How to Register a Car in Kentucky: Documents, Fees, and Steps

To register a car in Kentucky, you have 15 days from the date you buy the vehicle or move into the state to visit the county clerk’s office in your county of residence with your title, proof of Kentucky insurance, and a photo ID, pay the 6% motor vehicle usage tax, and cover registration and title fees that typically run $50 to $90.1Kentucky Transportation Cabinet. What to Bring to the County Clerk

Three items apply to every registration: proof of Kentucky auto insurance issued within the previous 45 days, a Kentucky driver’s license or state ID (or a Social Security card), and the title signed over by the seller with notarized signatures.1Kentucky Transportation Cabinet. Vehicle Titling If the name on the title doesn’t match your current ID, bring the document that explains the change, such as a marriage license or divorce decree.

Coming from out of state? You’ll also need to complete the Application for Kentucky Certificate of Title or Registration, Form TC 96-182, which asks for the VIN, odometer reading, your contact information, and your driver’s license or Social Security number.2Kentucky Transportation Cabinet. Buying new from a Kentucky dealership is different. The dealer handles most of the paperwork, submits a Manufacturer’s Certificate of Origin in place of a signed-over title, and gives you a temporary tag while the permanent registration is processed. You still need Kentucky insurance in place before you drive off.

Sheriff’s Inspection for Out-of-State Vehicles

Any vehicle brought in from another state has to pass an inspection by a certified inspector, usually at the county sheriff’s office, before the county clerk will title it.3Kentucky Legislative Research Commission. Kentucky Revised Statutes KRS 186A.115 – Inspection of Motor Vehicles and Documents by Certified Inspector The inspection has to be done in the same county where you’ll file the title application.

This is not a safety or mechanical inspection. The inspector compares the VIN on the vehicle (both the VIN plate and the federal safety label) against the VIN on your application, records the odometer reading, and signs the certification section of Form TC 96-182. The fee is $15, paid to the sheriff.3Kentucky Legislative Research Commission. What It Costs

The largest cost is the one-time 6% motor vehicle usage tax, charged on the vehicle’s retail price the first time it’s titled or registered in Kentucky.4Kentucky Legislative Research Commission. Kentucky Code 138.460 – Motor Vehicle Usage Tax – Imposition – Rate – Collection – Refunds On a $25,000 car, that’s $1,500 at the clerk’s window.

For a private-party purchase, the tax is based on the price stated in a notarized affidavit signed by both buyer and seller.4Kentucky Legislative Research Commission. Kentucky Code 138.460 – Motor Vehicle Usage Tax – Imposition – Rate – Collection – Refunds Without that affidavit, the Department of Revenue applies its own reference value, which for a used car is almost always higher than what you actually paid. Getting the affidavit notarized costs a few dollars and often saves hundreds.

If you traded a vehicle in at a dealership as part of the purchase, the trade-in value is subtracted from the taxable amount. The trade-in has to be a motor vehicle (cars, trucks, motorhomes, RVs qualify; boats don’t) and has to be presented to the dealer at the time of purchase, not sold off separately beforehand.5Kentucky Department of Revenue. Beyond the usage tax, the standard fees for a passenger vehicle are:

For a financed, out-of-state vehicle, administrative fees alone (before the 6% tax) typically run $85 to $95.

Transfers That Skip the Usage Tax

Some transfers are fully exempt from the 6% tax. The most common exemption covers transfers between spouses, parents and children, stepparents and stepchildren, or grandparents and grandchildren, as long as the vehicle was previously titled or registered in Kentucky. Transfers by will, court order, or inheritance also qualify, and transfers to or from a trust can qualify if the underlying family relationship would.8Kentucky Legislative Research Commission. At the Clerk’s Window

Go to the county clerk’s office in your county of residence within the 15-day window.1Kentucky Transportation Cabinet. Vehicle Titling If you’re turning in an out-of-state title, you’ll surrender those plates at the same time. Most offices take cash, checks, and major credit cards, though card payments sometimes carry a convenience fee.

The clerk reviews Form TC 96-182, verifies signatures and identification, collects the usage tax and fees, and enters the vehicle into Kentucky’s automated system.2Kentucky Transportation Cabinet. After You’re Registered: Renewal and Property Tax

Kentucky registration renews every year. For most standard passenger vehicles, the deadline is the end of the owner’s birth month.10LaRue County Clerk’s Office. Kentucky Registration Renewal Farm trucks, trailers, motorhomes, and heavy commercial vehicles renew in March; handicap plates in July; personalized plates in December. Many renewals can be handled through Kentucky’s online portal, though not every plate type is eligible.

Renewal brings two bills: the $21 registration fee and the annual motor vehicle property tax. The state property tax rate for non-historic vehicles in 2026 is 45 cents per $100 of assessed value, and your county, city, school district, and any special taxing districts add their own rates on top.11Department of Revenue. Kentucky Motor Vehicle Property Tax Rates 2026 and 2025 On a vehicle assessed at $15,000, the state portion alone is $67.50; depending on where you live, local levies can double or triple the total.

When You Don’t Need to Register

Some vehicles are exempt from Kentucky title and registration altogether, including vehicles owned by the federal government, properly registered nonresident vehicles, mopeds, self-propelled wheelchairs, farm implements, and electric low-speed scooters.12Kentucky Legislative Research Commission. Kentucky Revised Statutes 186A.080 – Motor Vehicles Exempt from Title and Registration Requirements A handful of counties near major metro areas also run vehicle emissions programs; if your county is one of them, you’ll need a compliance certificate before the clerk will renew your registration. The clerk’s office can tell you whether that applies where you live.
