To get an NMLS license in PA, you complete 20 hours of approved pre-licensing education, pass the SAFE Mortgage Loan Originator National Test, file the MU4 application through the Nationwide Multistate Licensing System, clear a credit check and FBI background check, line up employer sponsorship and surety bond coverage, and pay the state and NMLS fees. The Pennsylvania Department of Banking and Securities issues the license once everything is in order. Most applicants move through the process in a few weeks if they prepare well.
Who Qualifies
Pennsylvania’s Mortgage Licensing Act requires the department to evaluate your financial responsibility, character, and general fitness before issuing a license. Two criminal-history rules will stop an application cold. Any felony conviction within the seven years before you apply is an automatic denial. If the felony involved fraud, dishonesty, breach of trust, or money laundering, the disqualification is permanent regardless of when the conviction happened. A prior MLO license revocation by any state or federal agency is also an automatic denial unless that revocation has been formally vacated. Beyond the automatic bars, the department can deny an application based on a broader review, including convictions for crimes of moral turpitude. Your credit report factors in too. A low score by itself will not sink you, but outstanding tax liens or government judgments will draw scrutiny.
Step 1: Complete 20 Hours of Pre-Licensing Education

- 3 hours on federal law and regulations
- 3 hours on ethics, including fraud, consumer protection, and fair lending
- 2 hours on nontraditional mortgage products
Pennsylvania requires 3 of the remaining 12 hours to cover state-specific content on the Mortgage Licensing Act and related Pennsylvania laws. Step 2: Pass the SAFE MLO National Test
Once you finish your education, register through NMLS to take the SAFE MLO National Test with Uniform State Content at an authorized testing center. The exam runs 120 multiple-choice questions, 115 scored and 5 unscored pretest items, with 190 minutes to complete it.5Nationwide Multistate Licensing System. Passing requires at least 75% on the scored questions.7Consumer Financial Protection Bureau. 1008.105 Minimum Loan Originator License Requirements Fail once and you wait 30 calendar days for another attempt. After a third consecutive failure the waiting period becomes 180 days, and it resets after every third failure after that.8Nationwide Multistate Licensing System. Step 3: File the MU4 and Clear Background Checks
The formal application is the Individual Form (MU4), filed electronically through NMLS. It collects your identity, a full 10-year employment history, a full 10-year residential history, and a set of disclosure questions covering criminal, civil, and regulatory matters.9Nationwide Multistate Licensing System. Answer the disclosure questions completely. The department cross-references your answers against the credit report and criminal background check it pulls through NMLS, and an omission can create a candor problem serious enough to justify denial on its own, separate from the underlying issue you failed to report.

Step 4: Line Up Employer Sponsorship
Pennsylvania will not activate your license without a licensed mortgage company sponsoring you. Your employer creates the relationship in NMLS and submits a sponsorship request for your Pennsylvania license. First-time sponsorship in NMLS carries no charge. Later job changes cost the new sponsor a $35 processing fee plus any state-specific sponsorship fees.12Nationwide Multistate Licensing System. Step 5: Confirm Bond Coverage
Every Pennsylvania MLO must be covered by a surety bond. In most cases your sponsoring lender or broker maintains a company bond that covers all of its originators, with amounts tiered by annual Pennsylvania loan volume: $100,000 for firms producing under $30 million and up to $500,000 at $250 million or more.13Pennsylvania General Assembly. If your employer is exempt from licensing and does not elect to cover its originators, you must obtain your own individual bond before the license will issue. Individual bond amounts start at $25,000 for originators producing under $7.5 million a year in Pennsylvania and climb to $150,000 at $50 million or more.13Pennsylvania General Assembly. Step 6: Pay the Fees
All fees are paid through NMLS by credit card or electronic check and are nonrefundable:

The enhanced $225 application rate applies only if total branch licenses statewide have dropped at least 20% below 2021 levels.14Pennsylvania General Assembly. How Long Review Takes
Once your application is complete, the department has 60 days to issue or deny the license, with a possible 30-day extension if it notifies you in writing.1Pennsylvania General Assembly. Pennsylvania Code Title 7 – Issuance of License The clock only starts once every document, authorization, and fee is in the system. If something is missing, the department issues a deficiency notice through NMLS and the timeline pauses until you respond. Check your NMLS account regularly. A missed deficiency notice is one of the most common reasons an otherwise straightforward application drags on.
Approval arrives as an electronic notification through NMLS. If the department denies your application, it must send written notice explaining the reason, and you have 30 days to appeal to the Secretary of Banking.1Pennsylvania General Assembly. Pennsylvania Code Title 7 – Issuance of License
Temporary Authority for Existing Originators
If you already originate loans, you may be able to work in Pennsylvania while your application is pending. Temporary authority under the federal SAFE Act is available if you are moving from a federally registered position at a bank or credit union to a state-licensed mortgage company, or if you hold an active MLO license in another state and are applying in Pennsylvania. You must have been continuously registered for at least one year, or continuously licensed for the 30 days before applying, with no break in service longer than 14 calendar days, and you must be a W-2 employee of a Pennsylvania-licensed company.16Nationwide Multistate Licensing System. Temporary authority ends automatically at the earliest of: withdrawal of your application, denial or notice of intent to deny, license issuance, or 120 days with your application still listed as incomplete.17Nationwide Multistate Licensing System. Keeping the License Active
Your Pennsylvania MLO license expires at the end of each calendar year. Renewal runs through NMLS between November 1 and December 31.18Nationwide Multistate Licensing System. NMLS Licensing for Individuals Miss it and the license lapses. You cannot originate again until it is reinstated.
Renewal requires 8 hours of NMLS-approved continuing education each year: a 7-hour SAFE core course covering federal law, ethics, and nontraditional mortgage products, plus a 1-hour Pennsylvania-specific course, all completed by December 31 of the renewal year. The renewal fee is $100 under the standard schedule or $125 under the enhanced schedule, plus the $35 annual NMLS processing fee.14Pennsylvania General Assembly.
