How to Register a Car in Utah Online: Emissions, Fees, and Decals

To register a car in Utah online, use the state’s Renewal Express portal at renewalexpress.utah.gov. The system handles renewals for cars, trucks, SUVs, motorcycles, off-road vehicles, trailers, snowmobiles, and watercraft, and most people finish in about five minutes. You can start as early as 60 days before your current registration expires.1Utah State Tax Commission. Renewal Express: Home

One important limit up front: Renewal Express only works for vehicles that are already in Utah’s registration system. If you just moved to the state, or you bought your car in a private sale, the first registration has to happen in person at a DMV office or county assessor. Every renewal after that can be done online.2Utah Legislature. Utah Code 41-1a-202 – Registration Required

What to Have Ready Before You Log In

Three things: your license plate number, your PIN, and current Utah insurance on file.

The PIN is printed on the renewal notice the DMV mails or emails you. Lost it? You can enter your Vehicle Identification Number instead, or look up your PIN through the DMV’s “Get Vehicle Renewal Information” tool. Your plate number is also on your last registration card.3Renewal Express. License Plate and PIN Locations

Utah requires liability insurance for the entire registration period.4Utah State Tax Commission. Vehicle Insurance Requirements Insurers report your policy electronically to the state’s Insure-Rite database, and the portal checks that database automatically.5Utah Insurance Department. Bulletin 2024-1 Reporting Motor Vehicle Policies to Insure-Rite If your insurer hasn’t transmitted current policy information, the system will block your renewal. That’s where most online renewal problems start, so call your insurance company first if the portal rejects you.

Address change since last year? Update it on the Motor Vehicle Portal (MVP) before you log into Renewal Express, then wait at least 30 minutes for the change to sync. Skip this and your new decals will be mailed to your old address.6Utah State Tax Commission. Renew Your Registration

Emissions Testing by County

Safety inspections were eliminated for most passenger vehicles in 2018. They still apply to salvage vehicles seeking a rebuilt title, first-time street legal ATV registrations (including ownership transfers), and certain commercial vehicles and three-axle motor homes. A standard car, truck, or SUV won’t need one.7Utah Division of Motor Vehicles. Vehicle Inspections

Emissions testing depends on your county. Salt Lake, Davis, Utah, Weber, and Cache counties all require it. The typical schedule:

  • Vehicles less than six model years old: tested every two years, with even model years tested in even calendar years and odd model years in odd years.
  • Vehicles six model years and older: tested annually in most of these counties. Cache County keeps a two-year cycle even for older vehicles.

Rural counties without an emissions program skip this entirely. Testing stations transmit results directly to the DMV, so as long as your test is on file when you open Renewal Express, the system already knows you’re compliant. The test can be done up to two months before your renewal date.7Utah Division of Motor Vehicles. Vehicle Inspections

Living out of state temporarily but keeping Utah residency? You may qualify for an emissions deferment from your county health department, which then transmits it to the DMV before you renew.

Working Through the Portal

Go to renewalexpress.utah.gov and enter your plate number and PIN. The system pulls up your vehicle record with the owner’s name and vehicle description. Check that everything matches before moving forward.

Once the record checks out, the portal moves you to a secure payment screen. Renewal Express accepts debit and credit cards only.8Utah.gov. Renewal Express FAQs A final review screen lets you confirm everything before you authorize the charge. After you submit payment, the state’s motor vehicle database updates immediately, so law enforcement systems show your registration as current right away.

What It Costs

Your bill is built from a few pieces, and the total depends on the vehicle’s type, age, and where you live.

  • Base registration fee: $51 for most passenger vehicles, trucks, and SUVs weighing 14,000 pounds or less. That’s a $44 base fee plus a $7 supplemental fee.9Utah Legislature. Utah Code 41-1a-1206 – Registration Fees
  • Uniform age-based fee: This replaces property tax for most consumer vehicles. For passenger cars, light trucks, and SUVs from model years 2024–2026, it’s $150. Motorcycles from those years pay $95. The fee drops as the vehicle ages.10DMV. Uniform Fees
  • County and local fees: Vary by where you live, and may include local option taxes and transportation corridor fees.

A 2024 sedan in a Wasatch Front county typically runs somewhere north of $200 total once you add up base registration, uniform fee, and local charges. Older vehicles pay less because the uniform fee falls with age. The DMV’s online fees tool will give you the exact figure before you start.

If Your Car Isn’t Ready Yet

If your vehicle still needs repairs or an inspection before it can meet renewal requirements, Renewal Express offers a 30-day temporary permit. It costs $6 plus your applicable renewal fees, and it gives you legal authority to drive while you finish the rest.1Utah State Tax Commission. Renewal Express: Home Useful if your registration is about to lapse and your car just failed emissions.

Receipt and Decals

Once you finish, the portal generates a digital receipt that works as temporary proof of registration. Print it or save it on your phone. Utah law requires you to carry your registration card in the vehicle and present it on request, so this receipt covers you until the physical card shows up.11Justia. Utah Code 41-1a-214 – Registration Card To Be Signed, Carried, and Exhibited

Your new registration card and year decals arrive by mail within about 15 days. If nothing arrives by then, call the DMV at 801-297-7780 or 1-800-368-8824 to check the mailing status.8Utah.gov. Renewal Express FAQs Delays almost always trace back to an outdated address, which is why updating the MVP before you renew matters. When the decals arrive, put them on your rear plate and you’re done.

If Your Registration Has Already Expired

Driving on an expired registration is an infraction under Utah law.12Utah Legislature. Utah Code 41-1a-1303 – Driving Without Registration or Certificate of Title There is a built-in safety net: if you’re cited within two months of expiration and you register the vehicle within 14 days of the citation, the fine is waived entirely.13Utah Legislature.
