How to Register a New Car in Colorado: Documents, Fees, and Taxes

To register a new car in Colorado, take proof of ownership, proof of Colorado insurance, your ID, a completed Application for Title and/or Registration (Form DR 2395), and — if the vehicle came from out of state — a VIN verification to the motor vehicle office in the county where you live, then pay the taxes and fees the clerk calculates. The Colorado Department of Revenue’s Division of Motor Vehicles sets the rules, but the transaction itself happens at your county clerk’s office.1Department of Revenue – Motor Vehicle – Colorado DMV. County Motor Vehicle Offices Total cost ranges from around $200 for an older used car to well over $1,000 for a new one, driven mostly by the Specific Ownership Tax and local sales tax.

How Long You Have

If you bought the vehicle in Colorado, you have 60 days from the purchase date to register it. If you just moved here, you have 90 days from the date you established residency, even if the car is still on your old state’s plates.2Justia. Proof of Ownership

For a brand-new vehicle, the dealership provides the Manufacturer’s Statement of Origin (MSO). For a used car, you need the previous owner’s title, properly signed over to you.5Department of Revenue – Motor Vehicle – Colorado DMV. Titling a Vehicle If the dealership handled the title electronically, it may have already been sent to the county on your behalf.

VIN Verification if the Car Came From Out of State

A used vehicle purchased outside Colorado needs a VIN verification on Form DR 2698. A Colorado-licensed auto dealer, a licensed inspection station such as Air Care Colorado, or a Colorado law enforcement officer can perform it. New vehicles with an MSO are exempt, so this step applies mainly to used out-of-state cars.6Department of Revenue – Motor Vehicle – Colorado DMV. VIN Verification Information

Colorado Insurance

The policy has to be written for Colorado — an active out-of-state policy won’t be accepted. State minimum liability coverage is $25,000 per person and $50,000 per accident for bodily injury, plus $15,000 for property damage.7Colorado General Assembly. Mandatory Automobile Insurance in Colorado Bring the insurance card or a printed declarations page showing active coverage that meets those minimums.

Identification and Lawful Presence

Colorado requires proof of both identity and lawful presence in the United States. An unexpired Colorado driver’s license or ID handles both at once. If you don’t have one yet, you can combine a certified U.S. birth certificate or unexpired passport with an out-of-state driver’s license.8Colorado Department of Revenue. DR 2300A – US Citizens and Permanent Residents Identification Checklist Documents must be unaltered certified originals. Photocopies and notarized copies are not accepted.

Application and Sales Tax Receipt

Complete Form DR 2395 with your legal name, the VIN, and the purchase price.9Colorado Department of Revenue. DR 2395 – Application for Title and/or Registration A Colorado dealership should also give you a Standard Sales Tax Receipt (Form DR 0024) showing sales tax was collected at purchase; the county needs it before issuing a title.10Department of Revenue – Taxation. DR 0024 – Standard Sales Tax Receipt for Vehicle Sales Without that receipt — for a private-party sale, for example — you’ll owe the full tax at the counter.

Whether You Need an Emissions Test

Emissions testing applies if the car will be registered in one of ten counties: Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, Jefferson, Larimer, or Weld. Elsewhere in Colorado, you can skip this step.11Department of Revenue – Motor Vehicle – Colorado DMV. Emissions

In those counties, gasoline vehicles are exempt for their first seven model years and diesels for their first four. After that, testing is required every two years. All-electric vehicles, motorcycles, kit cars, and farm vehicles are permanently exempt.11Department of Revenue – Motor Vehicle – Colorado DMV. Emissions

One catch trips up buyers: transferring ownership of a gasoline vehicle in its final exemption year (for example, a 2019 model transferred in 2025) triggers a required emissions test even though the same car would otherwise still be exempt. The same rule applies to diesels in their final exemption year.11Department of Revenue – Motor Vehicle – Colorado DMV. Emissions

What You’ll Pay

Your bill is built from several separate charges. Knowing what each one is prevents surprises at the counter.

