To register a boat trailer in Massachusetts, you pay the 6.25% state sales tax on your purchase, gather your ownership documents and an insurance-stamped Registration and Title Application, and bring everything to an RMV Service Center in person. Trailers with a gross weight over 3,000 pounds also need a title; lighter trailers only need the registration. Renewals after that can be done online or by mail.
Does Your Trailer Need a Title or Just a Registration
Every boat trailer used on Massachusetts roads has to be registered, but not every one needs a title. Under M.G.L. Chapter 90D, trailers with a gross weight of 3,000 pounds or less are exempt from titling and only need to be registered.1Mass.gov. Mass. This changes what proof of ownership you’ll bring. For a new trailer over 3,000 pounds, you need the Manufacturer’s Certificate of Origin. For a used one over that weight, you need the previous owner’s signed and dated title. For any trailer at or under 3,000 pounds, a bill of sale generally suffices as your ownership document.
Documents to Bring
Every trailer registration, regardless of weight, requires the same core paperwork:

- A completed Registration and Title Application (the RTA form), listing your full legal name, residential address, Social Security or Federal ID number, and the trailer’s make, year, and model.
- Your proof of ownership: the Manufacturer’s Certificate of Origin for a new trailer, the assigned title from the seller for a used trailer over 3,000 pounds, or the bill of sale for a used trailer at or under that weight.
- A completed Form ST-6 showing you’ve paid the Massachusetts sales or use tax.
- Payment for the registration fees.
Double-check the VIN. If the number on your bill of sale doesn’t match the number physically stamped on the trailer, the clerk won’t process the application.
Get the RTA Form Stamped by Your Insurer
The RTA has an insurance certification section, and this catches people off guard because boat trailers don’t carry their own insurance. In nearly all cases, the liability coverage on your tow vehicle’s policy extends to the trailer. Even so, the RMV requires your insurance company to stamp the RTA before you arrive. Pay the Sales Tax Before You Go
Massachusetts charges 6.25% sales tax on the purchase price of a trailer.4General Court of Massachusetts. By statute, the registrar cannot issue a certificate of registration without evidence the tax has been paid.5General Court of Massachusetts. Massachusetts General Laws Chapter 64H, Section 25
The tax is due by the 20th day of the month after the purchase.6Mass.gov. Motor Vehicle and Trailer Sales and Use Tax Buy on March 5, the payment is due by April 20. Missing that date can add penalties and interest. On a $2,000 trailer, the tax works out to $125.
If the trailer was a gift, the tax is waived. The person giving it to you completes Form MVU-24, and you pay a $25 non-refundable gift transfer fee along with the standard registration and title fees.7Mass.gov. Family/Gift Transfers
Registration Fees
Fees are weight-based and renewed annually rather than every two years. The minimum registration fee is $20, with an additional $20 per 1,000 pounds of registered gross weight.8Mass.gov. RMV Schedule of Fees A typical 1,500-pound boat trailer runs $40 per year. A reserved plate number adds a $20 special fee.
One savings worth knowing: trailer registration fees are cut in half if you register on or after September 1 of any year.8Mass.gov. RMV Schedule of Fees If you buy late in the boating season, waiting until September to register saves money.
Where to Submit Your Application
An initial trailer registration has to be done in person at an RMV Service Center. No online appointment is needed for registration transactions; you can walk in during business hours.9Mass.gov. Boston (Haymarket) RMV Service Center AAA members can handle some RMV transactions at AAA locations, though those do require appointments.
Hand over your stamped RTA, bill of sale, proof of ownership, Form ST-6, and payment. If everything is in order, the clerk issues your plate and registration certificate at the counter.10Mass.gov. Apply for a Registration and Title for a Vehicle Purchased From an Individual
For trailers over 3,000 pounds, the title itself is mailed to your registered address in roughly six to eight weeks. If there’s a lien, the title goes to the lienholder instead.10Mass.gov. Apply for a Registration and Title for a Vehicle Purchased From an Individual
If You Built the Trailer Yourself
Homemade trailers over 3,000 pounds need a state-assigned VIN before they can be titled and registered.11Mass.gov. Massachusetts-Assigned Vehicle Identification Number (VIN) State Police assign VINs by appointment at salvage inspection sites, verifying the trailer wasn’t built from stolen parts before affixing the plate. For homemade trailers at or under 3,000 pounds, no title is required, but the trailer still needs some identification number for the registration. Contact the RMV directly if yours has no manufacturer VIN, to confirm what they’ll accept.
After You Register: Inspection and Renewal
Once registered, your trailer needs an annual safety inspection under 540 CMR 4.00, the same as a passenger vehicle. The inspection covers lighting, reflectors, coupling devices, tires, wheels, and frame condition, and you can have it done at any licensed inspection station.
Renewals, unlike the initial registration, don’t require a trip to the RMV. You can renew online with your driver’s license number, the last four digits of your Social Security number, and an email address. Without a Massachusetts license, use the guest option and enter your plate number and type. To renew by mail, send the completed application (with insurance stamp if applicable) and a check or money order payable to MassDOT to the RMV’s mail-in registration department. What Happens If You Tow Without Registering
Towing an unregistered boat trailer is a traffic offense under M.G.L. Chapter 90, Section 9. A first offense carries a fine of up to $100; subsequent offenses can cost up to $1,000.13General Court of Massachusetts.
