How to Get Your Oregon Instruction Permit: Requirements and Tests

To get an Oregon instruction permit, you visit a DMV office starting at age 15, bring proof of identity and residency (plus a signed parent or guardian consent if you’re under 18), pass a vision screening and a 35-question knowledge test, and pay a $30 fee. The permit is valid for 24 months and lets you practice driving whenever a licensed driver age 21 or older is seated beside you.¹²

Who Can Apply

You must be at least 15 to apply for a Class C instruction permit in Oregon.¹ Applicants under 18 receive what Oregon calls a Provisional Instruction Permit, which adds a few requirements on top of the age threshold.²

If you’re under 18, a parent or legal guardian must sign your application and certify that you meet Oregon’s school enrollment rule: currently enrolled, holding a diploma or GED, or qualifying for an exemption from compulsory attendance.³ Homeschooled applicants satisfy this through the state’s home education verification. Adults 18 and older skip the parental consent and school enrollment steps entirely.

All applicants must be Oregon residents, which you’ll prove with the documents below.

Documents to Bring

Oregon issues two versions of the permit: a standard permit and a Real ID-compliant permit. Both require proof of identity, but the Real ID version follows stricter federal rules because it’s the credential you’ll eventually need to board a domestic flight.

For either version, bring documents that establish your full legal name, date of birth, and Social Security number. If you don’t have an SSN, you can certify that electronically.²

For a Real ID-compliant permit, bring one proof of identity and two proofs of your Oregon address.⁴ Acceptable identity documents include a birth certificate, valid passport, or permanent resident card. Address proof can be a utility bill, bank statement, or similar document showing your current Oregon address. Non-U.S. citizens need additional immigration documents, such as a valid foreign passport with an unexpired U.S. visa and the accompanying I-94 form.

Applicants under 18 also bring the completed parent or guardian consent form (Form 735-173), available at any DMV office or on the Oregon DMV website.³ The parent’s signature stays on file with the DMV and covers all subsequent permit and license transactions until you turn 18.

What Happens at the DMV

The visit has three parts: a vision screening, a knowledge test, and paying the fee. Plan on at least an hour, longer if you didn’t schedule an appointment.

Vision Screening

The DMV checks your eyesight first. For unrestricted driving privileges, you need at least 20/40 acuity in one or both eyes (with or without corrective lenses) and a visual field of at least 110 degrees.⁵ Corrected vision between 20/40 and 20/70 can still qualify for a permit with restrictions, such as daylight-only driving or required outside mirrors.

Knowledge Test

Next is a written knowledge test on Oregon traffic laws, road signs, and safe driving. There are 35 multiple-choice questions, and you need 28 correct to pass (80%). Study the free Oregon Driver Manual on the DMV website before your visit.

You can also take the knowledge test online before your DMV appointment. Oregon allows up to two online attempts within any 24-hour period, capped at four online attempts total. After four online failures, you have to test in person.⁶ There’s no extra fee to retake the test.

Fee and Photo

Once you pass the vision and knowledge portions, you pay the $30 issuance fee.⁷ The DMV takes your photo and hands you a temporary paper permit you can use immediately. Your permanent card arrives by mail. For Real ID permits, allow about three weeks.²

Rules for Driving on the Permit

A permit is supervised practice authorization, not a license. The rules are firm.

You cannot drive alone. Every time you’re behind the wheel, a licensed driver at least 21 years old must be seated beside you, holding a license with the same class of privileges as your permit.⁸ You must also carry your physical permit whenever you drive.

One detail catches people out. Any licensed 21-and-over driver can legally supervise you, but for practice hours to count toward the 50 or 100 needed for a provisional license, the supervisor must have held their license for at least three years.⁹ Driving with a newly licensed 21-year-old is legal, but those hours won’t move you toward your license.

Oregon also bans all mobile electronic device use while you hold a permit, including hands-free devices. No phone calls, no texting, no navigation apps, no streaming music through your phone.⁹

Practice Hours and Driver Education

Getting the permit is step one. Before applying for a provisional license, you need substantial supervised practice, and the amount depends on whether you take a formal driver education course.

With an ODOT-approved driver education course: at least 50 hours of supervised driving practice.
Without driver education: at least 100 hours of supervised driving practice.

Either path requires your supervising driver to be at least 21 and to have held a valid license for at least three years.¹⁰ The driver education route halves your hours but adds the course itself, which private ODOT-approved programs typically charge several hundred dollars for. Spread your practice across different conditions: daytime, nighttime, highways, residential streets, rain.

Moving to a Provisional License

Once you turn 16 and have held your instruction permit for at least six months, you can apply for a Class C provisional license.¹¹ Requirements:

At least 16 years old.
You’ve held an Oregon instruction permit (or one from another state) for at least six months.
You certify completion of 50 supervised hours with driver education, or 100 without.¹²
You pass a behind-the-wheel drive test at the DMV.

The provisional license applies to 16- and 17-year-old drivers and carries its own restrictions that ease over time.

If You’re 18 or Older

Adults who have never been licensed don’t have to get an instruction permit in Oregon. You can practice and then go straight to the DMV for the drive test.¹³ Most people with no driving experience still get one so they can legally practice on public roads.

The adult permit process is simpler. There’s no parental consent, no school enrollment verification, and no mandatory practice hour log. You still pass the same vision and knowledge tests, pay the same $30 fee, and follow the same supervision rule: a licensed driver 21 or older beside you at all times.¹⁴ Driver education is optional.

Renewal and Replacement

Your instruction permit is valid for 24 months from the date of issuance.¹⁵ If you haven’t advanced to a provisional or full license by then, you’ll need to renew. The renewal fee is $26, and the DMV may waive the knowledge test unless there’s reason to believe you’re no longer qualified.⁷

A replacement for a lost, stolen, or damaged permit costs $30, the same as the original. Two years feels generous at first, but the longer you wait to test for a license, the more your knowledge test material fades and the more practice you’ll need to feel ready.
