You can pay your North Carolina state taxes to the Department of Revenue by electronic bank draft through the eServices portal, by Visa or MasterCard credit or debit card, by mailed check or money order with a payment voucher, or in person at a regional service center. For tax year 2025, the individual income tax rate is 4.25% and returns are due April 15, 2026.1NCDOR. Tax Rate Schedules2NCDOR. The NCDOR Opens 2026 Individual Income Tax Filing Season The rate drops to 3.99% for tax year 2026, so estimated payments you make during 2026 toward your current-year liability will use the lower figure.
What You Need Before You Pay
Gather three things before you start any payment:
- Your Social Security Number or ITIN. The Department uses this to match your payment to your account, and a wrong number leaves the money unapplied.
- The exact amount you owe. For tax year 2025, this is your North Carolina taxable income multiplied by 4.25%, with the final figure appearing on Line 27 of Form D-400 after any penalties and interest.3NCDOR. 2024 D-401 Individual Income Tax Instructions
- Your bank routing and account numbers if you plan to pay electronically. The account must be at a U.S. bank.
If you plan to mail a payment, you also need Form D-400V, the Individual Income Payment Voucher. Generate a personalized copy on the Department’s website by entering your name, address, Social Security Number, filing status, and tax year.4North Carolina Department of Revenue. D-400V, Individual Income Payment Voucher Make sure the tax year on the voucher matches the year of the income you are reporting. A mismatch can delay processing or route the payment to the wrong account.
Pay Online by Bank Draft
An electronic bank draft is the cheapest option. It pulls funds directly from your checking or savings account with no convenience fee. Start the payment through the Department’s eServices portal, select the individual income tax category, enter your identification details, and specify the amount.5NCDOR. eServices A summary screen lets you review everything before you submit.6North Carolina Department of Revenue. Timing matters. Your payment takes effect on the draft date you select, which must be a valid banking day. Submit before 5:00 p.m. EST and the earliest settlement date is the next banking day; submit after 5:00 p.m. and it shifts to two business days out.7NCDOR. Payment FAQs You can also warehouse a payment up to 60 days ahead, scheduling the draft now for a future date you pick.
Pay by Credit or Debit Card
The Department accepts Visa and MasterCard for both credit and debit transactions.8NCDOR. Payment Options A third-party processor charges a convenience fee of $2.00 for every $100 increment of your payment. The fee is nonrefundable even if the Department later determines you overpaid and issues a refund.9NCDOR. FAQ about Bank Draft and Card Payments
The fee is calculated in $100 brackets, not pro-rated. A $101 payment triggers a $4.00 charge, not $2.02. On a large balance, those jumps add up, which is why bank draft is the better choice when you have time to set it up.
Pay by Check or Money Order
You can mail a personal check, cashier’s check, or money order drawn on a U.S. bank and payable in U.S. dollars to “NC Department of Revenue.”8NCDOR. Payment Options Include your completed Form D-400V in the envelope. Do not staple or paperclip the payment to the voucher; automated scanning equipment processes these and attachments can jam the system.

Mailed payments can take up to two weeks to process. If you are paying close to the deadline, use certified mail and keep the receipt. The postmark date is what counts for timeliness, not the day the Department opens the envelope.
Pay in Person at a Service Center
North Carolina operates regional service centers in Asheville, Charlotte, Durham, Elizabeth City, Fayetteville, Greensboro, Greenville (Winterville), Hickory, Raleigh, Rocky Mount, and Wilmington.11NCDOR. Office Locations Paying in person gets your payment recorded the same day, which can save you if the deadline is hours away.
One catch trips people up: most service centers accept walk-in visits only on specific days of the week, not every weekday. Charlotte takes walk-ins Tuesday through Thursday; Rocky Mount takes them only on Tuesdays. Walk-in hours run 8 a.m. to 5 p.m. on those days. You can also schedule an appointment Monday through Friday from 9 a.m. to 4 p.m. at any location. Check the Department’s website for the current walk-in schedule before you drive out.
Estimated Payments If You Owe Throughout the Year
If you expect to owe $1,000 or more after subtracting withholding and credits, North Carolina requires quarterly estimated payments using Form NC-40.12NCDOR. Estimated Income Tax This covers freelancers, business owners, retirees with investment income, and anyone whose income is not fully covered by employer withholding.
The quarterly due dates for 2026 estimated payments are April 15, 2026, June 15, 2026, September 15, 2026, and January 15, 2027. You can skip the January 15 payment if you file your 2026 return by January 31, 2027, and pay the entire remaining balance with that return.12NCDOR. Estimated Income Tax
Each quarterly installment equals 25% of your required annual payment. You satisfy the requirement by paying at least 90% of the tax shown on your current-year return or 100% of the tax shown on last year’s return, whichever is less. Estimated payments can be scheduled up to 365 days in advance through eServices, so you can set all four quarters at once in January and forget them.7NCDOR. Payment FAQs
If You Can’t Pay by the Deadline
An extension buys time to file, not time to pay. Form D-410 gives you an automatic extension to submit your return, but any tax not paid by the original due date accrues interest and may trigger penalties.13NCDOR. D-410 Information If you think you owe, estimate the amount and pay it by April 15 even though the return itself will arrive later. You can file D-410 electronically through the Department’s online system.
The late payment penalty on taxes assessed on or after January 1, 2023 is a flat 5% of the unpaid tax.14NCDOR. Penalties and Fees Overview It applies as soon as you are past due. Interest also begins accruing from the original due date and keeps accumulating until the balance is paid, so paying sooner reduces your total cost even after the penalty has triggered.
Installment Payment Agreements
If you owe more than you can pay at once, the Department offers installment agreements of up to 18 monthly payments. You cannot apply until you receive a Notice of Collection, which means the balance must first move through the normal billing cycle.15NCDOR. Installment Payment Agreements
To qualify, you must meet all of these conditions:
- You have filed all required tax returns.
- You have not defaulted on a previous installment agreement for the same tax period.
- No active warrant for collection or bank garnishment is in place on those periods.
- You are not under criminal investigation by the Department.
- You agree to let the Department draft payments directly from your bank account.
You submit the request electronically using Form RO-1033. Penalties, fees, and interest keep accruing during the agreement, so the total you repay will exceed the original balance. If you default, the Department can assess a 20% Collection Assistance Fee on top of the remaining balance; as long as you keep the agreement current, that fee is held in abeyance.15NCDOR. Installment Payment Agreements If even an 18-month plan is not workable, the Department may consider an exception for taxpayers who can show financial hardship. Call after your Notice of Collection arrives to discuss options.
Confirming Your Payment
After an online payment, the eServices portal shows a confirmation number on screen. Within two business days you will also receive an email from the Department containing the same confirmation number plus a Document Locator Number. Save both. You will need these reference numbers if you ever have to contact the Department about the payment.5NCDOR. eServices
Bank draft payments typically appear on your account statement within two to three business days. Card payments show up within a few days, with the convenience fee listed as a separate charge. Mailed payments take longer, up to two weeks for the Department to process, so keep a copy of your D-400V and your canceled check or money order receipt as backup.
