How to Recertify for Food Stamps in NC: Deadlines and 2026 Changes

To recertify for food stamps in NC, return your Notice of Expiration and Recertification Form (DSS-2435R) to your county Department of Social Services by the 15th day of the last month of your certification period, complete a phone interview with your caseworker, and provide current proof of income, expenses, and any medical costs. North Carolina mails the form about a month before your benefits expire. If your recertification falls in 2026, your caseworker will also screen you under the new federal work-requirement and non-citizen rules signed into law on July 4, 2025.¹

When Your Recertification Is Due

Most North Carolina Food and Nutrition Services (FNS) households are certified for six months at a time. Some households with stable income get twelve months, and certain households with elderly or disabled members qualify for longer periods through simplified reporting. Your most recent approval notice shows your specific certification length.²

Roughly a month before your certification expires, the NC FAST system generates and mails Form DSS-2435R.³ That form is your application to continue receiving benefits. If it doesn’t arrive or you lose it, you can download a copy from the NCDHHS policies site or pick one up at your county DSS office.⁴

The 15th-of-the-Month Rule

Federal regulations treat your recertification as timely only if the form reaches DSS by the 15th day of the last month of your certification period.⁵ A timely filing obligates the state to process your case and issue new benefits with no interruption when the old period ends.⁶ File after the 15th and you’re not automatically denied, but DSS may not finish in time, and your benefits can lapse for part of the next month.

What to Have Ready Before You File

The DSS-2435R asks for current information on every household member, all income, and your expenses. Assembling everything up front cuts down on follow-up requests from your caseworker.

Proof of Income

Attach verification of every dollar received during the month printed on the first page of the form. For wages, that means pay stubs for that month. Self-employed filers should attach their most recent federal tax return with all schedules, or, if the return isn’t available, twelve months of business records and receipts. For a new job, include verification of everything paid so far.⁷

Report non-work income for the same month and attach proof: Social Security, SSI, child support, unemployment, veterans’ benefits, workers’ compensation, cash contributions, and anything else coming into the household. All figures should be gross, before taxes.⁷

Expenses That Raise Your Benefit

The form has fields for rent or mortgage, utilities such as heating and water, and dependent care expenses you pay so you can work or attend school. These translate directly into deductions that increase your monthly allotment. Leaving the section blank or incomplete is one of the most common reasons households end up with a smaller benefit than they qualify for.

If anyone in your household is 60 or older or has a disability, claim the medical expense deduction for out-of-pocket costs above $35 a month. Only the amount over $35 counts.⁸ Doctor and dental bills, prescriptions, doctor-approved over-the-counter drugs, hospital charges, nursing care, health insurance premiums, and medical transportation all qualify. Special diet costs do not. Bring receipts, pharmacy printouts, or insurance statements to your interview.

Submitting the Form

The fastest route is the ePASS online portal at epass.nc.gov, where you can complete the form and upload supporting documents directly into the state system.² You’ll need an enhanced ePASS account, which also lets you report changes and view case details later.⁹

You can also mail the completed form and documents to your local county DSS or drop them off in person. If you mail them, use a service with delivery tracking so you have proof of the submission date. For in-person drop-offs, ask for a stamped receipt.

The Recertification Interview

Since November 2024, North Carolina requires an interview for every SNAP recertification.¹⁰ The form itself states that benefits will not be issued without one.¹¹ Interviews are usually by phone, and your caseworker schedules the call after receiving your form.

Expect questions about changes in income, household members, or your living situation. The caseworker may ask for additional documents such as a landlord statement or proof of medical expenses. Missing the scheduled call is one of the quickest ways to get denied. If you miss it, contact your caseworker right away to reschedule; federal rules require DSS to offer a second interview if you ask.⁵

After the interview and verification are done, your county DSS mails Form DSS-8551, the Notice of Eligibility, Denial, or Pending Status, telling you whether you were approved, how much you’ll get, or what’s still missing.¹²

2026 Rule Changes Applied at Recertification

H.R. 1, signed on July 4, 2025, changed SNAP eligibility in two ways that North Carolina will screen for when your case comes up for renewal. Current recipients aren’t affected mid-certification; the caseworker evaluates you under the new rules at your next recertification.¹

Broader Work Requirements

Able-bodied adults without dependents (ABAWDs) must work or take part in an approved program at least 80 hours a month to keep SNAP beyond three months.¹³ H.R. 1 raised the upper age for these rules from 54 to 65. It narrowed the dependent-child exemption to those caring for a child under 14 and removed exemptions that had covered homeless individuals, veterans, and young adults who aged out of foster care. These changes took effect when the law was signed.

You’re still exempt if you’re under 16 or over 65, physically or mentally unable to work, caring for a young child or an incapacitated household member, receiving unemployment, or enrolled at least half-time in school or a treatment program. Gather documentation for any exemption you plan to claim before your interview.

Non-Citizen Eligibility Ending February 1, 2026

Starting February 1, 2026, several non-citizen categories lose SNAP eligibility: asylees, refugees, parolees (other than Cuban and Haitian entrants), trafficking survivors, individuals with deportation withheld, conditional entrants, battered non-citizens, and certain Afghan and Ukrainian nationals granted parole during specified windows. If you fall into one of these groups, your benefits end at your next recertification.¹⁴

Still eligible: U.S. nationals, Cuban and Haitian entrants, citizens of Micronesia, the Marshall Islands, or Palau, and lawful permanent residents who have met the five-year waiting period or qualify for an exemption such as being under 18, blind or disabled, or having 40 qualifying work quarters.¹⁴

If You Miss the Deadline

If your recertification isn’t finished by the end of your current period, benefits stop. You generally have 30 days after your case closes to submit the form, complete the interview, and provide verification without filing a brand-new application.¹² After that 30-day window, you have to start over from scratch, and a fresh application can leave you with no benefits for weeks.

Even if the 15th has already passed, send your paperwork in. A late filing with a short gap is better than letting the case close.

If Your Recertification Is Denied

You have 90 calendar days from the action to request a fair hearing. The request can be oral or written, and it can be made by you, your authorized representative, or someone acting on your behalf such as a relative, friend, or legal representative.¹⁵

Your county DSS completes Form DSS-1473 and forwards it with the case documents to the Hearings and Appeals Section at NCDHHS within five calendar days. From the date the request is received, the state has 60 days to hold the hearing, decide, and notify you and the county. If you disagree with the outcome, you can appeal to Superior Court within 30 days of the final decision.¹⁵
