How to Get Your Texas Learner’s Permit: Courses, Tests, and Rules

To get a Texas learner’s permit, you complete the driver education required for your age, bring the right documents to a Department of Public Safety (DPS) appointment, pass a vision and written test, and pay $16. Texas calls the permit a learner license, and the exact path depends on whether you are a teen, a young adult, or 25 or older.

Who Needs a Learner License

Teens aged 15 to 17 must hold a learner license before anything else. It is part of the state’s Graduated Driver Licensing program, and you have to keep the permit for at least six months before applying for a provisional license at 16.1Texas Public Law. Texas Transportation Code Section 521.204 – Restrictions on Minor

Adults aged 18 to 24 still need to complete a driver education course, but there is no six-month waiting period. You can test for a full license as soon as you finish the course. Applicants 25 and older skip driver education entirely and apply directly for a license at a DPS office.2Texas Department of Public Safety. Choosing a Driver Education Course

Finish the Driver Education You Need First

For teens, driver education is the gate. You cannot apply for the permit until you have completed a set amount of classroom instruction from a state-approved course, and the amount depends on the format.

Classroom or Online Courses

A concurrent course runs classroom lessons and behind-the-wheel training at the same time, and you only need 6 hours of classroom instruction before applying for your learner license. A block course front-loads everything in the classroom, so you have to finish all 24 hours before applying.3Texas Department of Public Safety. Texas Learners License as a Teen

Parent-Taught Driver Education

A parent, stepparent, grandparent, foster parent, or legal guardian can teach the course at home. The parent instructor needs a valid driver license, has to register with the state by filing the DL-92 affidavit, and must order the Parent Taught Driver Education guide from the Texas Department of Licensing and Regulation for $20.4Texas Department of Licensing and Regulation. Parent Taught Driver Education Guide A parent with a criminal or problematic driving history should confirm eligibility with DPS before starting.

Adult Driver Education for Ages 18 to 24

If you are 18 to 24, the required course is 6 hours. Many providers offer it entirely online. When you finish, the provider issues an ADE-1317 certificate you take to DPS.2Texas Department of Public Safety. Choosing a Driver Education Course

Documents to Bring to DPS

Showing up short one document means rebooking. Gather everything before the appointment.

Identity and Lawful Presence

You can prove your identity three ways: one primary document such as an unexpired U.S. passport, two secondary documents such as an original or certified birth certificate, or one secondary plus two supporting documents. A Social Security card counts as a supporting document.5Texas Department of Public Safety. Identification Requirements Your documents also have to establish U.S. citizenship or lawful presence; a U.S. birth certificate, passport, or permanent resident card each do that job.

Social Security Number

You have to verify your Social Security number. Bringing the actual card is simplest, since it also counts toward the identity requirement as a supporting document.

Texas Residency

Bring two printed documents showing your name and Texas residential address, and one of them must show you have lived in Texas for at least 30 days. A utility bill, lease, mortgage statement, bank statement, or government mail works, each dated within 180 days of your application.6Texas Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards If you are surrendering a valid, unexpired out-of-state license, the 30-day requirement is waived but you still need the residency proof. If you cannot produce two qualifying documents, you can file a Texas Residency Affidavit (Form DL-5) instead.

School Enrollment if You Are Under 18

Minors need a Verification of Enrollment and Attendance (VOE) form from their school, dated within 30 days of the DPS visit. Homeschool students can use an enrollment letter from their parent or guardian. If you already have a high school diploma or GED, bring that instead.

Course Certificate and Application Form

Bring your driver education completion certificate: DE-964 for teens, ADE-1317 for adults 18 to 24.7Texas Department of Licensing and Regulation. TDLR Driver Education and Safety Certificates Fill out the Application for Texas Driver License or Identification Card (Form DL-14A) before you go, but do not sign it until a DPS staff member is watching.

Parental Consent if You Are Under 18

A parent or legal guardian either comes to the DPS office with you or provides a notarized copy of the application with their signature. Walking in alone with an unsigned form will not work.3Texas Department of Public Safety. Texas Learners License as a Teen Signing also authorizes DPS to pull your school enrollment records and lets school officials notify DPS if you miss 20 or more consecutive school days.1Texas Public Law. At the DPS Office

All in-office driver license services are by appointment. Book one through the DPS online appointment system before you show up.8Texas Department of Public Safety. Requirements A license and permit specialist reviews your documents, takes your photo and fingerprints, and runs you through the tests.

Vision Test

DPS checks visual acuity and color perception. Without correction, 20/40 or better in each eye and both together passes with no restrictions. If you need glasses or contacts to reach that line, the license carries a corrective-lens restriction. Weaker vision can still pass with added restrictions like daytime-only driving, and vision worse than 20/70 in your best corrected eye fails and gets you referred to an eye specialist.9Legal Information Institute. 37 Texas Administrative Code 15.51 – Vision Tests

Written Knowledge Test

The written exam is multiple-choice and covers Texas traffic laws, road signs, and safe driving practices. You need 70% to pass. Some state-approved online driver education programs include the permit exam inside the course, and in that case DPS may waive the in-office test. Your course provider will tell you if that applies.

Fee and What You Leave With

The learner license costs $16, which includes a $1 administrative fee. The permit expires on your 18th birthday no matter when you got it.10Texas Department of Public Safety. Driver License Fees After you pass, DPS prints a temporary paper permit on the spot, and your permanent card arrives in the mail within two to three weeks.11Texas Department of Public Safety. Rules Once You Have the Permit

The learner license is restricted driving, not full driving.

  • A licensed driver who is at least 21 must sit in the front passenger seat every time you drive. No exceptions.
  • If you are under 18, all cell phone use while driving is banned, including hands-free, except in a genuine emergency.
  • The permit itself has no curfew, but the provisional license you move up to does, so logging nighttime practice now helps later.

These restrictions last until you upgrade to a provisional license.3Texas Department of Public Safety. Texas Learners License as a Teen Texas also enforces zero tolerance for alcohol under 21; any detectable amount while driving can bring a Driving Under the Influence of Alcohol by a Minor charge against a permit holder.12Texas Department of Public Safety. Insurance

Texas requires every vehicle driven on public roads to carry minimum liability coverage of $30,000 per person for bodily injury, $60,000 per accident for bodily injury, and $25,000 for property damage, often shorthanded as 30/60/25.13Texas Public Law. Texas Transportation Code Section 601.072 – Minimum Coverage Amounts The requirement applies to permit holders too. Most insurers cover a permit holder under the supervising driver’s existing policy, but confirm with yours. Adding a teen to an existing policy is almost always cheaper than a separate one.

Moving From a Learner License to a Provisional License

The permit is a step toward driving on your own. To qualify for a provisional license, a teen has to:

  • Hold the learner license for at least six months (unless you turn 18 first, in which case the learner license expires and different rules apply).
  • Be at least 16.
  • Complete all driver education, including the full classroom and behind-the-wheel portions.
  • Log 30 hours of supervised driving practice, with at least 10 of those hours at night, under a licensed adult 21 or older.12Texas Department of Public Safety. Texas Provisional License as a Teen
  • Pass the driving test at a DPS office or through a licensed third-party testing provider.

The provisional license lets you drive alone but keeps restrictions in place. You cannot have more than one non-family passenger under 21 in the vehicle, and driving between midnight and 5 a.m. is prohibited except for work, a school activity, or an emergency.12Texas Department of Public Safety.
