey. Accepted proofs include a utility or credit card bill from the past 90 days, a bank statement from the past 60 days, a New Jersey property tax statement, or first-class government mail received in the past six months. The document must show your name and physical street address. P.O. boxes are not accepted. Bring two proofs if you’re applying for a REAL ID.6New Jersey Motor Vehicle Commission.
