How to Junk a Vehicle Title in Kentucky: Clerk Steps and Documents

To junk a vehicle title in Kentucky, take the paper certificate of title, the license plate, and a notarized Form TC 96-351 to your County Clerk, clear any lien and property taxes on the vehicle, and pay a $1.00 fee. The clerk cancels the title, keeps the plate, and forwards the original title to the Department of Vehicle Regulation in Frankfort. The vehicle drops out of active registration, and no more property tax accrues on it.

What to Bring to the County Clerk

Five things need to be in order before the clerk will process the junking:

  • The Kentucky Certificate of Title. The paper title has to be in hand. No title, no junking.1Kentucky Transportation Cabinet. Application to Junk a Vehicle Title
  • The license plate that matches the title. It gets surrendered at the same time.2Madison County Clerk. Junk Title
  • Form TC 96-351, the Application to Junk a Vehicle Title. It asks for the year, make, model, and VIN, and it must be notarized.1Kentucky Transportation Cabinet. Application to Junk a Vehicle Title
  • A lien release if the title shows an active lien. Use Form TC 96-187, filed in the county where the lien was originally recorded.2Madison County Clerk. Junk Title
  • Property taxes paid, or a PVA exoneration in place. Some clerks require the PVA affidavit before they’ll accept the $1.00 fee.3Lincoln County Clerk. Junked Vehicles

Get the form notarized ahead of time, or check whether your County Clerk’s office notarizes on-site.

What Happens at the Clerk’s Window

Bring the documents to the County Clerk in the county where the vehicle is located. The clerk accepts the paper title, processes the TC 96-351, takes your plate, and issues a registration receipt showing the vehicle in junked status. The original title is forwarded to the Department of Vehicle Regulation in Frankfort for cancellation.4Justia Law. Kentucky Code 186A-295 – Owner to Surrender Title on Destroyed Vehicle or Trailer

Property Taxes and the PVA

This is the step that trips most people up. Kentucky assesses personal property tax on vehicles, and you stay responsible for it as long as the vehicle is titled in your name. The TC 96-351 spells it out: the customer is responsible for taxes on the vehicle until it is no longer in their possession.1Kentucky Transportation Cabinet. Application to Junk a Vehicle Title

If the vehicle has been sitting undriveable and taxes have piled up, you have two options. Pay what’s owed at the time of junking, or visit the Property Valuation Administrator and request an exoneration. The PVA can sign an affidavit clearing the taxes if the vehicle qualifies, and some clerks require that affidavit before they’ll finalize the junking.3Lincoln County Clerk. If Your Title Is Lost

The clerk needs a paper title. If yours is lost, damaged, or destroyed, order a duplicate first by submitting Form TC 96-182, the Application for Kentucky Certificate of Title or Registration, to your County Clerk.5Kentucky Transportation Cabinet. Application for Kentucky Certificate of Title or Registration There’s a filing fee and some processing time before you can come back and junk it.

If You Still Owe on the Vehicle

A lien on the title means a lender has a legal interest in the vehicle, and the title cannot be junked until the lien is cleared. If the loan is paid off, contact the lender and request a lien release. Lenders generally process releases within about 10 business days after payoff posts, though the paperwork may take several more weeks to arrive by mail. If the lien was recorded in a different county than where you plan to junk the title, the release still has to be filed in the original county.

Turn In the Plate Before Canceling Insurance

The order matters. Kentucky requires registered vehicles to carry insurance, and dropping coverage while the plate is still active can trigger a lapse flag. Surrender the plate to the County Clerk as part of the junking, then cancel the auto policy.6Kenton County Clerk. Mandatory Insurance Rules in Kentucky

After the Title Is Junked

Once canceled, the vehicle cannot be registered or legally driven on Kentucky roads. The registration receipt showing junked status is your proof it’s out of the system, and no further property taxes accrue on it.

Form TC 96-351 identifies two intended outcomes: the vehicle is sold to a junkyard and crushed, or it’s kept and used for parts only.1Kentucky Transportation Cabinet. Application to Junk a Vehicle Title If you sell to a scrapyard, expect them to ask for identification and documentation. Junkyards and auto recyclers that handle five or more salvage or junk vehicles per year are federally required to report those vehicles to the National Motor Vehicle Title Information System each month.7Department of Justice. NMVTIS Reporting Entities

Fluids inside the vehicle are the other loose end. Used motor oil, transmission fluid, brake fluid, coolant, and gasoline are hazardous if they leak. The EPA classifies used motor oil as insoluble, persistent, and a major source of oil contamination of waterways.8US EPA. Managing, Reusing, and Recycling Used Oil If you drain fluids yourself, store them in leak-proof containers and drop them off at a collection point; many auto parts stores and municipal waste facilities accept used oil and filters at no charge. A junkyard buying the whole vehicle usually handles fluid removal, but confirm that before you hand it over.

When Kentucky Law Requires You to Junk the Title

Junking isn’t only a cleanup option. KRS 186A.295 requires the title to be surrendered when a vehicle has been damaged to the point where standard commercial repair would cost more than its retail value, or when two or more parts carrying a manufacturer’s VIN have been removed. Owners and anyone in the business of selling used parts or recycling vehicles must surrender the title to the County Clerk within ten working days of the vehicle being destroyed or the second VIN-bearing part being removed.4Justia Law. Kentucky Code 186A-295 – Owner to Surrender Title on Destroyed Vehicle or Trailer

Junked Title vs. Salvage Title

If you plan to repair the vehicle and put it back on the road, junking is the wrong path. A salvage certificate of title is issued when a vehicle is significantly damaged but is still a candidate for rebuilding. With a salvage title, an owner can repair the vehicle, pass a state inspection under KRS 186A.115, and receive a new title branded “REBUILT VEHICLE.”9Justia Law. Kentucky Code 186A-530 – Titles of Rebuilt, Water-Damaged, and Junk Vehicles Junking cancels the title entirely, and getting a junked vehicle back into the system is a longer road.

Reactivating a Junked Title

Junking feels final, and for most people it is. But it isn’t legally irreversible. Kentucky allows reactivation through Form TC 96-352, the Affidavit to Reactivate a Junked Vehicle Title, and the process is more involved than the junking was. Reactivation requires up to five years of back taxes, a new application for title on Form TC 96-182, and coordination between the County Clerk and the state’s Motor Vehicle Licensing division. Once reactivated, the vehicle receives a salvage title and must then go through the full rebuilding process, including a state inspection and a permanent “REBUILT VEHICLE” brand on every future title.10Kentucky Transportation Cabinet. Form Instructions TC 96-352

If the title was junked by clerk error, reactivation is simpler, but back taxes still apply.10Kentucky Transportation Cabinet. Form Instructions TC 96-352 Worth knowing before you hand over the paper title: junking is quick at the window and slow to undo.