Specific Ownership Tax

The Specific Ownership Tax (SOT) is usually the largest line for a newer vehicle. It’s a percentage of the vehicle’s taxable value, which for passenger cars under 16,000 pounds is 75% of the manufacturer’s suggested retail price.12Justia. Colorado Revised Statutes Title 42 Section 42-3-107 – Taxable Value of Classes of Property – Rate of Tax The rate falls as the car ages:

  • Year one: 2.10% of taxable value
  • Year two: 1.50%
  • Year three: 1.20%
  • Year four: 0.90%
  • Years five through nine: 0.45%, or $10, whichever is greater
  • Year ten and beyond: a flat $3

A new car with a $40,000 MSRP has a taxable value of $30,000. First-year SOT would be $630; by year four it drops to $270.12Justia. Colorado Revised Statutes Title 42 Section 42-3-107 – Taxable Value of Classes of Property – Rate of Tax

Base Registration Fee

This one is based on weight, not value. A passenger car of 4,500 pounds or less pays $6 plus 20 cents per hundred pounds over 2,000 pounds. Over 4,500 pounds, it’s $12.50 plus 60 cents per hundred pounds above that threshold.13Justia. Colorado Revised Statutes Title 42 Section 42-3-306 – Registration Fees – Passenger and Passenger-Mile Taxes – Fee Schedule For most cars, this comes out somewhere between $6 and $25.

FASTER Surcharges

Every registration also includes Road Safety and Bridge Safety surcharges under Colorado’s FASTER legislation, both scaled to vehicle weight and directed to highway infrastructure.14Department of Revenue – Motor Vehicle. Taxes and Fees For a standard passenger car, the Road Safety piece typically runs in the low-to-mid $20s, and the legislature adjusts amounts periodically.

Sales and Use Tax

Colorado’s state sales tax is 2.9%, and county and city taxes stack on top, so the combined rate can reach 8% or higher depending on where you live. If you bought from a Colorado dealer, the tax should already be paid and documented on Form DR 0024. Buy from a private party or from out of state, and you’ll owe use tax at the county office based on the purchase price. For a new vehicle, this is often the single biggest charge.

If You’re Registering an Electric or Plug-In Hybrid

Plug-in electric vehicles pay an additional $50 annual registration fee to offset gas tax they don’t generate — $30 to the Highway Users Tax Fund and $20 to the Electric Vehicle Grant Fund. Plug-in hybrids pay that fee plus a road usage equalization fee that rises each year, set at $13 for the 2026–27 fiscal year.15Justia. Colorado Revised Statutes Title 42 Section 42-3-304 – Registration Fees

All-electric vehicles receive a distinctive green-and-white EV plate at registration. If you’d rather have a specialty plate (military, alumni, group), you’ll need an EV decal for the upper right corner of the front windshield instead, available at the county office or through myDMV.16Department of Revenue – Motor Vehicle – Colorado DMV. Electric Vehicles All-electric vehicles are also permanently exempt from emissions testing.

If the Car Was a Gift

A genuine gift is registered the same way as a purchase, minus the sales or use tax, as long as nothing of value was exchanged. If you assumed a loan or made any payment to the previous owner, the county will treat it as a sale and tax the amount paid. Specific Ownership Tax, the base registration fee, and the other standard charges still apply.

Where and How to Submit

You register in the county where you live, at that county’s motor vehicle office, not whichever office is most convenient. Each of Colorado’s 64 counties runs its own office under an elected clerk and recorder.1Department of Revenue – Motor Vehicle – Colorado DMV. County Motor Vehicle Offices Accepted payment methods (check, card, cash) vary by county, so check before you go.

Some first-time registrations can be finished through the state’s online portal at mydmv.colorado.gov. If a Colorado dealership already submitted your title paperwork electronically, you may be able to verify the VIN and pay the fees online.17Department of Revenue Division of Motor Vehicles. CO myDMV Private-party purchases and out-of-state vehicles that need VIN verification almost always require an in-person visit.

Once your application is processed, you’ll leave with plates, a registration card, and month/year validation tabs for the rear plate. Put the tabs on right away — that’s what law enforcement checks to confirm the vehicle is currently registered.
